Special Meeting of Holdingford City Council
September 20, 2022
The Special Meeting of the Holdingford City Council was called to order at 6:00 pm by Mayor Sue
Marstein for the purpose of finalizing the preliminary budget and reviewing the Union Contract proposal.
Members present attending in person: Sue Marstein, Eric Berscheid, Jayme Opatz, Seth Young.
No changes made to the preliminary budget. Motion made to certify $250,000.00 to Stearns County for
the preliminary Property Tax levy.
Further budget discussion in regards to Marco proposal. Eric and Jayme and Seth felt that the package
length of time and some of the unknown on TV coverage at the Muni and also on SCADA coverage was
not very complete. Sue discussed the phone issues we have been having and the cost savings we would
have. Councilmembers felt that new offers would come even after this September offer would finish.
Much discussion on union contract. Eric will be typing up the proposal to submit back to the union.
Also due to budget concerns there was discussion on the offer to the Muni Manager applicant including
the amount of hours needed for the manager to do the job. Council feels going to a salary position
would be best. As a manager the 45- 50 hours was taken into consideration when the amount of the
money was discussed. A formal letter will be written to offer her the position. Holidays would be
scheduled with the best interests of the Muni and hours open taken into consideration.
Budget concerns also led to talk about comp time for the clerks. The clerks are expected to stay at their
agreed upon hours and schedule their time accordingly as the flexibility of having two clerks should
allow without going into comp time. Working with the two-week schedule should allow offices to be
covered as hours posted.
