BOROUGH OF HO-HO-KUS WORK SESSION OF THE MAYOR AND COUNCIL SEPTEMBER 20, 2016- 8:00 P.M MINUTES Council President Troast called the meeting to order at 8:00 PM. The opening statement was read. The work session of the Mayor and Council of the Borough of Ho-Ho-Kus and members of the public are welcome to be present at this meeting. Under Chapter 80, Public Laws of 2002, Public Comment is allowed at this meeting. The comment period placement is established by the Mayor and Council. The governing body has the discretion to set the length of time for public comment. At Roll call all councilmembers were present. Also present were Borough Administrator Bill Jones and Attorney David Bole. Absent: Mayor Randall Council President called for a moment of silence for all the deceased in the recent police shooting PROCLAMATION Gold Star Mother’s Day proclamation was read. CONSIDERATION OF MINUTES 1. August 16, 2016 Combined Meeting. ADMINISTRATOR’S REPORT Mr. Jones reported Movie night of September 9th was cancelled and postponed to September 16th due to bad weather, had a good attendance. Thanked the DPW Police and the Recreation commission for a job well done. PSEG emailed that they would be tearing up the intersection with very little notice as to what they stated in the spring meeting. Discussed if whether Powderhorn Road bumps should be replaced after being repaved. PUBLIC DISCUSSION Stanley Kober 919 Washington Avenue discussed the line of sight issue on Elmwood and Hollywood Ave with all the shrubbery. COMMITTEE REPORTS-August 2016 On File CORRESPONDENCE 1. Gold Star Mother’s Day Committee- Event and Proclamation 2. Bergen County Historical Society- Permission for Wreath Laying and Tree Planting 3. Dispatcher Lauren Morgan- Letter of Resignation 4. Borough of Teaneck- Install Anti-Suicide Fencing along George Washington Bridge Walkways. 5. Contemporary Club-Request for Annual Halloween Parade INTRODUCTION OF ORDINANCE 1. # 2016-10 No Knock Registry 2. # 2016-11 Property Maintenance and Upkeep of Abandoned Properties 3. # 2016-12 BnB Short Term Rentals FINAL PASSAGE OF ORDINANCE None RESOLUTIONS 1. Arbor Day 2016 2. Forgiveness of Solid Waste Bills 3. Renewal Special Ruling Inactive License 4. American Tower Lease 5. Payment of Vouchers CONSENT RESOLUTION None OLD BUSINESS A. Liaison Reports: 1. Recreation None 2. Board of Education None 3. Other B. Shade Tree C. Chamber of Commerce NEW BUSINESS Mr. Jones stated that Police Department needs a new hire. Received 175 applications Councilmember Iannelli asked if Racetrack Road will be paved, Mr. Jones commented that it was a County issue and that DOT shut down all road projects. MAYOR'S REMARKS None CLOSED SESSION WHEREAS, under the “Open Public Meetings Law”, all sessions must be open to the public, and WHEREAS, under the Public Meetings Act Law, exceptions exist for a public body to hold a Closed Session NOW, THEREFORE BE IT RESOLVED that the Mayor and Council of the Borough of Ho-Ho-Kus hereby recess under Personnel, Litigation and Contract BE IT FURTHER RESOLVED, that the results of the Closed Session will be available to the public in the minutes regarding the same at the conclusion of the matter Litigation and Personnel ADJOURNMENT With no further discussions the meeting was adjourned at 8:50 PM Motion: Councilmember Rorty Second: Councilmember Shell All ayes Respectfully submitted Laura Borchers RMC/CMR Borough Clerk
