Board of Park Commissioners Meeting Minutes July 11, 2022 Call to Order: Mrs. Galka called the meeting to order at 6:00 p.m. followed by the recitation of the Pledge of Allegiance. The meeting was held open to the public and a call-in number for remote public participation. Roll Call: Commissioners in attendance: Mrs. Galka, Mr. Such and Ms.Grabczak. Also present: Park Board Secretary Ms. Montes and Park Director Mrs. Goodpaster. Council Representative Mr. Huddlestun. Absent: School Board Representative Mrs. Hillan. Absent: commissioner Mr. Kara Approval of Agenda: Mrs. Goodpaster added change order #1 for the 2021 CDBG into new business to the agenda. Motion by Mrs. Grabczak, seconded by Mr. Such to approve the agenda as presented. All aye, motion carried. (3-0) Approval of Minutes: Motion by Mr. Such, seconded by Ms. Grabczak to accept the July 11, 2022 minutes as presented. All aye, motion carried. (3-0) Approval of Register of Claims: Motion by Mrs. Grabczak, second by Mr. Such to accept the register of claims. All aye, motion carried. (3-0) Correspondence: Nothing under correspondence Director Report: Mrs. Goodpaster stated that she provided the country jam report in the files including the clerk treasures report. The report shows all the revenue and what we profited for the amount of $41,608.12. Mrs. Goodpaster explained that in the report shows the security portion; however that portion is not paid by Parks. Fourth of July went good, everyone had a good time. The fireworks were really good this year and the clean up afterwards was done by 9:00 am the next morning by the park crew. Robison Lake parking lot will be done mid week next week, however it won’t be open to the public till the fence is put up. Also at Robinson this weekend Saturday July 16th there is fishing derby from 8am-noon, ages 5-17 at no cost. There was a small discussion on the country jam event. Mr. Huddlestun pointed out the impact credit cards have been to our revenue. Mrs. Goodpaster mentioned that it’s also making a huge impact at our summer market events as well as at the pool. There were few questions in regards to the country jam report. Mr. Such asked about buying beer back and if the profits of the country jam staying within the park department. Mrs. Goodpaster explained that any beer that was left over from the event; Indiana Beverages buys back from us and all profit stays in the park department once Tyrus gets his cut. A discussion continues with combining Hobart Events and Park Department together. Hobart Events is set at the mayor’s office but everything is done through the Park Department. There is the trouble with staffing, receipting, deposits, and where money goes to. The park board agrees on having Hobart Events and Parks combined. They have asked to for both departments to come up with a plan to bring to the board so that both departments can merge. Plan Commission Report: Nothing to report under plan commission Common Council Report: Mr. Huddlestun mentioned that DR Horton has put their plan through the building department so they can start building houses. He also mentioned that the council is navigating with what’s happing at South Lake Mall in regards to the tax appeal. School Board Report: Mrs. Hillan reported that they are wrapped up everything from the school year and preparing for the next year. Mrs. Hillan announced that there is a teacher shortage all over the nation; however Hobart is fortunate that they are fully staffed. The school has been recognizing students through the summer for their act of kindness. Old Business: Nothing under old business New Business: Change Order #1 or the CDBG fund: Mrs. Goodpaster reported that they had money remaining when we did the bid so we asked for transition ramps that will take you from the sidewalk into the actual mulch to the playground. This will actually be paid for by the grant but because its county funding we need to vote on it and get signatures. The change order is for $13,595.40, which gives us 9 access ramps also the stakes that go with it. Motion by Mr. Such, seconded by Ms.Grabczak to accept change order #1. All aye, motion carried. (3-0) Granger’s at the Clock Tower’s Event: Doug Granger owner of Granger restaurant and bar came forward to the board to ask permission to allow their annual beer garden concert on the lake fest 2022 on Saturday August 13th. Doug Granger has provided excise permit and insurance policy listing The City of Hobart to their policy. He also mentioned that there will be three officers on site as well. This is an event that went really well last year, there were no issues and the community loved it. It was a great event for the City of Hobart. Motion by Mrs. Grabczak, second by Mr. Such to approve Granger’s event for August 13th. All aye, motion carried.
