Open Agenda 8. Consent Agenda Resolution No. 2026-15 TAB D a. Approve Bill List No. 3 in the amount of $115,511.92. b. Certificates of Appropriateness recommended for approval by the HARB: a. 305 Walnut Street- Chimney Renovations 9. Unfinished Business a. 2025 Community Development Block Grant (CDBG) - Trina Illig, who works for the County of Blair and administers the Borough’s Community Development Block Grant (CDBG) funds, will address Council regarding the Borough’s 2025 CDBG allocation. Ms. Illig will present income survey results for the Gaysport Stormwater Mitigation Project and discuss several allocation scenarios for the 2025 CDBG funding. b. Stormwater Mitigation Gaysport Update - The PA Department of Environmental Protection (DEP) is requiring a Phase 2 study be conducted on the project site to satisfy requirements for coordination with the Pennsylvania Historic and Museum Commission (PHMC). The Borough Engineer held a meeting with PHMC to clarify their position, at which time DEP unequivocally informed the Borough Engineer that a Phase 2 study is required. The Borough Engineer and Borough staff are working with local legislative staff to seek funding needed for the Phase 2 study, which is anticipated to cost approximately $80,000. c. Stormwater Management - East End Project - Borough staff and the Borough engineer continue to work on alignment and easements for the outfall of the stormwater line. d. Blight Committee Update - The Committee discussed a draft of a vacant property ordinance. The Committee obtained and reviewed vacant property registration ordinances from other municipalities. The Chairman of the Blight Committee, Councilman Kitt, will update the Council on these recent discussions about a vacant property ordinance. e. Junior Council Program - Borough staff and Council have been working to recruit a junior Council member to participate in the program sponsored by the PA Association of Boroughs (PSAB). One topic that came up during the call for candidates is residency of the junior council candidates. Council is asked to consider whether candidates from outside of the Borough, but who attend the Hollidaysburg Area School District, may be considered. PSAB recommends, but does not require, that junior Council members reside in the Borough they serve. 10. New Business a. Resolution No. 2026-13 - Approving the Appointment of Bryan Ketner to Serve as the Borough K-9 Officer - Bryan Ketner has been selected from among the ranks of the Borough Police Department as the most qualified individual to serve as the Borough’s K-9 handler. It is recommended Council approve the appointment of Bryan Ketner as the Borough’s K-9 Officer. TAB F b. Resolution No. 2026-14 - Approving an Employment Agreement with Bryan  Ketner - The agreement with Officer Ketner covers overtime pay for care of the Borough K-9, with regards to Garcia ruling compliance and applicable Fair Labor Standards Act (FLSA) regulations for police overtime and K-9 work. Officer Ketner will be paid five hours at his overtime rate on a biweekly basis for care of the Borough K-9. Per the terms of the agreement, Officer Ketner will also have the option to purchase the K-9 on a scaled rate should he leave employment with the Borough within the next five years. c. Resolution 2026-16 - A Resolution for the Location of a Slinky Museum at the Reiser House - A prospective partnership with the James family and Just Play (the current owner and manufacturer of Slinky) has been formed to locate a Slinky Museum on the first floor of the Reiser House at Canal Basin Park. The Slinky has historic roots in Hollidaysburg and has been manufactured in the Borough for decades. The Museum would house items that enhance the visitor experience at the Reiser House and draw on the history of the Slinky’s manufacture in the Borough. Currently the space houses canal related artifacts owned mostly by the Blair County Historical Society, and an interpretive display and panels that provide information on the historic canal system. The space is open seven days a week April-October. Under this proposal the entirety of the first floor would house a Slinky Museum, while canal era artifacts and displays would be returned to their owners and moved to another publicly accessible location. 11.
