The Special City Commission Meeting of the City of Hollywood, Florida, was called to order by Mayor Bober on Wednesday, June 25, 2014 at 4:32 PM in the City Commission Room, Room 219, Joseph W. Watson Circle, Hollywood, Florida. 1. Pledge of Allegiance 2. Roll Call NOTE: Commissioner Hernandez arrived at the meeting at 4:37 PM. R-2014-175 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing One (1) Member To The Hollywood Firefighters’ Pension Board. Mark Butler, 901 Hollywood Boulevard, expressed personal opinions/concerns. ACTION: Motion was made by Vice Mayor Asseff, which was seconded by Commissioner Callari, to adopt the Resolution appointing Mark Butler. On a voice vote the motion passed 6-0. Commissioner Hernandez was absent. 4. R-2014-176 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing One (1) Member To The Hollywood Police Officers’ Pension Board. The following individuals expressed personal opinions/concerns: 1. Louie Granteed 2. Jeff Marano, Broward County PBA 3. Mike Browne, 4900 Grant Street Discussion ensued among members of the Commission. Sheffel, City Attorney, responded to questions raised by the Commission. Discussion ensued among staff and members of the Commission. The City Commission temporarily passed this item and will take it up later in the meeting. 5. R-2014-177 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Two (2) Members To The Employees’ Retirement Fund Board of Trustees. The following individuals expressed personal opinions/concerns: 1. Charles Howell, 3330 Hayes Street 2. Jeff Greene, 128 Laurel Road 3. Daniel Matlow, 5353 SW 33 Terrace Discussion ensued among members of the Commission. ACTION: Motion was made by Vice Mayor Asseff, which was seconded by Commissioner Callari, to adopt the Resolution appointing Jeffrey Greene and Daniel Matlow. On a voice vote the motion passed unanimously. (7-0) 4. R-2014-176 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing One (1) Member To The Hollywood Police Officers’ Pension Board. Jeffrey P. Sheffel, City Attorney, responded to questions raised earlier by the Commission. Discussion ensued among staff and members of the Commission. Richard Brickman, 3510 NW 89 Terrace, expressed personal opinions/concerns. Discussion ensued among staff and members of the Commission. ACTION: Motion was made by Commissioner Sherwood, which was seconded by Commissioner Callari, to adopt the Resolution appointing Richard Brickman. On a voice vote the motion passed unanimously. (7-0) 7. R-2014-179 A Resolution Of The City Commission Of The City Of Hollywood, City of Hollywood Page 2 Special City Commission Meeting Meeting Minutes June 25, 2014 Florida Appointing Four (4) Members To The Planning And Development Board. The following individuals expressed personal opinions/concerns: 1. Diana Pittarelli, 201 VanBuren Street #201 2. Kristin Herman-Druck, 802 N 31 Road 3. Ed O'Donnell, 2432 Hollywod Blvd. 4. Jared Anton, 4912 Garfield Street 5. Seth Bour, 3501 Emerald Point Drive, Apt 308B 6. Cliff Germano, 1627 N 28 Court 7. David Meadors, 1751 N Surf Road 8. Patricia Antrican, 2534 Fillmore Street 9. David McLeod, 2717 Garfield Street 10. Jarrod Mains, 1213 N 15th Avenue 11. Algeria Bridges, 2717 Garfield Street 12. Omar Recuero, 2012 Plunkett Street Discussion ensued among members of the Commission. Jeffrey P. Sheffel, City Attorney, responded to questions raised by the Commission. ACTION: Motion was made by Vice Mayor Asseff, which was seconded by Commissioner Callari, to adopt the Resolution appointing Kristin Herman-Druck, and Eward O'Donnell in the category of Design Members; David McLeod in the category of Professional Member; and Diana Mazel Pittarelli in the category of Citizen at Large. On a voice vote the motion passed unanimously. (7-0) 6. R-2014-178 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Two (2) Members To The Civil Service Board. Jeffrey P. Sheffel, City Attorney, responded to questions raised by the Commission. ACTION: Motion was made by Commissioner Sherwood, which was seconded by Commissioner Biederman, to adopt the Resolution appointing Jeffrey Brodeur in the category of private sector management position; Wilson Grullon in the category of self employed or previously self employed. On a voice vote the motion passed unanimously. (7-0) 8. R-2014-180 A Resolution Of The City Commission Of The City Of Hollywood, Florida Appointing One (1) Member To The Historic Preservation Board. Steve Piper, 1230 Van Buren Street, expressed personal City of Hollywood Page 3 Special City Commission Meeting Meeting Minutes June 25, 2014 opinions/concerns. ACTION: Motion was made by Commissioner Hernandez, which was seconded by Commissioner Callari, to adopt the Resolution appointing Leticia Guerra and Stephen Piper in the category of Alternate, with the City Clerk drawing lots to determine the terms. On a voice vote the motion passed unanimously. (7-0) 9. R-2014-181 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Five (5) Members To The Unsafe Structures Board. Discussion ensued among members of the Commission. ACTION: Motion was made by Commissioner Callari, which was seconded by Vice Mayor Asseff, to adopt the Resolution appointing August Pujols in the category of Registered Engineer; Michael Pratt in the category of Real Estate Appraiser; and John Cruise in the category of Citizen with Experience. On a voice vote the motion passed unanimously. (7-0) 10. R-2014-182 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Two (2) Members To The Hollywood Housing Authority Board Of Commissioners. Tim