The Special City Commission Meeting of the City of Hollywood, Florida, was called to order by Mayor Bober on Wednesday, June 22, 2015 at 3:34 PM in the City Commission Room, Room 219, Joseph W. Watson Circle, Hollywood, Florida. 1. Pledge of Allegiance 2. ACTION: Motion was made by Commissioner Asseff, which was seconded by Vice Mayor Biederman, to adopt the Resolution appointing Stanley Swiderski in the category of employed by the private sector - personnel admin; Dr. Jalane Meloun, in the category of employed by the private sector non-management; and Marie Woodson in the category of employed by a public employer. On a voice vote the motion passed unanimously. (7-0) 4. R-2015-173 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Five (5) Members To The Unsafe Structures Board. Heather Harmon, 4910 Jackson Street, expressed personal opinions/concerns. ACTION: Motion was made by Commissioner Sherwood, which was seconded by Vice Mayor Biederman, to adopt the Resolution appointing John Lipka in the category of Electrical Contractor; Heather Harmon in the category of Attorney at Law; and Jan Lederman in the category of Real Estate Property Manager . On a voice vote the motion passed unanimously. (7-0) 5. R-2015-174 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Six (6) Members To The Historic Preservation Board. ACTION: Motion was made by Commissioner Sherwood, which was seconded by Commissioner Blattner, to adopt the Resolution appointing George Chillag in the category of Architectural Historian/Urban Planner; Tamara Peacock in the category of Engineer/General Contractor; Terrence Cantrell in the category of Hollywood Historical Society; Steven Piper in the category of Real Estate Broker; Mary Zogg in the category of Citizen at Large; and Steven Toth in the category of Alternate. On a voice vote the motion passed unanimously. (7-0) 6. R-2015-175 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Three (3) Members To The Planning And Development Board. Jeffrey P. Sheffel, City Attorney, provided additional information. ACTION: Motion was made by Commissioner Hernandez, which was seconded by Commissioner Callari, to adopt the Resolution appointing Lise Bazinet in the category of Design Member; Shannon Stough in the category of Professional Member; and Clifford Germano in the category of Citizen at Large Member. On a voice vote the motion passed unanimously. (7-0) 7. R-2015-176 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Three (3) Members To The Artwork Selection Committee. Commissioner Hernandez left the meeting at 4:17 PM. ACTION: Motion was made by Commissioner Asseff, which was seconded by Commissioner Callari, to adopt the Resolution appointing Vicki Leon, Alain Dezii and Larry Joe Miller; with the City Clerk drawing lots to determine the terms. Commissioner Hernandez returned to the meeting at 4:20 PM. Discussion ensued among members of the Commission. ACTION: Motion was made by Commissioner Callari, which was seconded by Vice Mayor Biederman, to adopt the Resolution appointing Beverly Lewis-Fifield in the category of Visual Arts Field; James Bond in the category of Performing Arts Field; Vicki Leon in the category of extensive Art & Culture background; Omar Recuero in the category of Arts Community at Large; Jacqueline Carrero in the category of Broward County School System representative; and David Harris in the category of Citizen at Large. On a voice vote the motion passed unanimously. (7-0) 9. R-2015-178 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Ten (10) Members To The Green Team Committee. Rachele Hendricks-Sturrup, 309 N 31st Court, expressed personal opinions/concerns. ACTION: Motion was made by Commissioner Asseff, which was seconded by Commissioner Sherwood, to adopt the Resolution appointing Barry Faske in the category of Business member; Dawn Meyers in the category of South Florida Builders Association Member; Dawn Fuller in the category of Citywide member; Anthony Alfonso in the category of Citywide member; Rockell Alhale in the category of Citywide member; Rachele Hendricks-Sturrup in the category of Citywide member; Thomas Krakauer in the category of Citywide member; Diego Molinari in the