The Special City Commission Meeting of the City of Hollywood, Florida, was called to order by Mayor Bober on Wednesday, September 14, 2016 at 5:31 PM in the City Commission Room, Room 219, Joseph W. Watson Circle, Hollywood, Florida. 1. Pledge of Allegiance 2. Roll Call Present Vice Mayor Peter Hernandez Commissioner Traci Callari Commissioner Richard Blattner Commissioner Kevin D. Biederman Commissioner Linda Sherwood Mayor Peter Bober Absent Commissioner Patricia Asseff 3. R-2016-270 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Relating To The Provision Of Fire Rescue Services, Facilities And Programs In The City Of Hollywood, Florida; Reimposing Fire Rescue Assessments Against Assessed Property Located Within The City Of Hollywood For The Fiscal Year Beginning October 1, 2016; Approving The Rate Of Assessment; Approving The Assessment Roll; And Providing An Effective Date. Dr. Wazir Ishmael, City Manager, provided an opening statement on the proposed budget. Commissioner Biederman arrived at the meeting at 5:34 PM. Vice Mayor Hernandez arrived at the meeting at 5:35 PM. George Keller, Assistant City Manager for Finance and Administration, provided a detailed presentation on the FY 2017 proposed budget. Kee Eng, Budget Manager, provided additional information on the FY 2017 proposed budget. The Mayor announced the public hearing has been advertised in conformance with Florida Statutes and City ordinances. The public hearing was opened and Ann Ralston, 326 S. 14th Avenue, expressed personal opinions/concerns. Being there was no one further who wished to speak, the public hearing was declared closed. City of Hollywood Page 1 Special City Commission Meeting Meeting Minutes - Final September 14, 2016 ACTION: Motion was made by Commissioner Blattner, which was seconded by Commissioner Biederman, to adopt the Resolution. On a voice vote the motion passed 5-1. Vice Mayor Hernandez was opposed and Commissioner Asseff was absent. 4. R-2016-271 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Relating To The Provision Of Fire Inspection Services, Facilities And Programs In The City Of Hollywood, Florida; Reimposing Fire Inspection Assessments Against Assessed Property Located Within The City Of Hollywood For The Fiscal Year Beginning October 1, 2016; Approving The Rate Of Assessment; Approving The Assessment Roll; And Providing An Effective Date. The Mayor announced the public hearing has been advertised in conformance with Florida Statutes and City ordinances. The public hearing was opened, being there was no one present who wished to speak, the public hearing was declared closed. ACTION: Motion was made by Commissioner Blattner, which was seconded by Commissioner Sherwood, to adopt the Resolution. On a voice vote the motion passed 6-0. Commissioner Asseff was absent. 5. R-2016-272 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Relating To The Levying And Collecting Of A Non-Ad Valorem Assessment For The Costs Of Abating Nuisances Occurring On Real Property In The City That Are Prohibited Under The City’s Code Of Ordinances; Imposing Nuisance Abatement Assessments For The Fiscal Year Beginning October 1, 2016 Against The Effected Property Owners Who Have Had Remedial Work Performed To Remedy The Nuisances: Approving The Assessment Amounts; Approving The Assessment Roll; And Providing An Effective Date. The Mayor announced the public hearing has been advertised in conformance with Florida Statutes and City ordinances. The public hearing was opened and Ann Ralston, 326 S. 14th Avenue, expressed personal opinions/concerns. Being there was no one further who wished to speak, the public hearing was declared closed. ACTION: Motion was made by Commissioner Callari, which was seconded by Vice Mayor Hernandez, to adopt the Resolution. On a voice vote the motion passed 6-0. Commissioner Asseff was absent. R-2016-273 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Tentatively Fixing The Amount And Rate Of Taxation For The Fiscal Year Commencing October 1, 2016, And Making The Tax Levy For The Year 2016. Mayor Bober read the title of the resolution as follows: "A resolution of the City Commission of the City of Hollywood, Florida, tentatively fixing the amount and rate of taxation for the fiscal year commencing October 1, 2016, and making the tax levy for the year 2016." The Mayor stated "The proposed not to exceed millage rate set by the City Commission of the City of Hollywood on July 6, 2016 is 7.4479 mills. At this time, the City Manager is proposing that the millage rate be tentatively set at 7.4479, which will generate general fund net revenues of ninety-five million, sixteen thousand, eight hundred. The Mayor announced the public hearing has been advertised in conformance with Florida Statutes and City ordinances. The public hearing was opened and Ann Ralston, 326 S. 14th Avenue, expressed personal opinions/concerns. Being there was no one further who wished to speak, the public hearing was declared closed. ACTION: Motion was made by Commissioner Callari, which was seconded by Vice Mayor Hernandez, to set the millage rate at 7.4479. On a voice vote the motion passed 6-0. Commissioner Asseff was absent. ACTION: Motion was made by Commissioner Callari, which was seconded by Commissioner Sherwood, to adopt the Resolution. On a voice vote the motion passed 6-0. Commissioner Asseff was absent. 7. R-2016-274 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Tentatively Making Appropriations For The Fiscal Year 2017 Based On The Operating And Capital Budget Estimate Of Revenues And Expenditures For Each Of The City’s Operating Funds As Submitted By The City Manager. The Mayor announced the public hearing has been advertised in conformance with Florida Statutes and City ordinances. The public hearing was opened and the following individuals expressed personal opinions/concerns: 1. The Mayor announced the date of the second budget hearing will be Wednesday, September 28, 2016 at 5:30 PM. ACTION: Motion was made by Commissioner Sherwood, which was seconded by Commissioner Callari, to adopt the Resolution. On a voice vote the motion passed 6-0. Commissioner Asseff was absent. 8.
