MINUTES OF THE REGULAR MEETING OF THE HOBART CIVIL FIRE COMMISSION OF THE CITY OF HOBART HELD MARCH 13, 2018 Call to Order: The meeting called the meeting to order at 6:00 p.m., followed by the pledge of allegiance. Roll Call: The following members were present: Mr. Lamprecht and Ms. Richmond. Also present was Chief Smith., V.P. Reed and Bob Schallenkamp. Approval of the Agenda: Ms. Richmond made a motion to approve the agenda, seconded by Mr. Lamprecht All aye, motion carried. (2-0) Minutes: Ms. Richmond made a motion to accept the minutes from the Commission's meeting of the January 9th, 2018 as presented, seconded by Mr. Lamprecht. All aye, motion carried. (2-0) Correspondence: None New Business: Mr. Lamprecht spoke on the qualifications for Mr. Bob Schallenkamp as a candidate for the open Commissioners position. Motion by Mr. Lamprecht seconded by Ms. Richmond to appoint Mr. Schallenkamp to the Commissioners position. No discussion, all aye, motion carried. Chief Smith will contact City Hall to arrange for a swear in date. Mr. Schallenkamp can observe at this meeting but cannot vote on any issue until he is sworn in. Old Business: A discussion was held on the upcoming promotion testing. The exam for Lieutenant and Battalion Chief will work for April 21st. at 9:00 am in the Fire Department classroom at the PCC. Mr. Lamprecht ask for assistance from the Commissioners to assist with the exams possibly as an interviewer. Mr. Lamprecht will exclude himself from the evaluation process due to him being a candidate for a Battalion Chief. It was brought up to bring in a third person to assist in the evaluations due to Mr. Lamprecht’s absence. Chief Eakins from New Chicago was mentioned. He is a retired Battalion Chief from the Gary Fire department and has been Fire Chief in New Chicago over ten years. Mr. Lamprecht has spoken to Examiner Jaracz who will proctor the testing. Secretary Norman will make reservation for the classroom and get the notices up within a couple days. An updated list of the text books to study is attached to the minutes. Testing for Fire Marshal (Fire Prevention Director) and EMS Director will be at a later date in May due to some candidates wanting to test for more than one position. Mr. Lamprecht also ask for Job Descriptions to be added to the sign-up sheets. The sign-up sheets will also be sent to the Commissioners for their review. Motion by Mr. Lamprecht seconded by Ms. Richmond to set the testing for April 21st at 9:00 am along with job descriptions and to use the books used previously. All aye, motion carried. (2-0) Motion by Mr. Lamprecht seconded by Ms. Richmond on which books to use for Fire Marshall (Fire Prevention Director). Ms. Richmond had a question on the title Fire Marshal. The Chief answered. Chief Smith will review the Job Descriptions. All aye, motion carried. (2-0) Motion by Mr. Lamprecht seconded by Ms. Richmond on which books (Materials) to use for EMS Director. All aye, motion carried. (2-0) A motion by Mr. Lamprecht and seconded by Ms. Richmond for Ms. Richmond to serve as Co-Chairman. All aye, motion carried (2-0) Mr. Lamprecht ask if the Commissioners would be willing to visit the Fire Stations to meet with firefighters possibly at a union meeting to answer any questions the members may have. The group agreed to do this in the future Ms. Richmond ask for Mr. Schallenkamp to introduce himself along with his qualifications. Mr. Schallenkamp complied with the request. Adjournment: Ms. Richmond made a motion to adjourn the meeting seconded by Mr. Lamprecht. All aye, motion carried (2-0). The meeting was adjourned at 6:40 p.m. A list of all Commission members will be updated and e-mailed to all members of the Commission.
