BOROUGH OF HO-HO-KUS COMBINED MEETING OF THE MAYOR AND COUNCIL OCTOBER 17, 2017-7:30 PM MINUTES Mayor Randall called the meeting to order at 7:30 PM. The opening statement was read. This is a meeting of the Mayor and Council of the Borough of Ho-Ho-Kus, and members of the public are welcome to be present at this meeting. Under Chapter 80, Public Laws of 2002, Public Comment is allowed at this meeting. The comment period placement is established by the Mayor and Council. The governing body has the discretion to set the length of time for public comment. At Roll all members were present. Also present was Borough Attorney David Bole and Borough administrator William Jones. CONSIDERATION OF MINUTES 1. September 19, 2017 Work Session 2. September 26, 2017 Public Session ADMINISTRATOR’S REPORT Had meeting about the 2 projects with all head of utilities. Four conduits need to be supported on Saddle Brook Bridge, delay was due to some controversy. It will be a total of 4 weeks for the completion of the whole project, a week to demolish and three weeks to repair. Brandywine Drainage project will start in the spring. PUBLIC DISCUSSION Stan Kober 919 Washington Ave stated that the projection for next year is down and how much the borough pays for doing the taxes and sending it out to the residents. Resolution 216 Support Bee Populations and Create Habitat for Pollinators 3. The Contemporary Club: re Halloween Parade Saturday October 28, 2017 at 9:45 AM. 4. Neile Weissman-Widen Bicycle Paths on GWB INTRODUCTION OF ORDINANCE None FINAL PASSAGE OF ORDINANCE None 1 RESOLUTIONS 1. Tax Appeal- Vikner vs Ho-Ho-Kus 2. Best Practice Clerk Certification 3. Chapter 159- Body Armor Replacement Fund 4. Chapter 159- DDEF- HHK Police Fund 5. Health Insurance Waiver 6. Payment of Vouchers CONSENT RESOLUTION 1. # 2017-101 Resurfacing Lloyd Road Approval to submit a grant application and execute a grant contract with the New Jersey Department of Transportation for the Resurfacing of Lloyd Road project. NOW, THEREFORE, BE IT RESOLVED that the Council of the Borough of Ho-Ho-Kus formally approves the grant application for the above stated project. BE IT FURTHER RESOLVED that the Mayor and Clerk are hereby authorized to submit an electronic grant application identified as MA- 2018-Resurfacing of Lloyd Road-00541 to the New Jersey Department of Transportation on behalf of the Borough of Ho-Ho-Kus. BE IT FURTHER RESOLVED that the Mayor and Clerk are hereby authorized to sign the grant agreement on behalf of the Borough of Ho- Ho-Kus and that their signature constitutes acceptance of the terms and conditions of the grand agreement and approves the execution of the grant agreement. OLD BUSINESS 1. Liaison Reports: a. Recreation Fall Sports going well. Recreation meeting scheduled. Concerns were raised by Recreation Commission and Athletic Association that North Field was not being maintained. The field was not watered for most of the year, reason being that someone had turned off the sprinkler system. The expressed concern was that the school was not adhering to a compromise between the two (2) organizations to help maintain the field. The Recreation Commission and Athletic association pay to keep up with the fertilization and the seasonal blankets to help the grass seed germinate and stay healthy during the winter months, Councilmember Iannelli spoke with School Superintendent Diane Mardy about the expressed concerns. Ms. Mardy was unaware of the issue given the change of administration. b. Board of Education Discussed $450K referendum and where the money if passed would be spent. c. Ambulance Meeting scheduled for October 30, 2017. Mayor Randall commented that the ambulance Corps performed admirably at Richard’s Run. d. Fire Ladder truck continues to be built. Open house was a great turn out. Peter Marron won the raffling of the Quad. e. Library 2. Shade Tree 3. Chamber of Commerce Chamber of Commerce sponsored Richard’s Run. Focus on Ho-Ho-Kus, planning for small business Saturday coming up on Saturday November 25, 2017. NEW BUSINESS None MAYOR'S REMARKS None CLOSED SESSION Contract Negotiation and Personnel 2 ADJOURNMENT With no business to come before the Council, Mayor Randall adjourned the meeting at 8:15 PM.