category of Citywide member, and Kimberly Schmitt in the category of Citywide members; with the City Clerk drawing lots to determine the terms. R-2008-072 And R-2008-216 To Change The Marine Advisory Board Membership Composition To Consist Of Nine (9) Members and Eliminate The Two (2) Ex-Officio Positions; And To Appointing Two (2) Members. ACTION: Motion was made by Vice Mayor Biederman, which was seconded by Commissioner Hernandez, to adopt the Resolution appointing Juan Mendoza and Charles Smith in the resident category, with the City Clerk drawing lots to determine the terms. On a voice vote the motion passed unanimously. (7-0) 11. R-2015-180 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Seven (7) Members To The Education Advisory Committee. The following individuals expressed personal opinions/concerns: 1. Ellen Suppa, 1234 Adams Street 2. Ciara Biederman, 3040 N 73 Terrace Vice Mayor Biederman left the meeting at 4:55 PM. ACTION: Motion was made by Commissioner Callari, which was seconded by Commissioner Blattner, to adopt the Resolution appointing Ellen Suppa in the category of Teacher Member; Iris N. Cortez, Kimberly Schmitt, Ben Sorensen, Julia Yaremchuk and Marina P. Melo in the category of Regular Member; and Ciara Biederman in the category of Student Alternate; with the City Clerk drawing lots to determine the terms. On a voice vote the motion passed 6-0. Vice Mayor Biederman was absent. 12. R-2015-181 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Ten (10) Members To The African-American Advisory Council. Samuel Prime, 6131 Buchanan Street, expressed personal opinions/concerns. Vice Mayor Biederman returned to the meeting at 4:57 PM. Commissioner Blattner left the meeting at 5:05 PM. On a voice vote the motion passed 6-0. Commissioner Blattner was absent. 13. R-2015-182 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Five (5) Members To The Neighborhood Watch Advisory Board. Commissioner Blattner returned to the meeting at 5:07 PM. ACTION: Motion was made by Commissioner Callari, which was seconded by Commissioner Sherwood, to adopt the Resolution appointing Linda Anderson in the category of Northeast Central; Shirley Stealey in the category of Southeast Central; Carl Ignacuinos in the category of Hollywood Beach; Daniel Booton in the category of Boulevard Heights; and Silvius Sfera in the category of 441 Corridor. On a voice vote the motion passed unanimously. (7-0) 14. R-2015-183 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Two (2) Members To The Community Development Advisory Board. The following individuals expressed personal opinions/concerns: 1. Martin Schuham, 4201 N Ocean Drive 2. Helen Chervin, 2470 Adams Street 3. David Rosa, 321 N 72st Avenue Jeffrey P. Sheffel, City Attorney, provided additional information. Discussion ensued among staff and members of the Commission. Davon Barbour, Director of Community Redevelopment, provided additional information. ACTION: Motion was made by Commissioner Asseff, which was seconded by Commissioner Sherwood, to adopt the Resolution appointing Siobhan McLaughlin and Martin Schuham. On a voice vote the motion passed 6-1. Vice Mayor Biederman was opposed. 15. R-2015-184 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Amending Resolution No. R-99-240 To Decrease The Adult City of Hollywood Page 5 Special City Commission Meeting Meeting Minutes - Final June 22, 2015 Membership Of The Parks, Recreation And Cultural Arts Advisory Board From Eleven (11) To Nine (9) Members; And Appointing A Total Of Six (6) Members To The Parks, Recreation And Cultural Arts Advisory Board. Larry Zolot, 3521 N 33 T e r r a c e , expressed personal opinions/concerns. Discussion ensued among members of the Commission. Chuck Ellis, Director of Parks, Recreation and Cultural Arts, responded to questions raised by the Commission. ACTION: Motion was made by Commissioner Asseff, which was seconded by Commissioner Hernandez, to adopt the Resolution appointing Jacqueline Carrero, Jeffrey LaLiberte, Kimberly Schmitt and Larry Zolot in the category of adult member; and appointing Jocelyn Hochsztein in the category of youth member, with the City Clerk drawing lots to determine the terms.
