City of Hinckley City Council Meeting Special Minutes Friday, August 02, 2024 at 1:00 PM Council Chambers (Community Room) 106 First Street SE, P. O. Box 366 | Tel: (320) 384.7491 | Fax: (320) 384.7492 | ww.hinckleymn.gov Mayor and Councilmembers: Mayor Don Zeman | Councilmember Tim Burkhardt Councilmember John Frank | Councilmember Judy Hopkins | Councilmember Jace Scharpnick PRESENT: Mayor Donald Zeman, Tim Burkhardt, Judy Hopkins, and Jace Scharpnick. ABSENT: John Frank. STAFF PRESENT: City Administrator Leaha Jackson and Planning and Zoning Administrator Mark Perry. OTHERS PRESENT: Tim Davis. 1. Call to Order-Pledge of Allegiance Zeman called the meeting to order at 1:00 p.m. and led the Council in the pledge of allegiance. 2. Approve Agenda Motion made by Burkhardt, Seconded by Hopkins. Voting Yea: Mayor Zeman, Burkhardt, Hopkins, Scharpnick. Motion Carried 4-0. 3. New Business A. Approve Fire Department Firefighter Justin Skutevik Leave of Absence Motion made by Hopkins, Seconded by Jace, to approve the Fire Department leave of absence for Justin Skutevik effective August 1, 2024. Voting Yea: Mayor Zeman, Burkhardt, Hopkins, Scharpnick. Motion carried 4-0. B. Temporary Streets & Parks Summer Help The other we had interviewed was only available for a limited time each week. Another inquired but was also only available for a limited amount of time. Between the two, we can cover that one part-time position. Motion made by Burkhardt, Seconded by Hopkins, to approve Resolution 28-2024 Hiring David Bottelson and Geneva Vork as Temporary Public Works. Voting Yea: Mayor Zeman, Burkhardt, Hopkins, Scharpnick. Motion carried 4-0. 4. Unfinished Business A. 106 Poplar Ln S The packet includes a draft compliance agreement between Central Property Services, LLC (Tim Davis) and the City. Some comments from the city's attorney, Kevin Hofstad, were also included. Tim Davis clarified some of the reasons for the redline and updates. The bond company will only cover for a year at a time and only for the actionable items stemming from the court order. Burkhardt questioned any outstanding charges pending against the property. Perry noted these charges are called to be paid at closing per the original purchase agreement submitted from Tim Davis to the realtor. Motion made by Burkhardt, Seconded by Hopkins, to approve the Compliance Agreement between the City of Hinckley and Central Property Servicing, LLC for 106 Poplar Ln S. Voting Yea: Mayor Zeman, Burkhardt, Hopkins, Scharpnick. Motion carried 4-0. 5. Notices and Communications Primary Election- August 13, 2024 Budget Workshop- August 19, 2024 @ 4:30 p.m. Hinckley EDA- August 20, 2024 @ Noon Regular City Council- August 20, 2024 @ 7:00 p.m. Coalition of Greater MN Cities "Cities Visit" - September 16, 2024 @ 1:00 p.m. 6. Presentation of Petitions, Complaints, and Requests (3 minutes each) 7. Adjournment Motion made by Hopkins, Seconded by Scharpnick, to adjourn the meeting at 1:08 p.m. Voting Yea: Mayor Zeman, Burkhardt, Hopkins, Scharpnick. Motion carried 4-0.0
