. The Special City Commission Meeting of the City of Hollywood, Florida, was called to
order by Mayor Bober on Wednesday, September 28, 2016 at 5:32 PM in the City
Commission Room, Room 219, Joseph W. Watson Circle, Hollywood, Florida.

3. P-2016-060 Remarks By Dr. Wazir Ishmael, City Manager, And The FY 2016-2017
Budget Presentation.
Dr. Wazir Ishmael, City Manager, provided information on the City's
structural imbalances and provided introductory remarks on the budget
process to date.
George Keller, Assistant City Manager for Finance and
Administration/Interim Finance Director, reviewed the FY 2017 Proposed
Budget.
Kee Eng, Budget Manager, presented the proposed FY 2017 proposed
budget for the Capital Improvement Plan.
4. R-2016-283 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Fixing The Amount And Rate Of Taxation For The Fiscal Year
Commencing October 1, 2016, And Making The Tax Levy For The Year
2016.
The Mayor read the title of the Resolution: "A Resolution of the City
Commission of the City of Hollywood, Florida, Fixing the amount and rate
of taxation for the fiscal year commencing October 1, 2016 and making
the tax levy for the year 2016."
The Mayor stated: "The proposed millage rate set by the City
Commission of the City of Hollywood on September 14, 2016 is 7.4479
mills, which will generate general fund revenues of ninety-five million,
sixteen thousand, eight hundred dollars ($95,016,800). This millage rate
represents a 7.02% increase over the rolled-back rate of 6.9595 mills."
The Mayor announced the resolution was advertised in conformance with
Florida Statutes and City Codes. The public hearing was opened; there

being no one present who wished to speak, the public hearing was
declared closed.
ACTION: Motion was made by Commissioner Asseff, which was
seconded by Commissioner Sherwood, to adopt the millage rate
of 7.4479 mills. On a voice vote the motion passed unanimously.

ACTION: Motion was made by Commissioner Asseff, which was
seconded by Commissioner Sherwood, to adopt the Resolution.
On a voice vote the motion passed unanimously. (7-0)
5. P-2016-061 Adoption Of Motion To Concur With The Separate Adoption Of The
Community Redevelopment Agency Budgets By The CRA Board In
Accordance With The State Statue Regulating Special Districts.
ACTION: Motion was made by Commissioner Asseff, which was
seconded by Commissioner Sherwood, to concur with the
seperate adoption of the CRA budgets by the CRA Board. On a
voice vote the motion passed unanimously. (7-0)
6. R-2016-284 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Making Appropriations For The Fiscal Year 2017 Based On The
Operating And Capital Budget Estimate Of Revenues And Expenditures
For Each Of The City’s Operating Funds As Submitted By The City
Manager.
The Mayor read the titie of the resolution as follows: "A resolution of the
City Commission of the City of Hollywood, Florida, making
appropriations for the fiscal year 2017 based on the operating and
capital budget estimate of revenues and expenditures for each of the
City's operating funds as submitted by the City Manager."
The Mayor announced the resolution was advertised in conformance with
Florida Statutes and City Codes and opened the public hearing. Cliff
Germano, 1627 N 28 Court, expressed personal opinions/concerns.
There being no one further who wished to speak, the public hearing was
declared closed.
Jeffrey P. Sheffel, City Attorney, responded to questions raised by the
public.
Dr. Wazir Ishmael, City Manager, provided additional information.
Discussion ensued among members of the Commission.

ACTION: Motion was made by Commissioner Sherwood, which
was seconded by Commissioner Asseff, to adopt the Resolution.
On a voice vote the motion passed unanimously. (7-0)
7. R-2016-285 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Approving The Five-Year FY 2017-2021 Capital Improvement Program
As Set Forth In Exhibit A For Projects Funded From Pay As You Go
Funding, Parking Enterprise Fund, Water And Sewer Renewal,
Replacement And Improvement Reserve, Stormwater Enterprise Fund,
State Revolving Fund Loans, And Other Sources.
Cliff Germano, 1627 N 28 Court, expressed personal opinions/concerns.
Dr. Wazir Ishamel, City Manager, responded to questions raised by the
public.
ACTION: Motion was made by Commissioner Asseff, which was
seconded by Commissioner Biederman, to adopt the Resolution.
On a voice vote the motion passed unanimously. (7-0)
8. R-2016-286 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Establishing The Number And Type Of Authorized Positions For Each
Department And Office For The Fiscal Year 2017.
ACTION: Motion was made by Commissioner Asseff, which was
seconded by Commissioner Sherwood, to adopt the Resolution.
On a voice vote the motion passed unanimously. (7-0)
9. The meeting adjourned at 6:02 PM.
