Meeting Minutes
November 13, 2023
Call to Order: Mrs. Galka called the meeting to order at 6:00 p.m. followed by the recitation of
the Pledge of Allegiance. The meeting was held open to the public and a call-in number for
remote public participation.
Roll Call: Commissioners in attendance: Mrs. Galka, Mr. Kara, Mr. Such, and Ms. Grabczak.
Also present: School Board Representative Mrs. Hillan. Park Board Secretary Ms. Montes and
Park Director Mrs. Goodpaster. Absent, Council Representative Mr. Huddlestun
Approval of Agenda: Motion by Mr. Kara, seconded by Mr. Such to approve the agenda as
presented. All aye, motion carried. (4-0)
Approval of Minutes:
Motion by Ms. Grabczak, seconded by Mr. Kara to accept the November 13, 2023 minutes as
presented. All aye, motion carried. (4-0)
Approval of Register of Claims: Mrs. Goodpaster mentioned that the Lakota Group invoice
would be our last payment on the master plan. We are still waiting on the final payment for
Premier Porta Potty. Now that we have the bathrooms done, we don’t have to deal with them
again unless it’s for big events. Mrs. Goodpaster also explained the invoice for the Chicago
Carolers and Candle Light Horse and Carriage is for the tree lighting ceremony and is sponsored
by BF&S. Motion by Ms. Grabczak, seconded by Mr. Kara to accept the register of claims. All
aye, motion carried. (4-0)
Correspondence: nothing under correspondence
Director Report: Mrs. Goodpaster reported that we will be marrying Events and Lakefront
budgets together, therefore, we will also need to add new line items to our deposit sheet.
The dog park fence is going up now and will be done by the end of the month. It is
looking good.
Mrs. Goodpaster will be working with Heather the city attorney on making changes to the
park ordinance so we can enforce the park rules.
Mrs. Goodpaster announced that the destination playground was done. There are still
small things that need to be addressed but need to be done during warm weather, so they will
come back during spring for the final walk-through. The Ribbon cutting will be on Monday,
November 20th at 4:00 pm. She mentioned that we don’t have a name for the park yet, but for
now, it will be called Hobart Pool and Play. Mrs. Goodpaster did mention that we can also go
back and revisit the name and make changes in the future.
Mrs. Goodpaster announced the Christmas tree lighting ceremony which will take place
Friday, November 24th from 5 pm-7 pm. We decided to bring it back to the Festival park because
we added a lot more festivities and our goal is to make it bigger every year. We will have horse
and carriage rides, professional carolers from Chicago, Santa, reindeer, a few craft and food
vendors, the high school band, and fireworks.
Plan Commission Report: nothing under the plan commission report
Common Council Report: Nothing under common council report
School Board Report: Mrs. Hillan announces that the Hobart High School JROTC Raiders are
the 2023 Raider Challenge National Champions. We are overwhelmed with pride. The Hobart
High Theatre is pleased to announce its fall production of OUR TOWN by Thorton Wilder. The
performance will take place November 9, 10, 11, 17,18 at 7 pm and November 12 at 3 pm.
Tickets are $10 for adults and $8 for students. Mrs. Hillan mentioned that E-sports has become a
real opportunity for students who do not fit into sports. There are more students involved and
have an opportunity to compete against other schools throughout Indiana. Also, congratulations
to the Hobart University at the School City of Hobart for being selected to mentor other high
schools for early college. The school is honored and works hard as a team to give students the
best opportunities.
Old Business: nothing under old business
New Business: Sandy O’Brien came forward to announce that Fred Rose will be getting some
much-needed prescribed burning on Tuesday and Wednesday between the hours of 11 am and
4:30 pm on both 8th St. and Lakeshore Dr. sides. The fire department and the police department
have been notified and 137 letters have been sent to surrounding neighbors.
There was a small discussion about INDOT removing invasive species on their property
on the west end of Robinson Lake property. Mrs. O’Brien asked Mr. Such if he could provide his
contact. Mr. Such advised he would do so.

Adjournment: Motion to adjourn by Mr. Kara, seconded by Ms. Grabczak. All aye, motion
