Holdingford City Council Public Hearings and Meeting Minutes November 8th, 2021 The Public Hearing for Lot Split at 540 4 th St. North and zoning change was called to order at 7:00 p.m. Information for the lot split was reviewed. Mayor Sue Marstein asked for any comments or concerns. None were made. The Public Hearing for Alley Vacation for Lots 4-6 and 13-15 of Townsite of Wardville (Stoerman and Paggen property) was opened. Mayor Sue Marstein asked for any comments or concerns. None were made. Robb Berscheid made a motion to close the public hearings. Seth Young seconded the motion. All voted in favor. Public hearings closed at 7:06 pm. The Holdingford City Council meeting was called to order at 7:06 p.m. by Mayor Sue Marstein. The Pledge of Allegiance was recited. Present at City Hall: Sue Marstein, Robb Berscheid, Seth Young, Eric Berscheid, Julie Warren, Keith Hommerding, Scott Lange, Adam Achmann, Gordy Sjaaheim, Matt Spies, Jason Welle, Dave Yurczyk, and George Fiedler. Robb Berscheid made a motion to approve the consent agenda to include minutes of the October 12th, 2021, Council meeting, submitted monthly claims and financial reports. Eric Berscheid seconded the motion. All voted in favor. Guests Members of area townships were present to review the proposed 2022 Fire Service Contract. Questions and concerns centered around the formula to determine cost and the length of time for the contract. Eric Berscheid made a motion to change the time period of the contract from 10 years to 7 years. Seth Young seconded the motion. Voting in favor were Eric Berscheid and Seth Young. Opposed were Mayor Sue Martstein and Robb Berscheid. As Mike Odden was not present to break the tie, decision is tabled until the December meeting. Townships will take the contract back to their constituents for approval. Adam Achmann questioned the council on their change in position regarding changing the ordinance that does not allow chickens in the city limits. Council explained in the process of creating an ordinance allowing chickens that they determined enforcement would cause many issues so it is not being considered at this time. Department Reports Liquor Store report was given by Robb Berscheid. October Revenue $34,369.23. October expenses $22,818.39. E-tabs and pull tabs = $1,980.00. Bar Bingo is on Wednesday nights. There will be a band on November 12th and DJ Karaoke on the 19th. Fire Department report was given by Keith Hommerding. Total calls for this year are 163. Nine fire calls, 146 medical calls, 3 Hazardous, 2 Good Intent, 2 false alarm calls and 1 weather call. 93 calls were in the city of Holdingford, 48 in Holding Township, 9 in Krain Township, 8 in Brockway Township, 1 in Avon Township and 1 in Two Rivers Township. The Fire Department had a joint training with Polar which went very well. They will not have any training in November. First Responder training will start in January. They have applied for a grant for boots and helmets, this does not require any matching funds. During the farm training an individual from the MN Corn Growers Association questioned if the department had an auger for grain extrication. As the department did not have one, they donated $800 towards the purchase of an auger. Two new valves for the water tanker were donated by DeZURIK, Inc. Thank you to both parties! Eric Berscheid gave the Maintenance Department report. In October, they repaired three decant valves at the wastewater treatment plant. They removed the old well house addition in preparation for the new construction. Winterized the park bathrooms, and blew out the sprinkler systems in parks. Repaired a leaking pipe in the water tower circulating system. Installation began for the bollard for the pedestrian trail. Repaired a lubrication problem on the loader, and took samples for biosolids program. Andy attended a “Winterizing your water system” training from MN Rural Water Association. In November, the maintenance department will be working on the well house project, prep the volleyball courts for ice rink, take copper and lead samples and water samples for MN Dept. of Health. 2,336,000 gallons of well water were pumped. 1,660,000 gallons of wastewater was treated. Scott Lange, City Engineer, updated the Council on the Well House. Construction has begun. He also provided an update on the Main Street sanitary sewer lining. The cost of materials has increased since the bidding in 2020, which will add approximately $4,500 for resin cost increases and due to the lines changing from 8” to 10” for one segment of the line, requiring a special tapered liner on each end at a cost of $3,800. Council agreed to keep moving forward with the project with the project changes. Sewer service will need to be interrupted for a few hours to complete the lining process, all those affected along the route will be notified by email. Scott also noted that as the bollard is in place, the Safe Routes to School project is complete and will be finalized. Scott provided an update on MPCA request for reduction in the city’s chloride levels that are released into the plant water source. Chloride in the sewer system is from water softeners in the homes and the MPCA is tasked to reduce this in the waters of the State. A meeting was held on 10/27/21 with City Staff and SEH to talk about variance options. SEH will work on the variance application with the City providing waste water plant monitoring and financial data. A response to the MPCA’s September 13th letter must be submitted by mid-December explaining the hardship for the city to meet the expectations and notify them about the application for a variance. An update on the variance application will be provided at the 12/13/2021 City Council Meeting. New Business Eric Berscheid made a motion to rescind Resolution 21-09-13-1 Vacating Lots 1-6 and 13-18 Block 1 in Town site of Wardville. Mayor Sue Marstein seconded the motion. All voted in favor. Robb Berscheid made a motion to approve Resolution 21-11-8-1 Vacating Lots 4-6 and 13-15 Block 1 in Town site of Wardville. Seth Young seconded the motion. All voted in favor. Eric Berscheid made a motion to approve Resolution 21-11-8-2 Approving a Property Division for Property ID 58.33521.0000 and Re- zoning Property Division from R-A to R-1. Robb Berscheid seconded the motion. All voted in favor. Seth Young made a motion to approve Resolution 21-11-8-3 Holdingford Post Prom Committee Raffle. Eric Berscheid seconded the motion. All voted in favor. The TIF agreement for the Teske Management Property was discussed. It appears they are in default of the TIF agreement. Eric Berscheid made a motion to have Drown & Associates draft a letter notifying Teske Property Management of the default. Seth Young seconded the motion. All voted in favor. Admin Reports Mayors/Council Discussion notes: -Replacement of the wooden “Holdingford” placed in school property that was damaged during a storm is being worked on. -The population signs for Holdingford at the city limits are in need of updating as the population has changed with the census. Also, some of the signs have lost their reflectivity. Stearns County Highway Department has been contacted and will be providing information on replacement/updating of the signs. -MN Association of Small Cities Cap O’Rourke (MASOC Executive Director), along with Senator Howe, and Wyatt Kemper (Freeport Clerk-Treasurer and Region 7 representative) will be at the December meeting to present Senator Howe with an award recognizing him as a 2021 Small Cities Legislative Champion. Residents who are delinquent on their utility payments are: Dave Hagemann $3,115.56, Hyatt House $2925.40, Jesse & Carlena Johnson $669.32, Duane Young $374.15, Walker Nienaber $445.40, Aubrey Neuman $422.07, Joseph Doll $327.43, Jacob Hanebuth $39.93, and Principal Logistics $293.50. Matt Spies was present to discuss the trailer park. The city is continuing to work on finding resources to help with the situation.
