Meeting Minutes of
October 11, 2021
Call to Order: Mrs. Galka called the meeting to order at 6:00 p.m. followed by the recitation of
the Pledge of Allegiance. The meeting was held with the meeting open to the public and a call-in
number for remote public participation.
Roll Call: Commissioners in attendance: Mrs. Galka, Mr. Kara, Mrs. Sills, and Mr. Weinman,
Council Representative Mr. Huddlestun. Also present: Park Board Secretary Ms. Montes, Park
Director Mrs. Goodpaster. Absent: School Board Representative Mrs. Hillan
Approval of Agenda: Motion by Mrs. Sills, seconded by Mr. Kara to approve the agenda as
presented. All aye, motion carried. (4-0)
Approval of Minutes: Motion by Mr. Kara, seconded by Mr. Weinman to accept the minutes as
presented. All aye, motion carried. (4-0)
Approval of Register of Claims: Motion by Mrs. Sills, seconded by Mr. Weinman to accept the
register of claims as amended. All aye, motion carried. (4-0)
Correspondence: A letter from Friends of Robinson Lake was sent to the Lake County Parks
and Recreation and Hobart parks department thanking both the opportunity to meet so they can
discuss the wide range of issues and opportunities to make the best environment moves along
with facilitating public access to the two adjoining properties.
Also the kayak raffle went really well and with the funds they decided to donate a bench
for Robinson Lake Park. The bench will be engraved as memorial for Bob Krebes from (FORL).
Exact wording will be provided prior to ordering the bench. The Parks Department will provide a
concrete pad to mount and secure the bench. The bench will be put by the new playground.
Director Report: Mrs. Goodpaster reported that conference went well, but because of covid-19
regulations it was different; however, it was still very informative. She is very thankful for
having the opportunity to go down to conference. She has new ideas and new purchases when it
comes to the pool.
All the interviews were completed for the master plan. We are in negotiations with one
firm and they are working through the budget plan. The scope of the master plan is to be finished
by September of next year.
We are still in the process of building our website. We are going through the training and
putting all the information together right now, but overall everything is moving along.
It is fall now and the guys are going to start shutting down bathrooms, we still a couple of
events coming up so after those are done bathrooms will be closed.
Pickleball has a tournament event coming up this Sunday at the Rugby Field parking lot.
They are doing a small tournament and all the proceeds are going back to the parks department.
Sunday, October 17th Robinson Lake is hosting NWI fishing fundamental is a nonprofit
organization looking to introduce our youth the sport of fishing. This event is free and each
participant will receive a prize pack and has the opportunity to win contests and give-aways with
bigger prizes. They will provide all fishing equipment, rods and bait.
Saturday the 30th we have pumpkins in the park. There will be a golf cart parade starting
at 2pm following by the trunk or treat and activities at Festival Park starting at 3pm.
Plan Commission Report: Mrs. Galka reported that the Cressmor Development is moving
forward slowly. They still have not received the final approvals with the exception of the phase
which is certainly being built. There will be a park in that development but it will be owed by the
home owners association not a City park so the Park Department will not be responsible for the
maintenance of that park.
Common Council Report: Mr. Huddlestun stated that the final approval was passed for the
American Rescue Plan to allow premium pay for eligible workers.
School Board Report: Nothing to report under school board
Old Business: Nothing under Old Business
New Business: Fee changes 2022: Mrs. Goodpaster explains the fee changes packet that
was sent to the board. The packet shows the current prices and we are looking to up the
fees for all our rentals. We haven’t had any changes within five years and cost for
everything has just gone up. Mrs. Goodpaster stated that we want to be competitive but
also not over price people in the community. This year we had had a lot of people from
out of town, therefore we made changes in adding nonresident fees as well. There was a
discussion about also raising the price for our field rentals in regards to softball field and
soccer field and also adding deposit for rentals for any damages. The up keep for the
fields, the lining and the mowing itself is a lot more cost for the price we rent the field
out. Motion by Mrs. Sills, seconded by Mr. Kara to accept new pricing presented by the
park department, All aye, motion carried. (4-0)
Announcements: Mr. Galka asked if anyone wished to address the board and there was no
response.
Adjournment: Motion to adjourn by Mr. Kara, seconded by Mrs. Sills. All aye, motion carried.
