Special City Council Meeting

Holdingford City Council Special Meeting Minutes Monday February 27, 2023 Present: Eric Berscheid, Seth Young, Jayme Opatz, Tim Winter, Nicky Lahr, Robb Berscheid, Season Lowe, Naomi Ring, Alex Schmitt. The special Holdingford City Council meeting was called to order by acting Mayor Eric Berscheid at 6:08 pm. The Pledge of Allegiance was recited. Council Members discussed the procedure to appoint a Mayor. Jayme stated that because of his experience on the council, he would like to recommend Eric for the position. Eric stated that he would be willing to, but would not be able to hold weekly office hours. He would be able to meet on an appointment basis only. Nicky reminded Eric that if he were appointed to the Mayor position, he would be giving up his 4 year appointment to the council. His term would end after the remainder of the 2 year Mayor term is up. Jayme made a motion to appoint Eric Berscheid into the Mayor position. Seth seconded the motion. AIF. Jayme asked about appointing an acting Mayor, as a second person would need to be added to the bank accounts. Seth made a motion to appoint Jayme as an Acting Mayor. Eric seconded the motion. AIF. Council discussed options for the open Council seat. They chose to open up the position for interested residents. The clerk will post on the doors, bulletin boards, and utility bills asking for interested parties to reach out to City Hall. Jayme brought up the HMLS manager position. He stated that Season was willing to come back, but not on a FT salaried capacity at this time. Jayme made a motion to approve Season as a PT manager. Seth Seconded the motion. AIF. Nicky will update the job description to allow for this. Jayme Made a motion to approve hiring two new PT HMLS bartenders. Season and Naomi agreed they would be a good asset to the team. Seth seconded the motion. AIF. Jayme read an email that was sent to City Hall recognizing Naomi for stepping up and taking care of the HMLS when there was not a manager in place. The Councilmembers thanked her as well. Season inquired about purchasing a new safe for the HMLS. She stated that it is no longer safe/secure with the dozens of people that have worked there knowing the combination, and due to the age of the safe, there are no longer parts available for it. Eric made a motion for the purchase and installation of a new safe as quoted by Central Locksmiths Inc. Jayme seconded the motion. AIF. Robb Berscheid stated that there may be individuals such as Jeff Berg that would be interested in purchasing the safe as an antique. Season stated that Central Lock was willing to purchase the old safe and remove it for $200. Jayme and Season also mentioned the camera system that is in place was not effective for monitoring internal theft, and additional cameras with clearer imaging were needed to accomplish this. The idea was tabled for another council meeting, however Robb and Eric stated that there were 2 more cameras available to add to the system, and they would look into installing them in the short term. Jayme mentioned that a clear motion may need to be made to put Mayor and acting mayor on the bank accounts. Eric agreed and made a motion to add Jayme as the acting mayor to the Stearns accounts and Eric to the Magnifi bank account. Tim seconded the motion. AIF. Eric made a motion to adjourn the meeting a 6:36pm. Tim seconded the motion. AIF.
