City of Hinckley City Council Meeting Minutes Tuesday, August 20, 2024 at 7:00 PM Council Chambers (Community Room) 106 First Street SE, P. O. Call to Order-Pledge of Allegiance Zeman called the meeting to order at 7:00 p.m. and led the Council in the pledge of allegiance. 2. Approve Agenda Jackson noted that the August minutes should reflect August 2, 2024 not August 20, 2024 and Resolution 30-2024 is all from NNO not the library. Motion made by Hopkins, Seconded by Frank, to approve the agenda as presented. Voting Yea: Mayor Zeman, Burkhardt, Frank, Hopkins, Scharpnick. Carried 5-0. 3. Minutes of Previous Meetings Motion made by Hopkins, Seconded by Frank, to approve the July 9, 2024 and August 02, 2024 minutes as presented. Voting Yea: Mayor Zeman, Burkhardt, Frank, Hopkins, Scharpnick. Motion carried 5-0. A. July 09, 2024 Regular Meeting & Summary B. August 02, 2024 Special Meeting & Summary 4. Public Hearings 5. Consent Agenda (Those items listed under Consent Agenda are considered routine by the City Council and will be acted upon by one motion under this agenda item. There will be no separate discussion of these items unless the Mayor or a Councilmember so requests, in which event the item will be removed from the consent agenda and considered under New Business.) A. Resolution 30-2024 Accepting Donation From National Night Out Patrons B. Resolution 29-2024 Accepting Donation from Library Patrons C. Hinckley Fire Relief Association - Raffle - 10/5/2024 D. Hinckley Fire Relief Association - Temporary On-Sale License - 10/5/2024 Motion made by Frank, Seconded by Hopkins, to approve the consent agenda as presented. Voting Yea: Mayor Zeman, Burkhardt, Frank, Hopkins, Scharpnick. Motion carried 5-0. 6. Reports of Officers, Council Committees, & Citizens Committees A. Pine County Sheriff Calls were included in the packet. B. Bolton & Menk C. PeopleService D. Building Official/Inspector Report was included in the packet. E. Hinckley Fire Department 1. Monthly Run Report Fire Chief Golly presented fire calls 72-80 at the meeting. Starting with the September meeting, we will change how the calls are reported. We will move to reporting the previous month’s calls, which will allow Administrator Jackson to include them directly in the council packets. Golly reported that the Executive Board is looking to fill the officer vacancy left by a leave of absence. They will have a recommendation provided to the council soon. F. Firehouse Liquors - Monthly Report and Manager’s Reports The manager's report was included in the packet. Manager Taggart noted that July did well in the off-sale but that while the on-sale was in the black, he wanted to see it do a little better. As August and the summer season come to an end, he is looking to rehaul several items and start showing Assistant Manager Rebekah Hanson the on-sale portion of the business. G. Library East Central Regional Libary is taking applications to replace the former Branch Libraian Josh Mentor. H. Standing Committees 1. Planning Commission 2. Park Board A. SSS & NNO B. Hockey Association 3. EDA- July 24, 2024 Minutes Planning: The July planning commission meeting minutes were included, and Council member Frank provided a brief update. Park Board: Council member Burkhardt reported good attendance at the final Sweet Summer Sounds, and he will be going through the surveys and starting the grant closeout paperwork. Administrator Jackson reported that she and the Mayor met with a member of the Hockey Association to inquire about their status and abilities for this season. They will try to get a response from the board to bring back to the Council. Zeman expressed that he would like to see the City keep the rink open this year, and this might take some extra work, especially when it comes to snow removal and ice maintenance. Council agreed they would like to see it stay open. EDA: The April EDA minutes were included in the packet, and Burhardt provided a brief update. 7. Unfinished Business A. 2024 Budget Update The July financials were included in the packet. Expenses are where we expect them to be, with larger purchases like computer replacements and the vestibule still to be completed. The Council held a budget work session on August 19th with Mike Bubany from David Drown Associates in attendance. Council will approve the 2025 preliminary budget and levy at the September meeting. Zeman asked if any cash from the general fund could be invested. Jackson will look into this. 8. New Business A. City Vision/Future Planning Staff is continuing to work on a flag policy and following up with the attorney for the owner of 501 Barry Avenue to discuss the possibility of securing a utility easement. Councilmember Hopkins reported that there are two streetlights that do not turn off: the corner by Daggett’s and the corner of Main St & Power Ave. B. Sewer Main Jetting & Lift Station Cleaning Included in the packet was a quote from Nelson Sanitation to jet 14,000LF of sanitary sewer and clean seven lift stations. The mains quoted are too large for the City’s equipment and tend to have more grease buildup, which our equipment is also not equipped to handle. Motion made by Frank, Seconded by Burkhardt, to approve the quote from Nelson Santiation in the amount of $11,060.00.Voting Yea: Mayor Zeman, Burkhardt, Frank, Hopkins, Scharpnick. Motion carried 5-0. C. Pine County Sheriff's Department License Plat Readers Pine County Sheriff’s Office Chief Deputy Scott Grice presented information on the Flock camera system that the County is looking into. This system can be used to help identify if certain vehicles have passed the camera and get a plate that the department can then identify who the vehicle is registered to. This type of system can help agencies with up to a 10% better clearance rate. They hope to include five cameras around Hinckley, noting they cannot be placed on state right-of-way. The County would like the City to contribute the cost of the five cameras for $18,250 for the first year and $15,000 for the second year. The Council had some questions, including who would be liable for any breaches and damage that could happen to the system. Chief Deputy Grice will follow up on those questions. Zeman asked when the County would need an answer. Grice responded that it would be needed as they get closer to firming up their budget. He will be approaching the other communities with the same request. 9. Presentation of Claims A. General Fund Payables - $317,786.92 B. Firehouse Payables - $242,341.96 C. EDA Payables - $202.00 D. Payroll Payables - $71,024.53 Motion made by Frank, Seconded by Scharpnick, to approve the claims as presented. Voting Yea: Mayor Zeman, Burkhardt, Frank, Hopkins, Scharpnick. Motion carried 5-0. 10. Notices and Communications 11. Presentation of Petitions, Complaints, and Requests (3 minutes each) 12. Closed Session - None 13. Adjournment Motion made by Hopkins, Seconded by Burkhardt, to adjourn the meeting at 7:50 p.m. Voting Yea: Mayor Zeman, Burkhardt, Frank, Hopkins, Scharpnick. Motion carried 5-0.
