. The Special City Commission Meeting of the City of Hollywood, Florida, was called to
order by Mayor Levy on Monday, May 22, 2017 at 3:07 PM in the City Commission Room,
Room 219, Joseph W. Watson Circle, Hollywood, Florida.

3. R-2017-130 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Appointing One (1) Member To The Hollywood Police Officers’ Pension
Board.
ACTION: Motion was made by Vice Mayor Callari, which was
seconded by Commissioner Sherwood, to adopt the Resolution
appointing Richard Brickman. On a voice vote the motion passed
6-0. Commissioner Hernandez was absent.
4. R-2017-131 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Appointing One (1) Member To The Employees’ Retirement Fund Board
of Trustees.
Jeff Greene, 128 Laurel Road, expressed personal opinions/concerns.
ACTION: Motion was made by Vice Mayor Callari, which was
seconded by Commissioner Case, to adopt the Resolution
appointing Jeffrey Greene. On a voice vote the motion passed 5-1.
Commissioner Biederman was opposed and Commissioner
Hernandez was absent.
5. R-2017-132 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Appointing Four (4) Members To The Civil Service Board.
Mitchell Anton, 1900 Van Buren Street, Apt 502, expressed personal
opinions/concerns.

ACTION: Motion was made by Vice Mayor Callari, which was
seconded by Commissioner Biederman, to adopt the Resolution
appointing Stanley Swiderski in the category of individual
employed or previously employed by the private sector in the area
of personnel administration; Dr. Jalane Meloun in the category of
individual employed or previously employed by the private sector
in a non-management position; Samuel Bentolila in the cetegory
of individual self-employed or previously self-employed; and
Mitchell Anton in the category of individual employed or
previously employed by a public employer. On a voice vote the
motion passed 6-0. Commissioner Hernandez was absent.
6. R-2017-133 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Appointing Three (3) Members To The Unsafe Structures Board.
ACTION: Motion was made by Vice Mayor Callari, which was
seconded by Commissioner Case, to adopt the Resolution
appointing William Campenella in the category of Registered
Architect; Michael Pratt in the category of Real Estate Appraiser;
and John Cruise in the category of Citizen with experiance and
background in social problems. On a voice vote the motion
passed 6-0. Commissioner Hernandez was absent.
7. R-2017-134 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Appointing Three (3) Members To The Planning And Development
Board.
The following individuals expressed personal opinions/concerns:

Commissioner Hernandez arrived at the meeting at 3:25 PM.

the Commission.

ACTION: Motion was made by Vice Mayor Callari, which was
seconded by Commissioner Biederman, to adopt the Resolution
appointing Kristin Herman-Druck in the category of Design
member; Edward O'Donnell in the category of Design member;
and David McLeod in the category of Professional member. On a
voice vote the motion passed unanimously. (7-0)
8. R-2017-135 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Appointing Five (5) Members To The Historic Preservation Board.
Steven Toth, 1926 Funston Street, expressed personal
opinions/concerns.
ACTION: Motion was made by Vice Mayor Callari, which was
seconded by Commissioner Sherwood, to adopt the Resolution
appointing Ari Sklar in the category of Architect; Dulce Conde in
the category of Professional; Steven Toth in the category of
Citizen at Large; Michael Housman in the category of Alternate;
Daniel Reinfeld in the category of Alternate; with the City Clerk
drawing lots to determine terms. On a voice vote the motion
passed unanimously. (7-0)
9. R-2017-136 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Appointing Two (2) Members To The Hollywood Housing Authority Board
Of Commissioners.
Anthony Grisby, Community Development Program Administrator,
responded to questions raised by the Commission.
The following individuals expressed personal opinions/concerns:
1. David Dweck, 6200 Fletcher Street
2. Lloyd Edelstein, 5130 N 37 Street
Tim Schwartz, Hollywood Housing Authority, provided additional
information.
Discussion ensued among staff and members of the Commission.
ACTION: Motion was made by Vice Mayor Callari, which was
seconded by Commissioner Hernandez, to adopt the Resolution
appointing Lloyd Edelstein and Carolyn Pitter in the Citizen at
Large category; and Shantoya Robinson in the Resident Member
category. On a voice vote the motion passed unanimously. (7-0)
10. R-2017-137 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Appointing One (1) Member To The Neighborhood Watch Advisory

