Meeting Minutes of
February 11, 2019
Call to Order: Mrs. Galka called the meeting to order at 6:00 p.m. followed by the recitation of
the Pledge of Allegiance.
Roll Call: Commissioners in attendance: Mrs. Galka, Mrs. Sills, and Mr. Kara. Mr. Wengel was
absent. Also present: School Board Representative Mr. Rogers, Common Council representative
Mr. Huddlestun, Park Board Secretary Ms. Montes, and Park Director Mrs. Goodpaster
Approval of Agenda: Motion by Mrs. Sills to approve the agenda as presented, Seconded by
Mr. Kara. All aye, motion carried. (3-0)
Approval of Minutes: Corrections to the minutes. Under roll call Mr. Kara is missing, he needs
to be marked absent. Also, there were a few typos under the approval of the agenda. Striking the
first sentence and correcting a few typos. Motion by Mrs. Sills to accept the minutes as amended,
seconded by Mr. Kara. All aye, motion carried. (3-0)
Approval of Register of Claims: There was an addition to the register of claims for the amount
of $355.50 payment to A-1 Door Specialties, INC. in regards to a broken door at the Community
Center. Motion by Mr. Kara to accept the register of claims as amended, seconded by Mrs. Sills.
All aye, motion carried. (3-0)
Correspondence: Nothing under correspondence
Director Report: Mrs. Goodpaster reported that the city put together a safety committee in
which she attended ten hour training. She felt that the training was very informative for the Park
Department. She has also met with Friends of Robinson Lake and did a walk through the entire
property and talked about their wish list. The Mayor and Mrs. Goodpaster will be going to their
next meeting Tuesday March 5th at the Chambers of Commerce at 7:00pm. Friends of Robinson
Lake are interested in the master plan; Mrs. Goodpaster is planning to meet with Sergio Mendoza
to work on the master plan. The goal is to take Friends of Robinson Lake punch list and see how
much can be rolled into the master plan. Mrs. Goodpaster will send out a copy draft of the master
plan to the commissioners.
Mrs. Goodpaster mentioned that she met with the camera company and got a couple proposals.
She was looking into adding a camera on the Lakefront and city ball park. She will be bringing
proposals and quotes for the following meeting in March.
Mrs. Goodpaster is working on partnerships with different organizations to do programming. She
got together with Natalie Johnson with save the dunes and is working together on getting kids
back in the park and doing hands on activities. The Hobart library also reached out and will be
doing story time in the park. Mrs. Galka asked if story time in the park can be something that can
be tied in with the school lunch program in the summer. Mrs. Goodpaster replied that it would be
a good idea and maybe is something parks can do in house. Also, Chasing Dreams is a local
foundation in which they provide integrated and vital programs for individuals with special
needs. We have partnered with them along with a local Carpenters Union to assist in constructing
a planter box that will go in one of our parks. The children at Chasing Dreams will learn about
plants and how to care for them. There will be a dedication in late March.
Mrs. Goodpaster mentioned that parks will be doing senior breakfast at the Maria Reiner Center
February 26th from 9-11am. This is something we do twice a year.
Plan Commission Report: Nothing under Plan Commission.
Common Council Report: Mr. Huddlestun reported that they honored some guests for the
council meeting and that the only item on the agenda regarding the Ordinance of the City of
Hobart was tabled.
School Board Report: Mr. Rogers reported that Emma Wright made history by being the first
athlete to win a state championship for the Hobart High School swimming and diving team. Mrs.
Galka also added that the girls head swimming and diving coach was also named coach of the
year. On the other hand, boys wrestling went to Regional’s and even though they didn’t do as
well, they are staying positive for 2020.
Old Business: Nothing to report under old business
New Business: Lori Gallagher: Hoosier Doggie: Mrs. Gallagher couldn’t make it to the
meeting because she is sick; however, she’s requesting her food cart location in Pennsy Park.
This will be her fifteenth year at the location and she would like to renew her permit for the
summer. Motion by Mrs. Sills to approve the location for Hoosier Doggie for another season in
Pennsy Park, Seconded by Mr. Kara. All aye, motion carried. (3-0)
Pool Concession RFP: The department is requesting proposals for the operation of a concession
stand at the Hobart Community Pool for the 2019 season. All bid proposals are due by 12:00
p.m. on March 1st, 2019 to the Clerk Treasure’s office, 414 Main Street, Hobart IN. Proposals
should be submitted as one original and five copies and must include the following: full service
menu seven days per week, valid Lake County Health Permit, indemnification agreement
required upon awarding of contract, staffing requirements, visual of menu board included,
availability for after hour special events as requested, rental fees to be paid to the City of Hobart
for the pool season and payments in full will be required before the start of the pool season.
Summer hours of operation for 2019 are open all seven days a week 11am-6pm. Mrs.
Goodpaster is requesting that the concession stand contract be year by year instead of a three
year contract. She explains that she wants to have the ability to make changes since popularity
increases and amenities are added throughout the years. Mr. Huddlestun asked if concession is
something the park department can take on. Mrs. Goodpaster stated that in the future that’s
something she wants to look into, however at the moment it’s not possible. There is a lot going
on at this time and finding the right staffing would be tough. Mr. Kara asks in regards to the
rental price. Mrs. Goodpaster states that last year was $1200 a year. This year it all depends on
the bid proposals. Motion by Mrs. Sills to approve the RFP for the pool concession, Seconded by
Mr. Kara. All aye, motion carried. (3-0)
