The Special City Commission Meeting of the City of Hollywood, Florida, was called to order by Mayor Levy on Tuesday, May 22, 2018 at 5:07 PM in the City Commission Room, Room 219, Joseph W. Watson Circle, Hollywood, Florida. 1. Pledge of Allegiance 2. R-2018-162 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing One Member To The Employees’ Retirement Fund Board Of Trustees. ACTION: Motion was made by Commissioner Hernandez, which was seconded by Vice Mayor Case, to adopt the Resolution appointing Charles Howell. On a voice vote the motion passed unanimously. (7-0) 4. R-2018-163 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing One Member To The Hollywood Firefighters’ Pension Board. Jason Rosner, 5001 Grant Street, expressed personal opinions/concerns. ACTION: Motion was made by Commissioner Callari, which was seconded by Commissioner Sherwood, to adopt the Resolution appointing Jason Rosner. On a voice vote the motion passed unanimously. (7-0) 5. R-2018-164 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Two Members To The Civil Service Board. The following individuals expressed personal opinions/concerns: 1. Susan Triano, 1049 Tyler Street 2. Ira Miller, 1727 Johnson Street Discussion ensued among members of the Commission. Tami Thornton, Assistant Director of Human Resources, provided additional information. City of Hollywood Page 1 Special City Commission Meeting Meeting Minutes - Final May 22, 2018 ACTION: Motion was made by Commissioner Hernandez, which was seconded by Commissioner Callari, to adopt the Resolution appointing Susan Triano in the category of private sector management, and Samuel Bentolila in the category of self-employed. On a voice vote the motion passed unanimously. (7-0) 6. R-2018-165 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Two Members To The Hollywood Housing Authority Board Of Commissioners. The following individuals expressed personal opinions/concerns: 1. Jared Anton, 4912 Garfield Street 2. Rochelle Lessner, 140 S Dixie Hwy, Apt 9 3. William Treece, 309 Crocus Terrace, Apt 1 4. Lloyd Edelstein, 5130 N 37 Street 5. Nancy Gaggino, Tarrat Group 6. Brian Gordon, 1114 S Southlake Drive ACTION: Motion was made by Commissioner Biederman, which was seconded by Commissioner Callari, to adopt the Resolution appointing Maria Diaz in the category of resident and Jared Anton in the category of citizen at large. On a voice vote the motion passed unanimously. (7-0) 7. R-2018-166 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Six Members To The Unsafe Structures Board. Discussion ensued among members of the Commission. ACTION: Motion was made by Commissioner Hernandez, which was seconded by Commissioner Callari, to adopt the Resolution appointing William Campenella in the category of registered architect; Heather Harmon in the category of attorney at law; and Mari Khoury in the category of real estate property manager. On a voice vote the motion passed unanimously. (7-0) 8. R-2018-167 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Six Members To The Historic Preservation Board. The following individuals expressed personal opinions/concerns: 1. Jean-Paul Perez, 2751 Taft Street, Apt 212 2. Stephen Piper, 1230 Van Buren Street 3. Steven Toth, 1926 Funston Street 4. William Treece, 309 Crocus Terrace, #9 City of Hollywood Page 2 Special City Commission Meeting Meeting Minutes - Final May 22, 2018 Discussion ensued among members of the Commission. Leslie Del Monte, Planning Administrator, provided additional information. ACTION: Motion was made by Commissioner Callari, which was seconded by Vice Mayor Case, to adopt the Resolution appointing Jean-Paul Perez in the category of architectural historian or urban planner; Nancy Gaggino in the category of engineer or general contractor; Stephen Piper in the category of real estate broker; Steven Toth in the category of citizen at large; and William Treece in the alternate category. On a voice vote the motion passed unanimously. (7-0) 9. R-2018-168 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Three Members To The Planning And Development Board. The following individuals expressed personal opinions/concerns: 1. Shannon Stough, 3926 Taft Street 2. Patricia Antrican, 2534 Fillmore Street 3. Cliff Germano, 1627 N 28 Court 4. Carla Chodkowski, 4109 Jackson Street Discussion ensued