BOROUGH OF HO-HO-KUS WORK SESSION MAYOR AND COUNCIL NOVEMBER 21, 2017-7:30 PM MINUTES Mayor Randall called the meeting to order at 7:30 PM. The opening statement was read. This is a meeting of the Mayor and Council of the Borough of Ho-Ho-Kus, and members of the public are welcome to be present at this meeting. Under Chapter 80, Public Laws of 2002, Public Comment is allowed at this meeting. The comment period placement is established by the Mayor and Council. The governing body has the discretion to set the length of time for public comment. At Roll members present were Mayor Randall, Councilmembers Troast, Shell, Iannelli, Fiato and Crossley Absent: Councilmember Rorty. Also present was Borough Attorney David Bole and Borough administrator William Jones. CONSIDERATION OF MINUTES 1. October 17, 2017 Work Session 2. October 24, 2017 Public Session ADMINISTRATOR’S REPORT Tree Lighting Ceremony is on Friday December 1st from 6-7:30. The evening’s program is coordinated by the School. Drainage Project for Brandywine is ready to be started. Fair Share Housing legal matters court date set for December 18. Budget process has started Changing the policy and procedures to delinquent utility notices Saddle Brook Bridge all completed and opened to all traffic. Thanksgiving deadline was accomplished. PUBLIC DISCUSSION None COMMITTEE REPORTS- October 2017 On File CORRESPONDENCE None INTRODUCTION OF ORDINANCE None FINAL PASSAGE OF ORDINANCE None RESOLUTIONS 1. Forgiveness of Solid Waste Bills 2. 2017 Arbor Day 3. Cancellation of Bills 4. RVRRC Tax Delinquent Forgiveness 1 5. Inter-local Court- Allendale 6. Transfer of Funds 7. Payment of Vouchers CONSENT RESOLUTION None OLD BUSINESS A. Liaison Reports: 1. Recreation Concerns expressed by the Recreation Commission and the Athletic Association with regards to the maintenance on the field. Superintendent of school would like to meet with Councilmember Iannelli, Recreation Commission and the athletic association to come up with a solution to remedy the concerns. 2. Board of Education With the defeat of the School referendum will have an effect on some of the after school sports that was sponsored by the School, which will be discussed at the meeting stated in the (above) Recreation report. 3. Other a. Ambulance Councilmember Crossley stated that he had no report. Mayor Randall commented that he got a compliment on behalf of the ambulance corps after a recent ambulance call. b. Fire Mutual aid fire training at Lloyd school c. Library The Library had its largest attended event on record it was a haunted house for Halloween 240 attendants. They are happy about the passage of the $125 million with the state, survey being done of the two lots next to the library B. Shade Tree No report C. Chamber of Commerce Meeting of November was cancelled. Saturday November 25, 2017 is Focus on Ho-Ho-Kus, Shop and Dine locally. NEW BUSINESS A meeting was held with Todd Sawyer, President of the Chamber of Commerce, Mayor Randall, Borough Administrator William Jones, Police Chief Minchin, DPW superintendent Jeffrey Pattman, borough Engineer David Hals, Village of Ridgewood manager, Heather Mailander and representatives from NJ transit and Department of Transportation. NJ transit is giving us a six month window beginning January 1, 2018 to do education enforcement. NJ Transit engineers state that they see cars on the tracks and hope the car is off the track before or have to make a determination whether they have to lock the brakes and risk derailment. The Borough of Ho-Ho-Kus and the Village of Ridgewood has to work together and come up with a plan and DOT will determine what will be done.
