Cerny, City Clerk Special City Commission Meeting Meeting Minutes September 29, 2014 The Special City Commission Meeting of the City of Hollywood, Florida, was called to order by Mayor Bober on Monday, September 29, 2014 at 5:33 PM in the City Commission Room, Room 219, Joseph W. Watson Circle, Hollywood, Florida. 1. Pledge of Allegiance 2. Roll Call Vice Mayor Patricia Asseff Commissioner Peter Hernandez Commissioner Traci Callari Commissioner Richard Blattner Commissioner Kevin D. Biederman Commissioner Linda Sherwood Mayor Peter Bober 3. R-2014-281 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Fixing The Amount And Rate Of Taxation For The Fiscal Year Commencing October 1, 2014, And Making The Tax Levy For The Year 2014. Cathy Swanson-Rivenbark, City Manager, provided a presentation on the proposed budget. Matthew Lalla, Director of Financial Services, provided an additional presentation on the FY 2015 proposed budget. Mayor Bober read the title of the resolution as follows: "A Resolution of the City Commission of the City of Hollywood, Florida, Fixing the amount and rate of taxation for the fiscal year commencing October 1, 2014 and making the tax levy for the year 2014." The Mayor stated "THE PROPOSED MILLAGE RATE SET BY THE CITY COMMISSION OF THE CITY OF HOLLYWOOD ON SEPTEMBER 15, 2014 IS 7.4479 MILLS, WHICH WILL GENERATE GENERAL FUND REVENUES OF EIGHTY THREE MILLION, NINE HUNDRED FORTY-ONE THOUSAND, TWO HUNDRED AND THIRTY-NINE DOLLARS ($83,941,239). THIS MILLAGE RATE REPRESENTS A 6.64% INCREASE FROM THE ROLLED-BACK RATE OF 6.9844 MILLS." The Mayor announced the public hearing has been advertised in conformance with Florida statutes and City ordinances. Cliff Germano, 1627 N 28 Court 2. Ann Ralston, 326 S 14th Avenue 3. Bill Huddleston, IAFF Union Representative There being no one further who wished to speak, the public hearing was declared closed. Discussion ensued among staff and members of the Commission. Commissioner Callari left the meeting at 6:38 PM and returned at 6:43 PM. Discussion ensued among staff and members of the Commission. Commissioner Blattner left the meeting at 7:14 PM and returned at 7:16 PM.D Discussion ensued among staff and members of the Commission. ACTION: Motion was made by Vice Mayor Asseff, which was seconded by Commissioner Blattner, to set the millage rate at 7.4479. On a voice vote the motion passed 5-2. Commissioner Hernandez and Commissioner Biederman were opposed. ACTION: Motion was made by Vice Mayor Asseff, which was seconded by Commissioner Sherwood, to adopt the Resolution with the millage set at 7.4479. On a voice vote the motion passed 5-2. Commissioner Hernandez and Commissioner Biederman were opposed. 4. R-2014-282 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Making Appropriations For The Fiscal Year 2015 Based On The Operating And Capital Budget Estimate Of Revenues And Expenditures For Each Of The City’s Operating Funds As Submitted By The City Manager. The Mayor read the title of the resolution as follows: "A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF HOLLYWOOD, FLORIDA, MAKING APPROPRIATIONS FOR THE FISCAL YEAR 2015 BASED ON THE OPERATING AND CAPITAL BUDGET ESTIMATE OF REVENUES AND EXPENDITURES FOR EACH OF THE CITY'S OPERATING FUNDS AS SUBMITTED BY THE CITY MANAGER." The Mayor announced the public hearing has been advertised in conformance with Florida statutes and City ordinances. Cliff Germano, 1627 N 28 Court 2. Ann Ralston, 326 S 14 Avenue 3. Paul Farren, 601 N 21 Avenue 4. Lara Kramer, 1441 Plunkett Street 5. Debra Case, 900 N. Broadwalk 6. Freida Dragif, 2455 Hollywood Blvd. Being there was no one further who wished to speak, the public hearing was declared closed. Discussion ensued among members of the Commission. Cathy Swanson-Rivenbark, City Manager, responded to questions asked by the Commission. Mathew Lalla, Director of Financial Services, provided additional information. Commissioner Hernandez left the meeting at 7:56 PM. Discussion ensued among staff and members of the Commission. ACTION: Motion was made by Vice Mayor Biederman to remove from the budget the following positions: Administrative Services Coordinator, Cooridor Redevelopment Manager, 2 Assistant Police Chief, Assistant Parks and Athletic Director, Human Resource Analyst and Customer Service Manager. The motion died due to lack of a second. Commissioner Hernandez returned to the meeting at 8:00 PM. Discussion ensued among staff and members of the Commission. ACTION: Motion was made by Commissioner Blattner, which was seconded by Commissioner Sherwood, to adopt the Resolution. On a voice vote the motion passed 5-2. Commissioner Hernandez and Commissioner Biederman were opposed. 5. R-2014-283 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Establishing The Number And Type Of Authorized Positions For Each Department And Office For The Fiscal Year 2015. The following individuals expressed personal opinions/concerns: 1. Jan Lederman, 3020 N 36th Avenue 2. Freida Dragif, 2455 Hollywood Blvd. Discussion ensued among members of the Commission. Jeffrey P. Sheffel, City Attorney, provided additional information. Discussion ensued among staff and members of the Commission. Cathy Swanson-Rivenbark, City Manager, responded to questions raised by the Commission. ACTION: Motion was made by Commissioner Blattner, which was seconded by Vice Mayor Asseff, to adopt the Resolution. On a voice vote the motion passed 5-2.
