The Special City Commission Meeting of the City of Hollywood, Florida, was called to order by Mayor Bober on Wednesday, May 25, 2016 at 3:34 PM in the City Commission Room, Room 219, Joseph W. Watson Circle, Hollywood, Florida. 1. Pledge of Allegiance 2. Roll Call NOTE: Commissioner Sherwood arrived at the meeting at 3:40 PM. Present Commissioner Patricia Asseff Vice Mayor Peter Hernandez Commissioner Traci Callari Commissioner Richard Blattner Commissioner Kevin D. Biederman Commissioner Linda Sherwood Mayor Peter Bober 3. R-2016-140 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Two (2) Members To The Civil Service Board. The following indivuduals expressed personal opinions/concerns: 1. Susan Triano, 1049 Tyler Street 2. Travis Bridges, 5415 Cleveland Street Commissioner Sherwood arrived at the meeting at 3:40 PM. Discussion ensued among members of the Commission. ACTION: Motion was made by Commissioner Asseff, which was seconded by Commissioner Callari, to appoint Susan Triano in the category of Employees - Private Sector. On a voice vote the motion passed 6-1. Vice Mayor Hernandez was opposed. ACTION: Motion was made by Commissioner Asseff, which was seconded by Commissioner Biederman, to appoint Willie Grullon in the category of Self Employed. On a voice vote the motion failed 4-3. Vice Mayor Hernandez, Commissioner Callari and Mayor Bober were opposed. (The motion required a 5/7 vote to pass.) Jeffrey P. Sheffel, City Attorney, provided additional information. On a voice vote the motion failed 3-4. Commissioner Asseff, Commissioner Biederman, Commissioner Blattner and Commissioner Sherwood were opposed. 4. R-2016-141 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing One (1) Member To The Employees’ Retirement Fund Board Of Trustees. The following individuals expressed personal opinions/concerns: 1. Charles Howell, 3330 Hayes Street 2. Paul Porter, 808 Polk Street ACTION: Motion was made by Commissioner Callari, which was seconded by Vice Mayor Hernandez, to adopt the Resolution appointing Charles Howell. On a voice vote the motion passed unanimously. (7-0) 5. R-2016-142 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing One (1) Member To The Hollywood Firefighters’ Pension Board. Discussion ensued among members of the Commission. Jeffrey P. Sheffel, City Attorney, responded to questions raised by the Commission. ACTION: Motion was made by Commissioner Asseff, which was seconded by Commissioner Biederman, to adopt the Resolution appointing Jason Rosner. On a voice vote the motion passed unanimously. (7-0) 6. R-2016-143 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Three (3) Member To The Unsafe Structures Board. ACTION: Motion was made by Commissioner Asseff, which was seconded by Commissioner Callari, to adopt the Resolution appointing Andrew Valentino in the category of General Contractor. On a voice vote the motion passed unanimously. (7-0) 7. R-2016-144 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Three (3) Members To The Historic Preservation Board. Phelipe de Souza, 2506 N 38th Avenue ACTION: Motion was made by Commissioner Asseff, which was seconded by Commissioner Callari, to adopt the Resolution appointing Steven Toth in the category of alternate. On a voice vote the motion passed 6-1. Commissioner Biederman was opposed. 8. R-2016-145 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Three (3) Members To The Planning And Development Board. The following individuals expressed personal opinions/concerns: 1. Diana Pittarelli, 3837 Hollywood Blvd. 2. John Passalacqua, 4514 North Ocean Drive 3. Lisa Gangadeen, 6330 Harding Street 4. Kenneth Crawford, 2018 Fletcher Street ACTION: Motion was made by Commissioner Asseff, which was seconded by Vice Mayor Hernandez, to adopt the Resolution appointing John Passalacqua in the category of Design Member; Kenneth Crawford in the category of Professional Member; and Diana Mazel Pittarelli in the category of Citizen at Large. On a voice vote the motion passed unanimously. (7-0) 9. R-2016-146 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing One (1) Member To The Hollywood Housing Authority Board Of Commissioners. David Dweck, 6200 Fletcher Street, expressed personal opinions/concerns. ACTION: Motion was made by Commissioner Blattner, which was seconded by Vice Mayor Hernandez, to adopt the Resolution appointing David Dweck. On a voice vote the motion passed unanimously. (7-0) 10. R-2016-147 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Seven (7) Members To The African American Advisory Council. On a voice vote the motion passed unanimously. (7-0) 11. R-2016-148 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Eleven (11) Members And One (1) Alternate To The Neighborhood Watch Advisory Board. Peter Trummel, 4830 Lincoln Street, expressed personal opinions/concerns. ACTION: Motion was made by Commissioner Callari, which was seconded by Vice Mayor Hernandez, to adopt the Resolution appointing Nila Williams in the category of Southeast Central; Nathan Whitney in the category of North Lake; Peter Pazer in the category of South Lake; Richard Clavet in the category of South Federal; Susanne Cutrone in the category of Downtown District; Brandon Poltronieri in the category of Boulevard Heights; Marcy Decker in the category of Driftwood; Daniel Booton in the category of Beverly Park; Ketlie Farquharson in the category of Northwest Central; Peter Trummel in the category of Southwest Central; and Lois Feinberg in the category of alternate position Hollywood Beach. ACTION: Motion was made by Commissioner Sherwood, which was seconded by Commissioner Biederman, to adopt the Resolution appointing Beverly Lewis-Fitfield in the category of Visual Arts Field; Larry Perez in the category of Performing Arts Field; and Maurice Grosby and Steven Toth in the category of Citizen-at-Large-Hollywood Resident. On a voice vote the motion passed unanimously. (7-0) 14. R-2016-151 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Three (3) Members To The Artwork Selection Committee. Lisa Gangadeen, 6330 Harding Street, expressed personal opinions/concerns. ACTION: Motion was made by Commissioner Asseff, which was seconded by Commissioner Sherwood, to adopt the Resolution appointing Sara Berke, Lisa Gangadeen and Bram Scolnick. ACTION: Motion was made by Commissioner Biederman, which was seconded by Commissioner Callari, to adopt the Resolution appointing Earl Broughton, Jacqueline Carrero, Marcy Decker and Johenny Rivera in the Adult Member category; and Shelby Gronvold in the Youth Member category; with the City Clerk drawing lots to determine the terms. On a voice vote the motion passed unanimously. (7-0) 17. On a voice vote the motion passed unanimously. (7-0) 18. R-2016-155 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Seven (7) Members To The Community Development Advisory Board. ACTION: Motion was made by Commissioner Callari, which was seconded by Commissioner Biederman, to adopt the Resolution appointing Gilberto Amador, Michael Bentolila, Travis Bridges, James DeMiles, Phelipe De Souza, Diana Pittarelli and Milana Walter; with the City Clerk drawing lots to determine the terms.
