. The Special City Commission Meeting of the City of Hollywood, Florida, was called to
order by Mayor Bober on Monday, September 28, 2015 at 5:32 PM in the City
Commission Room, Room 219, Joseph W. Watson Circle, Hollywood, Florida.

3. R-2015-293 A Resolution Of The City Commission Of The City Of Hollywood,
Florida, Fixing The Amount And Rate Of Taxation For The Fiscal Year
Commencing October 1, 2015, And Making The Tax Levy For The
Year 2015.
The Mayor read the title of the Resolution as follows: "A Resolution Of
The City Commission Of The City Of Hollywood, Florida, Fixing The
Amount And Rate Of Taxation For The Fiscal Year Commencing
October 1, 2015 And Making The Tax Levy For The Year 2015."
The Mayor stated: "The proposed millage rate set by the City
Commission of the City of Hollywood on September 15, 2015 is
7.4479 mills, which will generate general fund revenues of eighty six
million, on hundred fourteen thousand, and fifty-eight dollars
($86,114,058). This millage rate represents a 6.63% increase from
the rolled-back rate of 6.9845 mills."
The Mayor announced the public hearing has been advertised in
conformance with Florida statutes and City ordinances. The public
hearing was opened, being there was no one present who wished to
speak, the public hearing was declared closed.
Discussion ensued among members of the Commission.
ACTION: Motion was made by Commissioner Asseff, which was
seconded by Commissioner Sherwood, to set the millage rate of
7.4479 mills. On a voice vote the motion passed unanimously.

ACTION: Motion was made by Commissioner Asseff, which was
seconded by Commissioner Callari, to adopt the Resolution with
the millage rate set at 7.4479 mills. On a voice vote the motion
passed unanimously. (7-0)
ACTION: Motion was made by Commissioner Asseff, which was
seconded by Commissioner Sherwood, to concur with the
seperate adoption of the CRA budgets by the CRA Board. On a
voice vote the motion passed unanimously. (7-0)
4. R-2015-294 A Resolution Of The City Commission Of The City Of Hollywood,
Florida, Making Appropriations For The Fiscal Year 2016 Based On
The Operating And Capital Budget Estimate Of Revenues And
Expenditures For Each Of The City’s Operating Funds As Submitted
By The City Manager.
The Mayor read the title of the resolution as follows: "A Resolution Of
The City Commission Of The City Of Hollywood, Florida, Making
Appropriations For The Fiscal Year 2016 Based On The Operating
And Capital Budget Estimate Of Revenues And Expenditures For
Each Of The City's Operating Funds As Submitted By The City
Manager."
The Mayor announced the public hearing has been advertised in

Matthew Lalla, Director of Financial Services, responded to questions
raised by the Commission.
Dr. Wazir Ishmael, City Manager, provided additional information.
Extensive discussion ensued among staff and members of the
Commission.
ACTION: Motion was made by Commissioner Hernandez, which
was seconded by Commissioner Sherwood, to adopt the
Resolution. On a voice vote the motion passed unanimously. (7-0)
5. R-2015-295 A Resolution Of The City Commission Of The City Of Hollywood,
Florida, Approving The Five-Year FY 2016-2020 Capital Improvement
Program As Set Forth In Exhibit A For Projects Funded From Pay As
You Go Funding, Parking Enterprise Fund, Water And Sewer

Renewal, Replacement And Improvement Reserve, Stormwater
Enterprise Fund, State Revolving Fund Loans, And Other Sources.
ACTION: Motion was made by Commissioner Asseff, which was
seconded by Commissioner Sherwood, to adopt the Resolution.
On a voice vote the motion passed unanimously. (7-0)
6. R-2015-296 A Resolution Of The City Commission Of The City Of Hollywood,
Florida, Establishing The Number And Type Of Authorized Positions
For Each Department And Office For The Fiscal Year 2016.
Discussion ensued among members of the Commission.
Dr. Wazir Ishmael, City Manager, responded to questions raised by
the Commission.
ACTION: Motion was made by Commissioner Asseff, which was
seconded by Commissioner Sherwood, to adopt the Resolution.
On a voice vote the motion passed unanimously. (7-0)
7. R-2015-297 A Resolution Of The City Commission Of The City Of Hollywood,
Florida, Approving and Authorizing The Appropriate City Officials To
Execute The Attached Amendment to the Victims Of Crime Act
(“VOCA”) Grant Program Agreement With The Office Of The Attorney
General, State of Florida, For The Continued Funding For A Police
Department Victim Advocate In An Amount Not To Exceed $56,951.00
For Fiscal Year 2015/2016; Authorizing The Cash Match Requirement
In An Amount Not To Exceed $14,238.00; And Authorizing The
Establishment Of Certain Accounts To Recognize And Appropriate
The Grant Funding, If Awarded.
ACTION: Motion was made by Commissioner Asseff, which was
seconded by Commissioner Callari, to adopt the Resolution. On a
voice vote the motion passed unanimously. (7-0)
8. The meeting adjourned at 5:51 PM.