ACTION: Motion was made by Commissioner Blattner, which was
seconded by Vice Mayor Callari, to adopt the Resolution
appointing Samuel Bentolila in the Northwest Central category.
On a voice vote the motion passed unanimously. (7-0)
11. R-2017-138 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Appointing Two (2) Members To The Young Circle ArtsPark Advisory
Board.
ACTION: Motion was made by Commissioner Blattner, which was
seconded by Commissioner Case, to adopt the Resolution
appointing Henry Grunberg in the representative with extensive
art and culture background category; and Daniel Reinfeld in the
arts community at large field category. On a voice vote the motion
passed unanimously. (7-0)
12. R-2017-139 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Appointing Ten (10) Members To The African American Advisory
Council.
ACTION: Motion was made by Commissioner Hernandez, which
was seconded by Vice Mayor Callari, to adopt the Resolution
appointing Jean Gustin, Mary Mites-Campbell, Mimose Moise,
Carolyn Pitter, Joann Fullington Reese, Shantoya Robinson until
the term ending June 30, 2020; Nila Williams until the term ending
June 30, 2018; and Dudley Etienne-Harvard and Chanel Williams
both in the alternate member category. On a voice vote the motion
passed unanimously. (7-0)
13. R-2017-140 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Reducing The Number Of Members For The Green Team Advisory
Committee From Eighteen (18) To Thirteen (13) And Appointing Five (5)
Members In The Citywide Category.
The following individuals expressed personal opinions/concerns:
1. Barry Faske, Faske Enterprises
Alan Fallik, Acting City Attorney, provided additional information.
ACTION: Motion was made by Commissioner Biederman, which
was seconded by Commissioner Callari, to add two alternates to
the board membership. The motion on voice vote passed 6-1.
Commissioner Blattner was opposed.

ACTION: Motion was made by Commissioner Callari, which was
seconded by Commissioner Blattner, to adopt the Resolution
appointing Julia Johnson, Tanya Krefsky, Wendy Schugar-Martin,
Sara Burke and Natalie Johnston all in the Citywide member
category; and Adedeji Adeyoye and Lawrence Raab in the
Alternate member category; with the City Clerk drawing lots to
determine the terms. On voice vote the motion passed
unanimously. (7-0)
14. R-2017-141 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Appointing Three (3) Members To The Artwork Selection Committee.
ACTION: Motion was made by Vice Mayor Callari, which was
seconded by Commissioner Sherwood, to adopt the Resolution
appointing Pedro Da Cruz, Carole Pumpian and Richard Sauer.
On a voice vote the motion passed unanimously. (7-0)
15. R-2017-142 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Appointing Five (5) Members To The Marine Advisory Board.
The following individuals expressed personal opinions/concerns:
1. Nick Pietrocarlo, 310 South 9th Avenue
2. Larry Gilderman, 1009 North South Drive
Commissioner Hernandez left the meeting at 4:28 PM and returned at
4:29 PM.
ACTION: Motion was made by Commissioner Sherwood, which
was seconded by Commissioner Case, to adopt the Resolution
appointing Juan Mendoza and Nick Pietrocarlo in the Marine
Industry Professional category; Henry Buzgon and Larry
Gilderman in the Resident category; and Adrian Anghelescu in the
Member Category. On a voice vote the motion passed
unanimously. (7-0)

Appointing Six (6) Members To The Education Advisory Committee.

