BOROUGH OF HO-HO-KUS WORK SESSION OF THE MAYOR AND COUNCIL OCTOBER 18, 2016- 8:00 P.M MINUTES Mayor Randall called the meeting to order at 8:00 PM. The opening statement was read. The work session of the Mayor and Council of the Borough of Ho-Ho-Kus and members of the public are welcome to be present at this meeting. Under Chapter 80, Public Laws of 2002, Public Comment is allowed at this meeting. The comment period placement is established by the Mayor and Council. The governing body has the discretion to set the length of time for public comment. At Roll call councilmembers present: Troast, Rorty, Shell, Iannelli, Fiato Also present were Borough Administrator Bill Jones and Attorney David Bole. Absent: Absent: Cn. Shea CONSIDERATION OF MINUTES 1. September 20, 2016 Work Session 2. September 27, 2016 Public Session ADMINISTRATOR’S REPORT Borough administrator Jones reported on the speed tables on Powderhorn Road. Average speeds taken were between 21-26 MPH. Police department is still continuing with speed reading. Richard’s Run was successful, good co-ordination with the County with Bomb Squad and sniffing dogs. All mail boxes were removed from the area and had Eye in the Sky for tracking. Police hiring written test completed with top 30 prospective candidates, physical testing to be completed. Richard Jordan-Oil to Gas Conversion/Road Opening 4. Letter of Resignation-Elizabeth Hollenbeck 5. Borough of Norwood-Lift Suspension and Replenish funding of Transportation Trust Fund 6. Community Church- Permission to hang signs for Holiday Open House. Motion: Cn. Iannelli Second: Cn Fiato Cranial Organization- permission to take picture as Fund Raiser by the Gazebo Motion: Cn. Fiato INTRODUCTION OF ORDINANCE None FINAL PASSAGE OF ORDINANCE 1. # 2016-10 No Knock Registry 2. # 2016-11 Property Maintenance and Upkeep of Abandoned Properties 3. # 2016-12 BnB Short Term Rentals RESOLUTIONS 1. Forgiveness of Solid Waste Bills 2. Best Practice Clerk Certification 3. Payment of Vouchers CONSENT RESOLUTION None OLD BUSINESS A. Liaison Reports: 1. Recreation None 2. Board of Education Councilmember Iannelli stated that the School received a Bronze award. Would like to be kept in the loop of the Granny’s Attic (Ho-Ho-Kus Crossing) development. Would like line of communication open with Jeff Pattman about leaf pick-up. SRO well liked. Residents still leaving parked cars on Lloyd, needs to be addressed. 3. Other B. Shade Tree C. Chamber of Commerce Councilmember Shell stated that the Chamber is preparing for Holiday decoration. Last year received a complaint about the Franklin Tpke not being decorated, this year decorations will be expanded on Franklin Tpke. Small business Saturday coming up. NEW BUSINESS Parking permit fee increase MAYOR'S REMARKS CLOSED SESSION WHEREAS, under the “Open Public Meetings Law”, all sessions must be open to the public, and WHEREAS, under the Public Meetings Act Law, exceptions exist for a public body to hold a Closed Session NOW, THEREFORE BE IT RESOLVED that the Mayor and Council of the Borough of Ho-Ho-Kus hereby recess under Personnel, Litigation and Contract BE IT FURTHER RESOLVED, that the results of the Closed Session will be available to the public in the minutes regarding the same at the conclusion of the matter Litigation, Personnel.
