The Regular City Commission Meeting of the City of Hollywood, Florida, was called to order by Mayor Bober on Tuesday, November 22, 2016 at 11:05 AM in the City Commission Room, Room 219, Joseph W. Watson Circle, Hollywood, Florida. 1. Moment of Silence 2. Pledge of Allegiance 3. Recognition of Veterans, Active Service Personnel & Their Families 4. Roll Call Present: Vice Mayor Peter Hernandez, Commissioner Traci Callari, Commissioner Richard Blattner, Commissioner Kevin D. Biederman, Commissioner Linda Sherwood and Mayor Peter Bober Absent: Commissioner Patricia Asseff 5. R-2016-338 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Accepting The Certified Results Of The 2016 Municipal General And Special Elections Held On November 8, 2016. ACTION: Motion was made by Commissioner Sherwood, which was seconded by Vice Mayor Hernandez, to adopt the Resolution. On a voice vote the motion passed 6-0. Commisisoner Asseff was absent. 6. Commissioner Biederman, District 5 Commissioner Biederman had no further comments. 7. Commissioner Sherwood, District 6 Commission Members Commissioner Sherwood thanked everyone for attending the meeting and stated she will miss Mayor Bober and wished him well in the future. 8. Vice Mayor Hernandez, District 2 Election Vice Mayor Hernandez thanked the residents for their participation and support during the election and also thanked his family and friends for their support. 10. Commissioner Callari, District 3 Mayor Bober Commissioner Callari thanked Mayor Bober for his service to the City and wished him well in the future. 11. Commissioner Blattner, District 4 Mayor Bober Commissioner Blattner thanked Mayor Bober for his service to the City and wished him well in the future. 12. Mayor Bober Farewell Remarks Mayor Bober thanked the veterans for their service, his mom and dad, Fran and Larry Bober, and recognized his wife Samara, his two sons Dillan and Ethan, his two brothers Dr. Dan Bober, Circuit Judge Bernie Bober. He also recognized his colleagues on the dais, the City Manager, City Attorney, Assistant City Managers and Department Heads. He also recognized Commissioner elect Debra Case and Mayor elect Josh Levy. Mayor Bober stated being the Mayor of his hometown has been a wonderful job. Mayor Bober also thanked the various assistants he has had though out the years. Mayor Bober stated the City's pension obligation is the main issue hurting the City and needs to be resolved. Hollywood is a great place to live and work. 13. City Attorney Farewell Jeffrey P. Sheffel, City Attorney, stated it has been a great honor working with this Commission during the past four years. City Manager Farewell Dr. Wazir Ishmael, City Manager, stated it has been a tremendous privilege working with the Mayor and Commissioner Asseff with a combined 25 years of service to the City. Today’s Agenda Dr. Wazir Ishmael, City Manager, reviewed the agenda for the balance of today’s meeting. 15. RECESS The Commission recessed at 11:29 PM and reconvened at 12:30 PM with all members of the Commission present. Present: Commissioner Debra Case, Vice Mayor Peter Hernandez, Commissioner Traci Callari, Commissioner Richard Blattner, Commissioner Kevin D. Biederman, Commissioner Linda Sherwood and Mayor Josh Levy 16. SWEARING IN CEREMONY . A. Invocation Rabbi Jeffrey Salkin, Temple Solel, provided the invocation. . B. Pledge of Allegience The Hollywood Police Honor Guard preseneted the colors and Patricia Cerny, City Clerk, led the pledge of allegiance. . C. Oaths of Office Mayor Elect Josh Levy District 1 Commissioner Elect Debra Case District 2 Commissioner Elect Peter Hernandez District 4 Commissioner Elect Richard Blattner District 6 Commissioner Elect Linda Sherwood Judge Ronald Rothschild administered the oath of office to Mayor Levy. Patricia Cerny, City Clerk, administered the oath of office to Commissioner Case. Judge Marina Garcia-Woods administered the oath of office to City of Hollywood Page 3 Regular City Commission Meeting Meeting Minutes - Final November 22, 2016 Commissioner Hernandez. Judge Ronald Rothschild administered the oath of office to Commissioner Blattner. Patricia Cerny, City Clerk, administered the oath of office to Commissioner Sherwood. . D. Benediction Reverend Michael Anderson, New Jerusalem First Baptist Church, provided the benediction. 17. RECESS The Commission recessed at 12:55 PM and reconvened at 3:31 PM with all members of the Commission present. 