Board of Park Commissioners Meeting Minutes January 9, 2023 Call to Order: Mrs. Galka called the meeting to order at 6:00 p.m. followed by the recitation of the Pledge of Allegiance. The meeting was held open to the public and a call-in number for remote public participation. Roll Call: Commissioners in attendance: Mrs. Galka, Mr. Kara, Mr. Such and Ms.Grabczak. Also present: Park Board Secretary Ms. Montes and Park Director Mrs. Goodpaster. Council Representative Mr. Huddlestun. School Board Representative Mrs. Hillan. Election of 2023 Officers: There was a nomination by Mr. Kara, seconded by Ms. Grabczak to elect Maria Galka for president. All aye, motion carried. (4-0) Mark Kara has been nominated for the position of Vice President by Mrs. Galka, seconded by Ms. Grabczak. All aye, motioned carried. (4-0) Mr. Such was nominated by Angela Grabczak, seconded by Mr. Kara for the Office of Secretary. All aye, motion carried. (4-0) Mrs. Galka announced that she was reappointed to Plan Commission Approval of Agenda: Motion by Mr. Kara, seconded by Ms. Grabczak to approve the agenda as presented. All aye, motion carried. (4-0) Approval of Minutes: Motion by Mr. Kara, seconded by Ms. Grabczak to accept the January 9, 2023 minutes as presented. All aye, motion carried. (4-0) Approval of Register of Claims: Mrs. Goodpaster made a change to the Hobart Lumber Company invoice. She mentioned that we had an in store credit and the total amount that we will be paying is for the amount of $393.63. There were concerns about the January pre-paid bill for the amount of $14,798.56. Mrs. Goodpaster stated that the invoice is for Symmetry gas but she doesn’t know why the bill is so high, she will contact the Treasures office since they take care of the pre-paid bills and ask for an explanation and get back to everyone with answers as soon as possible. Mrs. Goodpaster stated that the invoice for the amount of $578.87 is for CleanNet our weekend rentals. The price that we pay is very inexpensive, way cheaper then to pay in house. Plus the cleaning crew that come and clean the hall do a great job and are very responsible. Motion by Ms.Grabczak, seconded by Mr. Such to accept the register of claims. All aye, motion carried. (4-0) Correspondence: Nothing under correspondence Director Report: Mrs. Goodpaster announced that the Park Department budget has been cut $158,759.00 for the new year and unfortunately we are going to be forced to reduce some of the events and plans for this coming up year. We have to revisit our list and make cuts that will affect our budget. Mrs. Goodpaster mentioned that this year it was in our plans to get the summer camp up and running, but because of the budget cut we will not have the funding or the resources to do it this year. Mrs. Goodpaster mentioned that she wished the pool liner would have been put in within last year budget, but will bring it up to the Mayor to see if he can help because it is something that needs to be done in order to operate the pool this year. However, the destination park is still in our plans. We are still working on few final changes, but happy to announce that it is moving along and can’t wait to see the playground up and done. Mrs. Goodpaster announced that the gyms are now open to the community. We have had people already booking for parties and gym rentals. She also mentioned that the master plan with Lakota is moving forward and coming along. Mrs. Goodpaster gave a brake down of the park appropriation reports. She explained with detail on how everything is reported and how the budget is being pulled throughout the year. Plan Commission Report: Nothing to report under plan commission Common Council Report: Mr. Huddlestun reappointed as Common Council Representative to Park Board. Mr. Huddlestun mentions that the general fund was approved for the year and mall debt is ongoing. School Board Report: Mrs. Hillan reported that Graduation date is set for June 4, 2023. There are no elections yet this year, but may have a new school board representative. There is only two weeks left for the end of the school semester. Mrs. Hillan mentioned to Mrs. Goodpaster that there are educational funds through the state that can help with the summer camp plan. Stem Tile 4 have great grant opportunities. Stem stands for: science, technology, engineering, and mathematics. Mrs. Hillan will email Mrs. Goodpaster with any additional information towards grants that she receives that will benefit the parks.
