Board of Park Commissioners Meeting Minutes of October 8, 2018 Call to Order: Mrs. Galka called the meeting to order at 6:00 p.m. followed by the recitation of the Pledge of Allegiance. Roll Call: Commissioners in attendance: Mrs. Galka, Mr. Kara, and Mr. Wengel. Also present: School Board Representative Mr. Rogers, Common Council representative Mr. Huddlestun, Park Board Secretary Ms. Montes, Park Director Mrs. Goodpaster Approval of Agenda: Motion by Mr. Wengel, seconded by Mr. Kara, to approve the agenda as presented. All aye, motion carried. (3-0) Approval of Minutes: Board members received updated and corrected copied of the minutes. Motion to approve as corrected of the regular minutes October 8, 2018 by Mr. Kara, seconded by Mr. Wengel. All aye, motion carried. (3-0) Approval of Register of Claims: Mr. Wengel questioned a claim for the tree conference. Mrs. Goodpaster stated that Justin Ellenberger is a certified tree arborist for the City and he needs to keep his credits updated. Motion by Mr. Wengel, seconded by Mr. Kara, to accept the register of claims as presented. All aye, motion carried. (3-0) Approval of Bond Proceeds Claims List: Legal Services related to the Bond Projects totaling $1,020.00. Motion to approve Bond Proceeds Claims List by Mr. Kara, seconded by Mr. Wengel. All aye, motion carried. (3-0) Correspondence: There was no correspondence. Director’s Report: Mrs. Goodpaster reported on the four day NRPA conference. Special Events and four members from Park Department went to the NRPA conference and they all bonded as a unit and took in all the information that was offered in the classes. Mrs. Goodpaster also reported that the wall for Lakefront has been stained. The light poles have taken longer than four weeks. It was reported to her that light poles will be in the end of October and up the first week of November. Thursday the 11th at noon Mrs. Goodpaster is doing a preliminary walk through with the new inspector Brandon and coming up with a pre check list before the final walk through of the job. She stated that there is a lot that needs to be addressed and corrected. The railing in the Gazebo is up but does not have a finished look, some of the railing was fabricated wrong by the company and sent back, also the scupper grates were not bolted down and as a result they ended up into the lake. Mrs. Goodpaster is very confident that Brandon the new inspector is familiar with all the work and will do a very thorough examination of the job. Mrs. Goodpaster also reported that Brickie Bowl has two existing light poles that are no longer in use nor up to standard. The Mayor has agreed to pay and have them removed. Once lights are down, Public Works will start the prepping for Walsh & Kelly to come in and do the final paving. The Park department got approved for the NIRPC Community Tree grant. Justin Ellenberger planted 20 trees at Robinson Lake and 20 years from now it will cover I-65. Mrs. Goodpaster also stated that the fire department is working on a safety committee for all City departments and Ryan Johnson will represent Parks in the safety committee. He will be reporting back and making our department safe as possible. Plan Commission Report: Nothing to report under Plan Commission Common Council Report: Mr. Huddlestun mentioned that there was a small celebration for Monica Wiley who has retired. School Board Report: Mr. Rogers reported that the pool is going good and building is up. They donated the digital sign to Public Works. Also Mr. Rogers reminds everyone that election is coming up and everyone should go out and vote. Old Business: Nothing under Old Business New Business: Brian Bruce addressed the board members with questions and concerns regarding Festival Park. Mr. Bruce has concerns regarding numerous cracks in the newly poured wall. The cracks run continuous from inside to the outside of the wall. Mrs. Goodpaster stated that she already contacted the city engineer in regards to the cracks. The cracks are fixed and he is confident the wall would hold up. The Board would like to know if there is any warranty. Mrs. Goodpaster stated she would look into in to the warranty. Mr. Bruce also stated there were several sidewalk drain covers missing and concrete is starting to erode around the perimeters of where the covers are missing. He also stated that some of the drains are plugged up. Mrs. Goodpaster stated that the drains will be replaced at LaPorte’s cost and the drains will be screwed down. Mr. Bruce commented on the lights on the gazebo on the lake. He stated that lights stay on 24/7. Mrs. Goodpaster stated that the lights are meant to stay on overnight, but she will look into seeing if there can be timer so that lights can be turned off during the day. Mr. Bruce mentioned the garbage in the water on the northeast side of bridge on 3rd street. He added that the garbage had been there since summer. Mayor suggested that any work that needs to be done by 3rd street Bridge, that the Fire Department be involved due to safety issues. They have a boat and also rescue divers if needed. Mr. Bruce mentioned the covered bridge. He stated that the southeast corner of the bridge should be looked at because some of the deck boards are starting to crack. He mentioned that it could be structural issue or just warped deck boards. Mrs. Goodpaster stated that there were issues with closing the flood wall; she already spoke to The City Engineer and the problem is being addressed. Mr. Bruce also suggested an inspection check list for parks with items to be looked at and frequency of inspection. Mrs. Goodpaster stated that the Park Department does have a maintenance check list. Everyone works hard to make sure that everything is up and running. She also added that it’s an ongoing project and that check list grows every day. Announcements: Mr. Schwuchow addressed the board on behalf of his son Mike Schwuchow who is in a high performing Brass Quintet. Last year they played at several private Christmas parties in the community, this would be the 5th annual concert at Hobart Community Center, it’s a free admission to the public and this year’s concert is set for Wednesday, December 19th at 7 pm at the Community Center. They are requesting a waiver of rental fees to continue making a free holiday concert for the people in Hobart. Motion to waive the fees for the 2018 Hobart Brass Quintet Christmas Concert by Mr. Kara, seconded by Mr. Wengel. All aye, motion carried. (3-0) Mrs. Goodpaster addresses the Board that our next Park Board Meeting falls on Veterans weekend and we are off on Monday 12th. Motion to set the next Park Board Meeting for November 5th by Mr. Kara, seconded by Mr. Wengel. All aye, motion carried. Adjournment: Motion to adjourn by Mr. Wengel, seconded by Mr. Kara. All aye, motion carried.
