. The Special City Commission Meeting of the City of Hollywood, Florida, was called to
order by Mayor Bober on Tuesday, September 15, 2015 at 5:34 PM in the City
Commission Room, Room 219, Joseph W. Watson Circle, Hollywood, Florida.

*NOTE: Vice Mayor Biederman arrived at the meeting at 5:35 PM.
3. R-2015-276 A Resolution Of The City Commission Of The City Of Hollywood,
Florida, Relating To The Provision Of Fire Rescue Services, Facilities
And Programs In The City Of Hollywood, Florida; Reimposing Fire
Rescue Assessments Against Assessed Property Located Within The
City Of Hollywood For The Fiscal Year Beginning October 1, 2015;
Approving The Rate Of Assessment; Approving The Assessment Roll;
And Providing An Effective Date.
Vice Mayor Biederman arrived at the meeting at 5:35 PM.
Dr. Wazir Ishmael, City Manager, provided a presentation on the
balanced budget presented to the City Commission with the millage
rate remaining the same.
Matthew Lalla, Director of Financial Services, provided additional
information on the proposed budget.
Mirtha Dziedzic, Assistant Director of Budget and Financial Services,
provided additional information on projected revenues.
The Mayor announced the public hearing has been advertised in
conformance with Florida Statutes and City ordinances. The public
hearing was opened, being there was no one present who wished to
speak, the public hearing was declared closed.
Discussion ensued among staff and members of the Commission.
ACTION: Motion was made by Commissioner Asseff, which was
seconded by Commissioner Sherwood, to adopt the Resolution.
On a voice vote the motion passed unanimously. (7-0)

4. R-2015-277 A Resolution Of The City Commission Of The City Of Hollywood,
Florida, Relating To The Provision Of Fire Inspection Services,
Facilities And Programs In The City Of Hollywood, Florida;
Reimposing Fire Inspection Assessments Against Assessed Property
Located Within The City Of Hollywood For The Fiscal Year Beginning
October 1, 2015; Approving The Rate Of Assessment; Approving The
Assessment Roll; And Providing An Effective Date.

conformance with Florida Statutes and City Ordinances. The public
hearing was opened, being there was no one present who wished to
speak, the public hearing was declared closed.

ACTION: Motion was made by Commissioner Asseff, which was
seconded by Commissioner Sherwood, to adopt the Resolution.
On a voice vote the motion passed unanimously. (7-0)
5. R-2015-278 A Resolution Of The City Commission Of The City Of Hollywood,
Florida, Relating To The Levying And Collecting Of A Non-Ad Valorem
Assessment For The Costs Of Abating Nuisances Occurring On Real
Property In The City That Are Prohibited Under The City’s Code Of
Ordinances; Imposing Nuisance Abatement Assessments For The
Fiscal Year Beginning October 1, 2015 Against The Effected Property
Owners Who Have Had Remedial Work Performed To Remedy The
Nuisances: Approving The Assessment Amounts; Approving The
Assessment Roll; And Providing An Effective Date.
The Mayor announced the public hearing has been advertised in
conformance with Florida Statutes and City Ordinances. The public
hearing was opened, being there was no one present who wished to
speak, the public hearing was declared closed.
ACTION: Motion was made by Commissioner Blattner, which was
seconded by Commissioner Callari, to adopt the Resolution. On a
voice vote the motion passed unanimously. (7-0)
6. R-2015-279 A Resolution Of The City Commission Of The City Of Hollywood,
Florida, Tentatively Fixing The Amount And Rate Of Taxation For The
Fiscal Year Commencing October 1, 2015, And Making The Tax Levy
For The Year 2015.
Mayor Bober read the title of the resolution "A Resolution of the City
Commission of the City of Hollywood, Florida, Tenatively Fixing The
Amount And Rate Of Taxation For The Fiscal Year Commencing
October 1, 2015, And Making The Tax Levy For The Year 2015."

The Mayor stated "The proposed not to exceed millage rate set by the
City Commission of the City of Hollywood on July 8, 2015 is 7.4479
mills. At this time, the City Manager is proposing that the millage rate
be tentatively set at 7.4479, which will generate general fund revenues
of eighty-six million, one hundred fourteen thousand, and fifty-eight
dollars ($86,114,058). This millage rate represents a 6.63% increase
from the rolled-back rate of 6.9845 mills."
The Mayor announced the public hearing has been advertised in
conformance with Florida statutes and City ordinances.
Mayor Bober opened the Public hearing and Matthew Gouthro, 2330
NW 66 Terrace, expressed personal opinions/concerns. Being that
there was no one further who wished to speak, the public hearing was
declared closed.
Discussion ensued among members of the Commission.
Matthew Lalla, Director of Financial Services, amd Mirtha Dziedzic,
Assistant Director of Budget and Financial Services, provided
additional information.
Sylvia Glazer, Director of Public Works, and Jonathan Vogt, Assistant
Director of Public Works/City Engineer, responded to questions raised
by the Commission.
ACTION: Motion was made by Commissioner Sherwood, which
was seconded by Commissioner Asseff, to set the millage rate at
7.4479 mills. On a voice vote the motion passed unanimously.
(7-0)

7. R-2015-280 A Resolution Of The City Commission Of The City Of Hollywood,
Florida, Tentatively Making Appropriations For The Fiscal Year 2016
Based On The Operating And Capital Budget Estimate Of Revenues
And Expenditures For Each Of The City’s Operating Funds As
Submitted By The City Manager.
The Mayor read the title of the Resolution: "A Resolution Of The City
Commission Of The City Of Hollywood, Florida, Tentatively Making
Appropriations For The Fiscal Year 2016 Based On The Operating
And Capital Budget Estimate Of Revenues And Expenditures For

Each Of The City's Operating Funds As Submitted By The City
Manager."
The Mayor announced the public hearing has been advertised in
conformance with Florida Statutes and City Ordinances. The public
hearing was opened and the following individuals expressed personal
opinions concerns:
1. Matthew Gouthro, 2330 NW 66 Terrace
2. Joanne Richter, Broward Regional Health Planning Council
Being there was no on further who wished to speak, the public hearing
was declared closed.
Discussion ensued among members of the Commission.
Jonathan Vogt, Assistant Director for Public Works/City Engineer,
responded to questions raised by the Commission.
Matthew Lalla, Director of Financial Services, provided additional
information.
Jeffrey P. Sheffel, City Attorney, responded to questions raised by the
Commission.
Sylvia Glazer, Director of Public Works, provided additional
information.
ACTION: Motion was made by Commissioner Blattner, which was
seconded by Commissioner Callari, to adopt the Resolution. On a
voice vote the motion passed unanimously. (7-0)