Alan Fallik, Acting City Attorney, responded to questions raised by the
Commission.
ACTION: Motion was made by Vice Mayor Callari, which was
seconded by Commissioner Hernandez, to adopt the Resolution
appointing Carol Fischer and Matthew Laskowski as Teacher
Members; Mitchell Anton, Jacqueline Grant and Alan Libero as
Member; and Max Weiderhorn as Student Alternate Member, with
the City Clerk drawing lots to determine the terms. On a voice vote
the motion passed unanimously. (7-0)
17. R-2017-144 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Appointing Four (4) Members To The Community Development Advisory
Board.
ACTION: Motion was made by Vice Mayor Callari, which was
seconded by Commissioner Sherwood, to adopt the Resolution
appointing Mitchell Anton, James De Miles, Cliff Germano and
Joann Fullington Reese. On a voice vote the motion passed 6-1.
Commissioner Blattner was opposed.
18. R-2017-145 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Appointing Seven (7) Members To The Parks, Recreation And Cultural
Arts Advisory Board.
The following individuals expressed personal opinions/concerns:
1. Tom Tianich, 5818 Madison Street
2. Shirley Stealey, 2847 Plunkett Street
ACTION: Motion was made by Vice Mayor Callari, which was
seconded by Commissioner Sherwood, to adopt the Resolution
appointing Tom Tianich, Susan Rakes, Jacqueline Carrero,
Kathleen DiBona, Charlie Pepin and Shirley Stealey in the adult
member category; and Shelby Gronvold in the youth member
category, with the City Clerk drawing lots to determine the terms.
On a voice vote the motion passed unanimously. (7-0)

20. ADJOURNMENT
Any person who wishes to speak must first complete a comment card from the City Clerk .
Comment cards must be returned to the City Clerk within the first five minutes after the start
of the agenda item. After being recognized, approach the podium, give your name and
address, identify your client or clients (if applicable). A citizen's time is not transferable to any
other person.
Citizens' Comments shall be held on the Third Wednesday of each month at the Regular City
Commission Meeting in the City Commission Chambers, Room 219, at 5:00 PM.
Lobbyist registration is required if any person, firm or corporation is lobbying the City
Commission on any petition or issue, pursuant to the Section 30.15 of the Code of
Ordinances.
Any person wishing to appeal any decision made by this Commission with respect to any
matter considered at such meeting or hearing will need a record of the proceedings, and for
such purposes may need to ensure that a verbatim record of the proceedings is made, which
record includes the testimony and evidence upon which the appeal is made.
Two or more members of the same city board, commission, or committee, who are not of this
Commission, may attend this meeting and may, at that time, discuss matters on which
foreseeable action may later be taken by their board, commission or committee.

Persons with disabilities who require reasonable accommodations to participate in City

Disclosure Of Real Estate Interests And Business Relationships - When an agenda item
involves the use or development of land, each member of the City Commission, the City
Manager, the Assistant City Manager, the City Attorney, the Deputy City Attorney, and the
director and assistant director(s) of each City department and City office shall disclose orally,
at the time the City Commission begins to discuss the item, or in writing to the City Clerk prior
to the publication of the agenda, any significant interest (as defined below) that such City
official or employee or any relative of such City official or employee has in land located within
300 feet of the land that is the subject of the item. When an agenda item involves an
invitation for bids, request for proposals, request for qualifications, request for letters of
interest, or other competitive solicitation, each member of the City Commission, the City
Manager, the Assistant City Manager, the City Attorney, the Deputy City Attorney, and the
director and assistant director(s) of each City department and City office shall disclose orally,
at the time the City Commission begins to discuss the item, or in writing to the City Clerk prior
to the publication of the agenda, any client or business relationship that such City official or
employee or any relative of such City official or employee has with any business entity that
has submitted a response to the competitive solicitation. “Significant interest” means
ownership of more than 5 percent of the value of the land.
Persons attending meetings shall remain seated at all times unless called upon to speak, will
not call out comments during the meeting or make inappropriate hand or facial gestures.
