Meeting Minutes of
November 18, 2019
Call to Order: Mrs. Galka called the meeting to order at 6:00 p.m. followed by the recitation of
the Pledge of Allegiance.
Roll Call: Commissioners in attendance: Mrs. Galka, Mr.Wengel, and Mrs. Sills. Also present:
School Board Representative Mr. Rogers, Common Council representative Mr. Huddlestun, Park
Board Secretary Ms. Montes, and Park Director Mrs. Goodpaster. Absent Mr. Kara
Approval of Agenda: Motion by Mr. Wengel to approve the agenda as present, seconded by
Mrs. Sills. All aye, motion carried. (3-0)
Approval of Minutes: Motion by Mrs. Sills to accept the minutes as presented, seconded by
Mr.Wengel. All aye, motion carried. (3-0)
Approval of Register of Claims: Mr. Wengel questioned an invoice for a water fountain. Mrs.
Goodpaster explained that the water fountain was purchased from Belson Outdoors for the
amount of 2,520.61 and that the money came out the Lakefront Donation line. Motion by Mrs.
Sills to accept the register of claims as amended, seconded by Mr. Wengel. All aye, motion
carried. (3-0)
Correspondence: Mrs. Goodpaster presented a total sign price for the Deep River Interpretive
Boulder Signage. The Boulder signage is part of the grant that storm water district did for the
kayak new launch downstream from the dam. Part of the grant requires informational signage;
they went with a Boulder look and metal plate.
Director Report: Mrs. Goodpaster reported that Lakefront will be finishing up in the next Park
Board meeting. The railing was removed around the gazebo and will be back up within the next
week.
Playground #2 of 9 was order and delivered. The playground will be going in at Emily Silich
Park during the spring.
Barrington Playground is finally finished. There has been an ADA sidewalk that was poured to
the playground.
Tree lighting will take place December 6 from 5-7pm. This year we have moved it out of the
park and will now take place up town on 3rd Street and Main Street parking lot.
December 6th we will be hosting the first Football Bowl Game at 1pm.
The Holiday market will take place December 8th from 9am-3pm.
Plan Commission Report: Nothing under Plan Commission.
Common Council Report: Nothing under Common Council
School Board Report: The Hobart High School Brickies football team will be heading to semi-
state Friday November 22 vs. East Noble Knights. The lady Bricks won their first home swim
meet of the season. Hobart High School wins first time ever Indiana JROTC state Raider
Championship.
Old Business: Nothing to report under old business
New Business: Lisa Winstead executive director, John Yelkich, and Marsha Plesac from Hobart
Chamber of Commerce submitted a letter with the intent of outlining the proposed Hobart
Chamber of Commerce enhancements to the Pennsy Station. In accordance with the lease of
Pennsy Station from the City of Hobart to the Hobart Chamber of Commerce is asking
permission from the city of Hobart to do the following: 1.) add a semi-permanent counter to the
immediate left inside of the north entrance door to be used as a welcoming center. 2.) Add a 9
foot wall with a door in the storage area in the northwest corner of the building to increase
storage. 3.) Build a wall over the existing brick along the inside of the southeast corner to allow
for the installation of cabinets and counter top. 4.) Install cabinets and counter tops on the
existing wood wall opposite the southeast brick wall. 5.) Paint, decorate and add appropriate
light fixtures. Also, a discussion was held in regards to regulations. Hobart Chamber stated that
all above enhancements will be compliant with the rules and regulations set forth by the National
Historical Registry and be completed in such a way as to minimize the impact to the existing
structure. All permits will be obtained and enhancements will meet Hobart city codes and
standards. They have met with Mayor, Kelly Goodpaster, Sergio Mendoza and Mike Hannigan
and everyone is in the approval of all the improvements and the safety to the building. Motion by
Mr. Wengel to accept the enhancements presented to the Pennsy Station Chamber Commerce
building, seconded by Mrs. Sills. All Aye, motioned carried. (3-0)
Lisa Winstead asked permission for the use of Pennsy Park for family fun day June 27, 2020.
This will be the 3rd year doing this event. There will be vendors and lots activities for everyone
to enjoy. Parking will take place at TJ Pizza, School barn, Hobart Chamber and around the
streets. Police will be there to direct traffic and pedestrians. Motion by Mr. Wengel to allow the
Hobart Chamber of Commerce to hold family fun day at Pennsy Park, seconded by Mrs. Sills.
All aye, motioned carried. (3-0)
Mrs. Goodpaster reported that the City purchased Software for smarter operations for the City of
Hobart. Within the software Dude Solutions provides different modules for different departments
within the City. The cost for the Parks, Recreation and Forestry Module is 2,599.00 annually.
This module is software that will allow us to pin point each of our assets that we have in each
specific park. This software will benefit our department by allowing us to organize,
communicate, and efficiently resolve problems. Motion by Mr. Wengel to accept the contract for
Dude Solution for the Parks & Recreation and Forestry Module for the 2,599.00; seconded by
Mrs. Sills. All Aye, motion carried. (3-0)
ANNOUNCEMENTS: Cooley Priestly submitted a topographical map of a section of Robinson
Lake in hopes of getting the two culverts fix so that the water is taken care of and they can start
tackling the wish list. Mrs. Goodpaster stated that she has been working with storm water and it
is on their list to get two culverts fixed. She was met with a group to talk about alleviating some
of the flooding out at Robinson Lake. She is very thankful and appreciates the Friends of
Robinson for taking the time and getting the topographical map done in which is very helpful
and heading to the right direction to the solution. Mrs. Goodpaster will attend the December
meeting and go through and talk about what can be done from the wish list.
