The Regular City Commission Meeting of the City of Hollywood, Florida, was called to order by Mayor Levy on Tuesday, November 20, 2018 at 11:12 AM in the City Commission Room, Room 219, Joseph W. Watson Circle, Hollywood, Florida. 1. Moment of Silence 2. Pledge of Allegiance 3. Recognition of Veterans, Active Service Personnel & Their Families 4. Roll Call Note: Commissioner Hernandez arrived at the meeting at 11:31 AM. Present: Vice Mayor Debra Case, Commissioner Peter Hernandez, Commissioner Traci Callari, Commissioner Richard Blattner, Commissioner Kevin D. Biederman, Commissioner Linda Sherwood and Mayor Josh Levy CONSENT AGENDA Approval of the Consent Agenda ACTION: A motion was made by Commissioner Callari, seconded by Commissioner Sherwood, to adopt the Consent Agenda. The motion passed 6-0. Commissioner Hernandez was absent. 5. R-2018-367 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Amending The Fiscal Year 2018 Adopted Budget (R-2017-288), Authorizing Year End Budgetary Transfers And Adjustments For Fiscal Year 2018. ACTION: This Resolution was moved by Commissioner Callari, seconded by Commissioner Sherwood and adopted on the Consent Agenda. The motion passed 6-0. Commissioner Hernandez was absent. 6. R-2018-368 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Approving And Authorizing The Issuance Of A Blanket Purchase Order With The South Broward Hospital District, D/B/A Memorial Healthcare System, For The Purchase Of Prescription Medications And Supplies Required By The Fire Rescue And Beach Safety Department For An City of Hollywood Page 1 Regular City Commission Meeting Meeting Minutes November 20, 2018 Estimated Annual Expenditure Of $37,000.00; Further Approving And Authorizing The Appropriate City Officials To Execute A Master Agreement For Prescription Medications And Supplies Relating To Such Purchase. ACTION: This Resolution was moved by Commissioner Callari, seconded by Commissioner Sherwood and adopted on the Consent Agenda. The motion passed 6-0. Commissioner Hernandez was absent. 7. P-2018-067 Presentation To Vice Mayor Case Recognizing Her Service As District 1 Commissioner. Dr. Wazir Ishmael, City Manager, reviewed Vice Mayor Case's accomplishments during her tenure and he thanked her for her service to the City. Mayor Levy presented Vice Mayor Case with an award of appreciation for her dedicated service to the City. 8. R-2018-369 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Accepting The Certified Results Of The 2018 Municipal General And Referendum Election Held On November 6, 2018. Discussion ensued among members of the Commission. ACTION: Motion was made by Commissioner Sherwood, which was seconded by Commissioner Biederman, to adopt the Resolution. On a voice vote the motion passed 6-0. Commissioner Hernandez was absent. 9. Commissioner Callari, District 3 Florida League of Cities Commissioner Callari stated this past week she went to Orlando and attended the Florida League of Cities meeting where they set their legislative agenda; they included CRAs, vacation rentals, and annexation. 10. Commissioner Blattner, District 4 Commissioner Blattner had no further comments. 11. Commissioner Biederman, District 5 City of Hollywood Page 2 Regular City Commission Meeting Meeting Minutes November 20, 2018 Shade Structures Commissioner Biederman stated a resident contacted him about some schools not having shade structures on their playgrounds. He asked Commissioner Callari to add to the Florida League of Cities legislative agenda to have regulations requiring shade structures. 12. Commissioner Sherwood, District 6 Transportation Tax Commissioner Sherwood stated the Transportation Tax was passed by the voters and she is happy that the City can now get projects done. Happy Thanksgiving Commissioner Sherwood wished everyone a Happy Thanksgiving. Developments Commissioner Sherwood stated she is happy to see the new developments along SR 441, as there was a presentation at the Lawn Acres Civic Association last night. 13. Vice Mayor Case, District 1 Police Ride Along Vice Mayor Case stated last Thursday she did a Police ride along, and she thanked the Police for their professionalism Thank You Vice Mayor Case thanked the Commission administrative staff for the farewell party yesterday. She also thanked everyone for attending. Happy Thanksgiving Vice Mayor Case wished everyone a Happy Thanksgiving. 15. Mayor Levy Small Business Saturday Mayor Levy announced this Saturday is Small Business Saturday, and reviewed the Hollywood Chamber of Commerce guide on small businesses. Commissioner Hernandez arrived at the meeting at 11:31 AM. 16. City Attorney City of Hollywood Page 3 Regular City Commission Meeting Meeting Minutes November 20, 2018 Thank You Douglas Gonzales, City Attorney, thanked Vice Mayor Case for her years of service. Happy Thanksgiving Douglas Gonzales, City Attorney, wished everyone a Happy Thanksgiving. Thank you Douglas Gonzales, City Attorney, thanked intern Brandon Chuck for his service in the City Attorney's office. 17. City Manager Thank You Dr. Wazir Ishmael, City Manager, thanked Vice Mayor Case for her service. Happy Thanksgiving Dr. Wazir Ishmael, City Manager, wished everyone a Happy Thanksgiving. 14. Commissioner Hernandez, District 2 Apologized Commissioner Hernandez apologized for his attire and being late as he had a mechanical breakdown at his shop. Thanked Commissioner Hernandez thanked Vice Mayor Case for her service Happy Thanksgiving Commissioner Hernandez wished everyone a Happy Thanksgiving. 