18. Roll Call Present: Commissioner Debra Case, Vice Mayor Peter Hernandez, Commissioner Traci Callari, Commissioner Richard Blattner, Commissioner Kevin D. Biederman, Commissioner Linda Sherwood and Mayor Josh Levy 19. Commissioner Case, District 1 Swearing In Ceremony Commissioner Case stated she appreciated everyone in attendance today, and the first part of the meeting with the Swearing In Ceremony was exciting. Future Commissioner Case stated she has many challenges to meet in the future. Commissioner Asseff Commissioner Case thanked Commissioner Asseff for her service and wished her well in the future. Election Commissioner Case thanked the voters and other candidates for all their hard work. She also thanked the residents, her supporters and husband during the election. Vice Mayor Hernandez, District 2 Welcome to Mayor & Commissioner Vice Mayor Hernandez welcomed Mayor Levy and Commissioner Case. Election Vice Mayor Hernandez thanked everyone in the City who participated and stressed the importance of voting and encouraged continued participation from the residents. He also thanked the employees for their service to the City and thanked his supporters, daughter and wife during the election. Early Voting Vice Mayor Hernandez stated the campaign signage at City Hall during early voting needs to be addressed and changed. 21. Commissioner Callari, District 3 Congratulations to Mayor & Commissioner Commissioner Callari congratulated Mayor Levy and Commissioner Case on the election. Moving City Forward Commissioner Callari stated she is looking forward to moving Hollywood forward. Public Safety Commissioner Callari commended the Police Department and Fire Department on a great job and to continue the good work. Future Issues Commissioner Callari explained the future issues which need to be addressed are: investigation of opportunity with Port Everglades, wants to enhance entranceways to the City, Stan Goldman Park Phase 2 and 3, and using more of the other parks to the best of their ability. Happy Thanksgiving Commissioner Callari wished everyone a Happy Thanksgiving. 22. Commissioner Blattner, District 4 Key Commissioner Blattner thanked Commissioner Callari on the key for wisdom, courage and strength. City of Hollywood Page 5 Regular City Commission Meeting Meeting Minutes - Final November 22, 2016 Swearing In Ceremony Commissioner Blattner thanked Patricia Cerny, City Clerk; Michele Anzalone, Deputy City Clerk; Raelin Storey, Director of Public Affairs & Marketing; and Joanne Hussey, Public Information Officer, and everyone involved in the Swearing in Ceremony. The ceremony was well done. Congratulations Mayor & Commissioner Commissioner Blattner congratulated Commissioner Case and welcomed her on the Commission. He also congratulated Mayor Levy and is looking forward to working with him. Establish Workshop on the Third Wednesday of Each Month Commissioner Blattner stated he wants to provide staff with clear direction that is the consensus of the Commission. Commissioner Blattner suggested having a workshop on issues to address systemic problems on the same day as the second Commission meeting of each month at 10:00 AM in case there is a need to have an executive session or workshop to provide staff direction. Fee Schedule Changes Commissioner Blattner commented on the delinquency in updating fee schedules or codes, which causes a large jump in fees. He stated he is looking forward to a discussion on the fee amnesty or ramp up period. Storm Shutter Policy Commissioner Blattner suggested there be a policy on how long storm shutters should stay up after the storm is gone. No Smoking on the Beach Policy Commissioner Blattner suggested there be a policy on establishing a No Smoking Zone in the parks and beach areas. 23. Commissioner Biederman, District 5 Establish Workshop on the Third Wednesday of Each Month Commissioner Biederman stated he likes the idea of the 10:00 AM hold time for a workshop on the same day as the second Commission meeting. Storm Shutter/Board Up Policy Commissioner Biederman stated he is unsure about having a storm shutters policy, but there should be a policy on board-ups having the same time frame as blue tarp roofs. City of Hollywood Page 6 Regular City Commission Meeting Meeting Minutes - Final November 22, 2016 Congratulations Mayor & Commissioner Commissioner Biederman welcomed Commissioner Case and Mayor Levy. Broward County Commission Commissioner Biederman explained the Broward County Commission is also having their Swearing in Ceremony today. Tourist Development Council (TDC) Board Commissioner Biederman stated he sent a letter to Nan Rich, Tourist Development Council, on being appointed to the board to replace Mayor Bober, as Hollywood should be represented. Jaycees Commissioner Biederman announced the Jaycees along with other charitable organizations will be delivering food baskets to 150 families for Thanksgiving. Washington Park Commissioner Biederman congratulated Nadine McCrae for their Thanksgiving event. Police Annual Memorial Commissioner Biederman announced the Police Officers are having tonight the annual memorial of Alex Del Rio, Hollywood