Schwartz, Hollywood Housing Authority, expressed personal opinions/concerns. ACTION: Motion was made by Vice Mayor Asseff, which was seconded by Commissioner Sherwood, to adopt the Resolution appointing James Moore in the category of Area Resident; and Debra McGowan in the category of Citizen at Large. On a voice vote the motion passed unanimously. (7-0) 11. R-2014-183 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Eleven (11) Members To The African American Advisory Council. ACTION: Motion was made by Commissioner Sherwood, which was seconded by Vice Mayor Asseff, to adopt the Resolution appointing Tracie Bonnick, Sheila Desir, Taj Dixon, Carolina Forbes, Heather Mahoney, Mary Mites Campbell, David Nichols, Emmanuel Okwar, Candice Pinder and Mathis Young; leaving one vacancy in the alternate category, with the City Clerk drawing lots to determine the membership and terms. R-2014-184 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Three (3) Members To The Artwork Selection Committee. Omar Recuero, 2012 Plunkett Street, expressed personal opinions/concerns. ACTION: Motion was made by Vice Mayor Asseff, which was seconded by Commissioner Sherwood, to adopt the Resolution appointing Omar Recuero, Mariavelia Savino and Mathis Young. On a voice vote the motion passed unanimously. (7-0) 13. R-2014-185 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Making Seven (7) Appointments To The Green Team Advisory Committee. The following indivuduals expressed personal opinions/concerns: 1. Eric Schreiber, 1151 West lake Street 2. Rockell Alhale, 14 Dogwood Road 3. Jim Rohrbach, 640 S park Road #428 4. Bob Lieberman, 1815 North Surf Road, #401 5. Nakeischea Smith, Calvin Giordano and Associates 6. Barry Faske, 3302 Simms Street 7. Vanessa Da Rocha, 1402 Wiley Street Commissioner Hernandez left the meeting at 6:00 PM and returned at 6:04 PM. Discussion ensued among members of the Commission. Commissioner Callari left the meeting at 6:16 PM and returned at 6:18 PM. ACTION: Motion was made by Vice Mayor Asseff, which was seconded by Commissioner Sherwood, to adopt the Resolution appointing Bob Lieberman and Nakeischea Smith in the category of business member; Rockell Alhale, Vanessa Da Rocha, Graham Penn, Jim Rohrbach and Eric Schreiber in the ctegory of citywide member; with the City Clerk drawing lots to determine the terms. On a voice vote the motion passed unanimously. (7-0) 14. R-2014-186 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Seven (7) Members To The Marine Advisory Board. Bob Lieberman, 1815 North Surf Road ACTION: Motion was made by Commissioner Sherwood, which was seconded by Commissioner Callari, to adopt the Resolution appointing Justin Freeman and Stacy Wolfe in the category of Marine Industry Professional; Eric Benzion and Bob Lieberman in the category of Resident Memeber; and John Lipka, Eric Schreiber and Jennifer Wuenschel in the category of Other Member; with the City Clerk drawing lots to determine the terms. On a voice vote the motion passed unanimously. (7-0) 15. R-2014-187 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Five (5) Members To The Community Development Advisory Board. Discussion ensued among members of the Commission. Jeffrey P. Sheffel, City Attorney, responded to questions raised by the Commission. The following individuals expressed personal opinions/concerns: 1. Cliff Germano, 1627 N 28th Court 2. Yolabda Delacruz, 1500 Funston Street 3. Jim Rohrbach, 640 S. Park Road #4-28 ACTION: Motion was made by Commissioner Blattner, which was seconded by Commissioner Callari, to remove Adolfo Jimenez due to his absenteeism. On a voice vote the motion passed 6-1. Commissioner Biederman was opposed. . ACTION: A motion was made by Commissioner Hernandez, seconded by Commissioner Callari, to adopt the Resolution appointing Yolanda Delacruz, Clifford Germano, Jim Rohrbach, Morton Weiner and Andrew Zullo; and to have the City Clerk draw lots to determine the terms. The motion carried unanimously. (7-0) 16. R-2014-188 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Four (4) Members To The Education Advisory Committee. Allan Libero, 2347 Harding Street, expressed personal opinions/concerns. City of Hollywood Page 6 Special City Commission Meeting Meeting Minutes June 25, 2014 ACTION: Motion was made by Commissioner Callari, which was seconded by Commissioner Sherwood, to adopt the Resolution appointing Gilberto Amador and Carol Fischer both in the category of Teacher; Alan Libero in the category of General; and Elizabeth Cornfeld in the category of Alternate. On a voice vote the motion passed unanimously. (7-0) 17. R-2014-189 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Amending Resolution R-2001-208A To Decrease The Youth Membership Of The Parks, Recreation And Cultural Arts Advisory Board From Four (4) To Two (2) Members; And Appointing Eight (8) Members To The Parks, Recreation And Cultural Arts Advisory Board. The following individuals expressed personal opinions/concerns: 1. Bob Lieberman, 1815 North Surf Road, #401 2. Luke Milan, 3916 McKinley Street 3. Omar Recuero, 2012 Plunkett Street 4. Larry Zolet, 3521 N 33 Terrace ACTION: Motion was made by Vice Mayor Asseff, which was seconded by Commissioner Callari, to adopt the Resolution decreasing the youth membership and appointing Tracie Bonnick, Yvonne Ginsberg, Christine Lorber, Charles Pepin, Jared Rey, and Gerald Viskocil in the category of Adult; and Jocelyn Hochsztein and Luke Milan in the category of Youth; and with the City Clerk drawing lots to determine the terms.
