Minutes of March 14, 2019
Present: Mayor Lee, Trustees Folwer, Gates Speer, Zabelny

Mayor Lee called the meeting to order at 5:15 p.m. with the pledge of allegiance followed by
a moment of silence. The meeting was held at the Hilton Fire Department.
Shari Pearce gave opening remarks about the budget and the strategies the team used to estimate
revenue and expenses.
Maryalice Edwards provided a Power Point presentation which covered the expenses and
revenues of each fund. Shari Pearce spoke on the costs of the Community Center and the Village
Office.
Mike McHenry covered the DPW expenses as well as street maintenance, sidewalk replacement,
equipment purchases, street lighting, etc.
The board will consider the recommendations made. The next budget meeting is scheduled for
March 19th at 5:15 p.m. at the Hilton Fire Department. The items suggested for discussion at the
next meeting:
Sales Tax Appropriation
Employee and Board Wages
Employee Health Insurance
Water Rate Increase
Sewer Rate Increase

Public Hearing 6:00 p.m.
Mayor Lee declared the meeting open for public comment at 6:00 p.m. to consider the following:
Local Law #1, 2019
Proposed Language change to § 275-13 C (5) of the Hilton Code: Residential District
Dimensional Requirements
Remove entirely: Accessory structures shall not exceed 720 square feet in area.
Add: Percentage of lot coverage. All buildings, including accessory structures, shall cover not
more than 25% of the area of the lot.
Resolution to approve Local Law #1 as written, motion made by Trustee Gates, seconded by
Trustee Speer. Carried unanimously, 5-0.
Mayor Lee declared the meeting open for public comment at 6:00 p.m. There being no one
present, the public forum was closed.
Local Law #2, 2019
Add the following to Section 252-8:
Violation Fine
Blocking a Public Sidewalk $30.00
Resolution to approve Local Law #2 as written, motion made by Trustee Fowler, seconded by
Trustee Zabelny. Carried unanimously, 5-0.
Discussion
Mayor Lee explained a retirement party is being held in honor of Churchville Mayor Nancy
Steadman. Mayor Lee is suggesting a gift in the amount of $50 be sent to her.
Resolution to authorize the Village Manager to purchase a $50 gift card for Mayor Steadman.
Motion made by Speer, seconded by Trustee Gates. Carried unanimously, 5-0.
Minutes
Motion to approve the meeting minutes of March 5, 2019 as amended made by Trustee Fowler,
seconded by Trustee Zabelny. Carried unanimously 5-0.
Executive Session
Motion to enter into Executive Session to discuss employee wages, Motion made by Trustee
Fowler, seconded by Trustee Gates. Carried Unanimously, 5-0.

Motion to exit Executive Session made by Trustee Fowler, seconded by Trustee Speer. Carried
unanimously, 5-0.
Adjournment
Motion to adjourn the meeting at 8:12 p.m. was made by Trustee Speer, seconded by Trustee
Zabelny. Carried unanimously, 5-0.