18. RECESS The Commission recessed at 11:33 PM and reconvened at 12:37 PM with all members of the Commission present. Invocation Father Pierre Charles, Little Flower Catholic Church, provided the invocation. . B. Pledge of Allegience The Honor Guard from the Hollywood Police and Fire Departments presented the colors and Patricia Cerny, City Clerk, led the pledge of allegiance. . C. Oaths of Office Patricia Cerny, City Clerk, administered the oath of office to Commissioner Shuham. Patricia Cerny, City Clerk administered the oath of office to Commissioner Callari. Judge Kenneth Gottlieb administered the oath of office to Commissioner Biederman. Commissioner Shuham, Commissioner Callari and Commissioner Biederman thanked the voters, friends and family for all their support. . D. Benediction Pastor Terry Danger, St. Johns Lutheran Church, provided the benediction. 20. RECESS The Commission recessed at 1:04 PM and reconvened at 4:39 PM with all members of the Commission present. 21. Commissioner Shuham, District 1 City of Hollywood Page 5 Regular City Commission Meeting Meeting Minutes November 20, 2018 Thank You Commissioner Shuham thanked her family, friends and volunteers who assisted her in the election, as she is grateful to represent the residents of the City. Commissioner Shuham gave a special thank you to all the public safety officers for their service. Campaign Issues Commissioner Shuham stated during her campaign there were several issues brought up such as code enforcement, traffic and derelict boats which she wants to address. Communication Tower Commissioner Shuham thanked the Commission for authorizing staff to work with Broward County on the communication tower in West Lake Park. Issues Commissioner Shuham stated she wants to work on making Hollywood resilient to climate change and also work on economic sustainability as well. Commissioner Shuham stated the City needs to work with Broward County as well on sea level rise and septic systems. Happy Thanksgiving Commissioner Shuham wished everyone a Happy Thanksgiving. 24. Commissioner Hernandez, District 2 Welcome Commissioner Hernandez welcomed back his colleagues who were re-elected, and welcomed Commissioner Shuham. Happy Thanksgiving Commissioner Hernandez wished everyone a Happy Thanksgiving. 25. Commissioner Callari, District 3 Thank You Commissioner Callari thanked everyone and stated it is an honor to serve for another four years. She apologized for getting emotional earlier but her family is near and dear to her heart. Election Campaign City of Hollywood Page 6 Regular City Commission Meeting Meeting Minutes November 20, 2018 Commissioner Callari explained how taxing campaigning is, but she met people who are with sister cities and formed bonds with them. Commissioner Callari stated she is dedicated to working together for the next four years. Unions Commissioner Callari thanked the unions for their desire to continue to make the city better and supporting her. She also thanked the Hispanic voters and the Broward Teachers union. Happy Thanksgiving Commissioner Callari wished everyone a Happy Thanksgiving. 26. Commissioner Blattner, District 4 Johnson Street Commissioner Blattner stated this morning he was driving down Johnson Street and noted from N. 56th Avenue to 441 it is still under construction. The Public Utilities Director is working on the issue. Bids Commissioner Blattner stated the City gives bids out to lowest bidders instead of the best contractor out there. There are four different contracts which went to the lowest bidder and every project is late. Commissioner Blattner wants to look to incentive contracts as the payback has less business interruption, etc. South Park Road Commissioner Blattner stated he is waiting for the presentation on the status of the South Park Road RFP. Environment and Sustainability Commissioner Blattner stated he is interested in the environment as well as sustainability, and attended, along with City staff, a seawall meeting . The City is going to develop a plan of strategy for seawalls. ILA Agreement Commissioner Blattner stated on December 13, 2018 there is a workshop on the Interlocal Agreement (ILA) and he wants to suggest two things for the meeting. The discussion should include inclusionary zoning and the ILA on the benefits and obstacles. It should also include a clear understanding of the structure for implementation of the ILA for the $ 10 million currently received and for the additional funds to be received in 2024 thru 2027. Commissioner Biederman, District 5 Thank You Commissioner Biederman thanked the City Manager, City Attorney, staff and directors of the City that make the City Commission look good. He also thanked Ann Ralston, resident, for her help during the campaign. Congratulating Commissioner Biederman congratulated Commissioner Callari and Commissioner Shuham. Thank You Commissioner Biederman thanked his opponents for their congratulations and he welcomes the opportunity to work with them. Communications with Residents Commissioner Biederman stated the City needs to have better communications with the residents, especially with construction projects like Johnson Street. The residents did not know the City was closing the road. Commissioner Biederman asked staff to notify residents when the septic to sewer conversion will be done in their area, so residents do not spend thousands on new septic systems when the conversion could be happening in their area. Septic Conversion Commissioner Biederman asked for Commission support on how the City will bill residents affected by the septic conversion, if it