Unfinished Business a. Reallocation of 2025 Community Development Block Grant Funding (CDBG) - At the March meeting, Council directed funds from 2025 CDBG to be applied to a Borough sidewalk project, with the contingency that should income  surveys be successfully received from residents to keep the funds in the Gaysport Stormwater Management Project, the funds would remain there. Since the last Council meeting, a sufficient number of income survey were received from residents in the project area. The survey results determined that the funding can remain in the Gaysport Stormwater Management Project. Trina Illig, on behalf of the Borough, submitted the application for the 2025 CDBG funds to DCED in March. b. Stormwater Mitigation Gaysport Update - The PA Department of Environmental Protection (DEP) is requiring a Phase 2 study be conducted on the project site to satisfy requirements for coordination with the Pennsylvania Historic and Museum Commission (PHMC). Borough Council awarded a contract to GAI Consultants to conduct the Phase 2 study at their March 31, 2026 special meeting. GAI Consultants have since begun work on the Phase 2 study. c. Stormwater Management - East End Project - Borough staff and the Borough engineer continue to work on alignment and easements for the outfall of the stormwater line. d. Blight Committee Update - The Committee discussed a draft of a vacant property ordinance. The Committee obtained and reviewed vacant property registration ordinances from other municipalities. The Chairman of the Blight Committee, Councilman Kitt, and staff will update the Council on these recent discussions about a vacant property ordinance. e. Police Officer Candidate Eligibility List - The Civil Service Commission finalized the list of candidates for hire after completion of the physical test, written test, oral interviews and background investigations. There are two candidates recommended who successfully completed the hiring process, and are now on the eligibility list. f. (TABLED) Resolution 2026-16 - A Resolution for the Location of a Slinky Museum at the Reiser House - A prospective partnership with the James family and Just Play (the current owner and manufacturer of Slinky) has been formed to locate a Slinky Museum on the first floor of the Reiser House at Canal Basin Park. The Slinky has historic roots in Hollidaysburg and has been manufactured in the Borough for decades. The Museum would house items that enhance the visitor experience at the Reiser House and draw on the history of the Slinky’s manufacture in the Borough. Currently the space houses canal related artifacts owned mostly by the Blair County Historical Society, and an interpretive display and panels that provide information on the historic canal system. The space is open seven days a week April-October. Under this proposal the entirety of the first floor would house a Slinky Museum, while canal era artifacts and displays would be returned to their  owners and moved to another publicly accessible location. 10. New Business a. Resolution No. 2026-19 - Approving HPD K-9 Policies - The Borough Police Department is requesting Council approve policies and procedures related to the new K-9 program. The policies will guide employment for the Borough’s K-9 officer, as well as the operation and deployment of the Borough’s K-9 patrol. TAB F b. Authorization for Dangerous Structure Investigation - Borough staff became aware recently of potentially unsanitary and dangerous living conditions inside a residential dwelling at 201 Walnut Street. Staff is requesting Council authorize a dangerous structure investigation of 201 Walnut Street in accordance with Chapter 10 of the Borough Code of Ordinances. c. Vacant Property Ordinance - The Blight Committee has been researching a vacant property ordinance during its recent workshop meetings. The ordinance regulates vacant and abandoned properties, and establishes a permitting process to track abandoned properties that become public nuisances. At its April meeting, the Committee completed work on a draft ordinance to present to Council for their consideration. Staff and members of the Blight Committee will present the draft to Council and discuss the purpose of the ordinance. TAB G d. Parking Committee Report and Recommendations - Currently the parking meters used to regulate parking in the Borough’s central business district only take coins. The coin operated parking meters have become obsolete. The parking meter manufacturers are out of business, and obtaining parts to fix the meters when they break or malfunction is extremely difficult or all together impossible. During the Borough’s recent comprehensive planning process, Borough business owners expressed much desire for their customers and clients to be able to pay for parking with their phone. The technology for parkers to pay via a mobile app is available from several different vendors who provide this service throughout Pennsylvania and the country. The Borough Parking Committee evaluated proposals from several companies that provide mobile parking app technology to modernize the Borough’s parking meter and parking enforcement over the past several months. An update will be provided from staff and the Borough Parking Committee with recommendations for moving forward with the establishment of parking payment and enforcement through the use of mobile technology. 11.
