Board of Park Commissioners Meeting Minutes of October 12, 2020 Call to Order: Mrs. Galka called the meeting to order at 6:00 p.m. followed by the recitation of the Pledge of Allegiance. Roll Call: Commissioners in attendance: Mrs.Galka, Mrs. Sills, and Mr. Kara. Also present: School Board Representative Mr. Rogers, Park Board Secretary Ms. Montes, and Park Director Mrs. Goodpaster. Absent: Commissioner Mr. Weinman and Common Council representative Mr. Huddlestun. Approval of Agenda: Motion by Mr. Kara, seconded by Mrs. Sills to approve the agenda as presented. All aye, motion carried. (3-0) Approval of Minutes: Motion by Mrs. Sills, seconded by Mr. Kara to accept the minutes as presented. All aye, motion carried. (3-0) Approval of Special Minutes: Motion by Mrs. Sills, seconded by Mr. Kara to accept the special minutes as presented. All aye, motion carried. (3-0) Approval of Register of Claims: Mrs. Goodpaster explained that the AAA State of Play invoice is a commercial playground equipment company in which the Parks ordered new swings to replace some old swings. She also explained that the invoice for VST Security Solutions was for the service when they came out to readjust some of the existing cameras so that we can have better camera angles. Motion by Mr. Kara, seconded by Mrs. Sills to accept the register of claims as amended. All aye, motion carried. (3-0) Approval of Bond Proceeds Claims List: The Indiana American Water invoice was a pre-paid for the water service replacement for the total cost of 3,799.00. This is for the cost of the new 4” water service for the new tap line on Wisconsin St. and for retirement of the old service. The Imboden Construction invoice is for the start of construction. The masonry of the building, carpentry and plumbing is completed. They are moving along quickly, Mrs. Goodpaster also mentioned that the site work that got approved is going through storm water is also moving along quickly. Motion by Mr. Kara, seconded by Mrs. Sills to approve bond claims list as presented. All aye, motion carried. (3-0) Correspondence: A letter was sent to the Parks Department by The Redevelopment Commission acknowledging Parks Director Kelly Goodpaster and her staff for the outstanding job they do maintaining the landscape and plantings throughout the City. The (RDC) has participated in various public improvements and streetscape projects, and is pleased with the commitment to enhancing these investments. They mentioned that the flowers and greenery in the planters including the hanging baskets downtown flourished throughout the summer months. Also added that the landscaping in front of City Hall has never looked so beautiful, along with the foliage and flowers within the 61st Avenue median plant beds have thrived all summer long as a result of the staff exceptional commitment and dedication to their maintenance. Director Report: Mrs. Goodpaster stated that the last summer market took place Thursday, October 8th. Despite all the complications and some changes due to covid-19, they were able to pull through and have a great year.  Mrs. Goodpaster announces that the Halloween golf cart parade is official. Staging will take place at Pavese Park 500 S. Lake Park starting at 2:00 pm and head: East on 3rd St. to main, right on Main St., right on 8th, right in Wisconsin and right on 3rd and back to Pavese. Following the golf parade, Trick or Treat starts at 5-7 pm. Mrs. Goodpaster reported that the playground installation will start Tuesday, October 13, 2020. Seven parks will receive new playground equipment this year. Also the Farm Tile Services, Inc. is to install a tile grid system in the field on the East Side of Robinson Lake starting in the month of November. In which will allow us to install the new playground at Robinson Lake next year. Mrs. Goodpaster would like to thank the Students Conservation Association for their partnership in planting 30 more trees on the West end of Robinson Lake Park. These trees will provide a buffer between the park and I-65 helping with air pollution. In addition, there will be 30 more trees planted at Amber Creek Park. She gave special thanks to Drew with USDA Forest Service, Daiva with the SCA and all the dedicated volunteers. These trees were acquired through a grant at no cost to the city. Plan Commission Report: Nothing to report under Plan Commission. Common Council Report: Nothing under Common Council Report School Board Report: Mr. Rogers reported that the open house at Veterans Mundell and the Aquatic Center took place Saturday October 10th. Everyone enjoyed the tour and where pleased with the murals. Pete Cortese is a local artist in which he did an incredible job painting the murals. Mr. Rogers thanked the Park Department staff for the commitment they had on take on putting up the senior banners. He mentioned that students take such pride going down town and seeing their picture up. Mr. Rogers mentions that Election Day is Tuesday, November 3, 2020.