will be on the water bill or a tax assessment. In addition inform the residents on when and how the septic conversation will take place. Commissioner Blattner, Commissioner Hernandez, Commissioner Sherwood and Mayor Levy supported the request. Commissioner Sherwood, District 6 Development Commissioner Sherwood stated at a Civic Association meeting last night there was discussion regarding A1A, 441, Johnson Street and Hollywood Blvd constructions. Commissioner Sherwood stated there has to be a better way to do things as construction is taking too long which is causing some businesses to go out of business. This is unacceptable. City of Hollywood Page 8 Regular City Commission Meeting Meeting Minutes November 20, 2018 Congratulations Commissioner Sherwood congratulated Commissioner Callari, Commissioner Shuham and Commissioner Biederman on their elections, she is looking forward to working with them. Happy Thanksgiving Commissioner Sherwood wished everyone a Happy Thanksgiving. 29. Mayor Levy Congratulations Mayor Levy congratulated Commissioner Callari, Commissioner Shuham and Commissioner Biederman on their elections. Volunteering Mayor Levy stated he along with Commissioner Biederman and staff were volunteering this past Saturday at a Re Building Together event in which three homes on Grant Street in the Boulevard Heights area were cleaned up, painted, and landscaped along with painting and landscaping at Apollo Middle School. Community Enhancement Collaboration (CEC) Mayor Levy stated the Community Enhancement Collaboration (CEC) held their annual Thanksgiving food distribution this past week for the needy, and he thanked everyone for volunteering. Congratulations Mayor Levy congratulated the newly elected officials of the City of Hallandale Beach, City of Dania Beach and Broward County. Paddle Boarding Mayor Levy thanked Catherine Uden and her fellow paddle boarders for their enthusiasm on paddle boarding. Mayor Levy stated City staff is looking at the recreation ordinance regarding the beach, to make the City better. Tree Lighting Mayor Levy thanked staff and everyone for attending the tree lighting ceremony at the ArtsPark. 30. City Attorney Fort Lauderdale Christmas Pageant Douglas Gonzales, City Attorney, stated he is once again participating in the Fort Lauderdale Christmas pageant, and will be unavailable on City of Hollywood Page 9 Regular City Commission Meeting Meeting Minutes November 20, 2018 weekends and Fridays. Happy Thanksgiving Douglas Gonzales, City Attorney, wished everyone a Happy Thanksgiving. 31. City Manager Congratulations Dr. Wazir Ishmael, City Manager, congratulated and welcomed the newly elected Commissioners, Commissioner Shuham, Commissioner Callari and Commissioner Biederman. Shop Small in Hollywood Dr. Wazir Ishmael, City Manager, announced Shop Small in Hollywood, with the Small Business Saturday, on November 24th and encouraged everyone to shop the small businesses in Hollywood. Happy Thanksgiving Dr. Wazir Ishmael, City Manager, wished everyone a Happy Thanksgiving, and read a quote from Charles Dickens. 22. City of Hollywood Page 4 Regular City Commission Meeting Meeting Agenda - Final November 20, 2018 Citizens' Comments shall be held on the Third Wednesday of each month at the Regular City Commission Meeting in the City Commission Chambers, Room 219, at 5:00 PM. Lobbyist registration is required if any person, firm or corporation is lobbying the City Commission on any petition or issue, pursuant to the Section 30.15 of the Code of Ordinances. Any person wishing to appeal any decision made by this Commission with respect to any matter considered at such meeting or hearing will need a record of the proceedings, and for such purposes may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is made. Two or more members of the same city board, commission, or committee, who are not of this Commission, may attend this meeting and may, at that time, discuss matters on which foreseeable action may later be taken by their board, commission or committee. Disclosure Of Real Estate Interests And Business Relationships - When an agenda item involves the use or development of land, each member of the City Commission, the City Manager, the Assistant City Manager, the City Attorney, the Deputy City Attorney, and the director and assistant director(s) of each City department and City office shall disclose orally, at the time the City Commission begins to discuss the item, or in writing to the City Clerk prior to the publication of the agenda, any significant interest (as defined below) that such City official or employee or any relative of such City official or employee has in land located within 300 feet of the land that is the subject of the item. When an agenda item involves an invitation for bids, request for proposals, request for qualifications, request for letters of interest, or other competitive solicitation, each member of the City Commission, the City Manager, the Assistant City Manager, the City Attorney, the Deputy City Attorney, and the director and assistant director (s) of each City department and City office shall disclose orally, at the time the City Commission begins to discuss the item, or in writing to the City Clerk prior to the publication of the agenda, any client or business relationship that such City official or employee or any relative of such City official or employee has with any business entity that has submitted a response to the competitive solicitation. “Significant interest” means ownership of more than 5 percent of the value of the land.
