Public Hearing of the Holdingford City Council November 21, 2016 The Public Hearing was called to order at 7:00 p.m. by Mayor Sue Marstein to consider the tax abatement plan from WD Scepaniak, Inc. for the pending purchase of the old Polar building at 450 Main Street. Members present: Sue Marstein, Mike Odden, Bob Sanchez, Eric Berscheid, Sandra Meer, Jason Murray, Bill Scepaniak, Jake Scepaniak, Joe Scepaniak, Tony Scepaniak, Kevin Headley, Jeremy Freudenrich, Gary & Jordy Opatz, Janice Paggen, Rick Solinger and Louie Walz. Public comments were heard; Kevin Headley spoke in favor of Scepaniak’s expanding their business in the community. Gary Opatz voiced his agreement, as did Janice Paggen, who noted that bringing industry into town increases values for all. Louie Walz also noted his support for the abatement plan Joe Scepaniak noted that the commitment to create four jobs in the first eight years and an additional four jobs in next following seven years is a conservative number. Mike Odden was hesitant to extend the abatement for the full 15 years. Tony Scepaniak indicated that with the planned improvements to the building, it would be valued higher and the abatement wouldn’t take the full 15 years to pay off. Jason Murray from David Drown Associates reviewed the plan for an estimated abatement of city taxes at $5,656.54 per year, up to $85,000 for a 15 year term. The tax abatement terms were listed in a letter of agreement which also protects the city if the company should default. The tax abatement plan outlined the company’s objectives and public benefit of the abatement. Eric Berscheid made a motion to adopt Resolution 16-11-21-1 Authorizing a Tax Abatement on Property within the City of Holdingford for the Purpose of Providing Assistance to Wm. D. Scepaniak, Inc. Bob Sanchez seconded the motion. AIF Alan Walz made a motion to approve the letter of agreement –terms for tax abatement upon signatures from the mayor and clerk. Bob Sanchez seconded the motion.