Police Officer killed in the line of duty, at 8:45 PM at Sheridan Street and 72nd Avenue. Mannequin Challenge Commissioner Biederman suggested the Commission do the Mannequin challenge. Christmas Near The Beach Commissioner Biederman announced the Christmas near the Beach event will be on December 10, 2016. They are trying to break the record for the most carolers. Team Building Exercises Commissioner Biederman suggested the Commission have a team building exercise, he suggested they participate in one of the escape room games to allow for bonding time. Reconsidering Resolution No. R-2016-299 Commissioner Biederman state he wants to re-consider his vote on resolution R-2016-299. City of Hollywood Page 7 Regular City Commission Meeting Meeting Minutes - Final November 22, 2016 ACTION: ACTION: Motion was made by Commissioner Biederman, seconded by Commissioner Callari, to reconsider R-2016-299 which was passed by the Commission on November 2, 2016. . Commissioner Biederman, District 5 Discussion ensued among members of the Commission on the motion to reconsider. George Keller, Assistant City Manager for Finance and Administration/Interim Finance Director, reviewed the events of the auditing services bid. Discussion ensued among staff and members of the Commission. ACTION: On voice vote, the motion made by Commissioner Biederman to reconsider R-2016-299 which was seconded by Commissioner Callari passed 5-2. Commissioner Case and Commissioner Blattner were opposed. Happy Thanksgiving Commissioner Biederman wished everyone a Happy Thanksgiving. 24. Commissioner Sherwood, District 6 Election Commissioner Sherwood thanked her supporters and her daughters for their support. She also thanked the residents during the election. Key Commissioner Sherwood thanked Commissioner Callari for the key for wisdom, courage and strength, as she will need the strength to make the tough decisions in the future. Penny Surtax/CRA Funds Commissioner Sherwood expressed her concern that the voters did not pass the Penny Surtax question. She asked staff to work on obtaining the approval from Broward County on the contract for the use of Beach CRA funds to be used by the City for the western areas. Commercial Areas Commissioner Sherwood stated she wants to work on bringing more commercial industry into the City especially on State Road 7/441, Dixie City of Hollywood Page 8 Regular City Commission Meeting Meeting Minutes - Final November 22, 2016 Highway and Federal Highway. State Road 7/441 Rezoning Commissioner Sherwood stated she wants some answers on why the rezoning of State Road 7/441 is still being researched. Grant Specialist Commissioner Sherwood stated there is a need for another full time grant specialist to help research grant opportunities. 25. Mayor Levy Election Mayor Levy thanked Judge Rothschild, residents, his wife, his family for their support during the election. Commission & Staff Mayor Levy stated he looks forward to working with the Commission and the staff. Future Issues Mayor Levy stated his future issues to address are the desire to improve roads, infrastructure with lights and drainage, the permit process and have customer friendly service. Happy Thanksgiving Mayor Levy wished everyone a Happy Thanksgiving. Police Annual Memorial Mayor Levy announced tonight’s memorial of Alex Del Rio, Hollywood Police Officer killed in the line of duty, is being held at 72nd Avenue and Sheridan Street at 8:45 PM. Toys in the Sun Run Mayor Levy announced the 29th Annual Toys in the Sun Run event on December 4, 2016 to benefit Joe DiMaggio Children’s Hospital. The motorcycle run will be from Mardi Gras Casino in Hallandale Beach to Markham Park in Sunrise. 26. City Attorney Pledge Jeffrey P. Sheffel, City Attorney, stated he will renew and make his pledge to provide the most sound advice and he is available at all times to answer their questions City of Hollywood Page 9 Regular City Commission Meeting Meeting Minutes - Final November 22, 2016 Happy Thanksgiving. Jeffrey P. Sheffel, City Attorney, wished everyone a Happy Thanksgiving. 27. City Manager Congratulation to Mayor & Commissioners Dr. Wazir Ishmael, City Manager, congratulated Mayor Levy, Commissioner Case, Commissioner Hernandez, Commissioner Blattner and Commissioner Sherwood. Future Issues Dr. Wazir Ishmael, City Manager, stated there is lots of work that needs to be done. Workshop Dr. Wazir Ishmael, City Manager, announced the Commission orientation workshop on November 30, 2016 from 11:30 AM to 3:00 PM. Small Business Saturday Dr. Wazir Ishmael, City Manager, announced on Saturday, November 26, 2016 is shop small in Hollywood to support local small businesses. Candy Cane Parade Dr. Wazir Ishmael, City Manager, announced the Candy Cane Parade taking place Saturday, December 3, 206 at 7:00 PM.