among members of the Commission. Andria Wingett, Assistant Director of Development Services, provided additional information. ACTION: Motion was made by Commissioner Hernandez, which was seconded by Commissioner Callari, to adopt the Resolution appointing Shannon Stough in the category of professional; and Clifford Germano in the category of citizen. On a voice vote the motion passed unanimously. (7-0) 10. R-2018-169 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Two Members To The Community Development Advisory Board. Martin Shuham, 4201 N Ocean Drive, expressed personal opinions/concerns. ACTION: Motion was made by Commissioner Callari, which was seconded by Commissioner Hernandez, to adopt the Resolution appointing Rochelle Lessner and Martin Shuham. R-2018-170 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Two Members To The Marine Advisory Board. ACTION: Motion was made by Commissioner Callari, which was seconded by Vice Mayor Case, to adopt the Resolution appointing Paul Cobb in the member category. On a voice vote the motion passed unanimously. (7-0) 12. R-2018-171 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Three Members To The Artwork Selection Committee. Discussion ensued among members of the Commission. ACTION: Motion was made by Commissioner Biederman, which was seconded by Vice Mayor Case, to amend the Resolution to add a student member category. On a voice vote the motion passed unanimously. (7-0) Mike Wharton, ArtsPark and Cultural Affairs Division Administrator, explained the intent of the resolution. ACTION: Motion was made by Commissioner Callari, which was seconded by Vice Mayor Case, to adopt the Resolution as amended appointing Monica Gonzalez and Khadja Gregory-Faal as members; Grahm Rubin as student member; and Laura Marsh as the Art & Culture Center representative. On a voice vote the motion passed unanimously. (7-0) 13. R-2018-172 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Ten Members To The Green Team Advisory Committee. The following individuals expressed personal opinions/concerns: 1. Julia Johnson, 1919 Van Buren Street 2. Sandra Finn, 6001 N Ocean Drive, #805 3. Sylvia Meyer, 1520 Rodman Street 4. Wendy Schugar-Martin, 5297 SW 34 Way 5. Karen Rice-David, 1316 S 19 Avenue Lorie Mertens-Black, Chief Civic Affairs Officer, explained the intent of the resolution. On a voice vote the motion passed unanimously. (7-0) 14. R-2018-173 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Nine Members To The African American Advisory Council The following individuals expressed personal opinions/concerns: 1. Khadji Gregory-Faal, 2119 Plunkett Court ACTION: Motion was made by Commissioner Sherwood, which was seconded by Vice Mayor Case, to adopt the Resolution appointing Linda Anderson, Khadji Gregory-Faal, Renee Hicks, Georgette Lasley-Wiggins, Richard Louis, Ira Miller, David Rosa Jr. all in the member category; and appointing Shatoria Means and Elene Carey-Walker in the alternate category; with the City Clerk drawing lots to determine the terms. On a voice vote the motion passed unanimously. (7-0) 15. R-2018-174 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Appointing Seven Members To The Parks, Recreation And Cultural Arts Advisory Board. Grahm Rubin, 3896 Meadow Lane, expressed personal opinions/concerns. ACTION: Motion was made by Commissioner Callari, which was seconded by Commissioner Hernandez, to adopt the Resolution appointing Monica Gonzalez, Nathan Whitney, Elena Carey-Walker, Denise Fahey, Tom Tianich, all in the adult member category; and appointing Shelby Gronvold and Grahm Rubin in the youth member category; with the City Clerk drawing lots to determine the terms. R-2018-175 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Amending Resolution R-2016-148 To Decrease The Membership By Elimination Of The Alternate Position; And Appointing Nine Members To The Neighborhood Watch Advisory Board. William Treece, 309 Crocus Terrace, #9 2. Glenda Pagan, 2701 N 72 Terrace 3. Denise Fahey, 420 S 28th Avenue ACTION: Motion was made by Commissioner Callari, which was seconded by Commissioner Sherwood, to adopt the Resolution appoinitng Linda Anderson in the Northeast Central category; Brian Gordon in the Southeast Central; Peter Pazer in the South Lake category; William Treece in the Hollywood Beach category; Glenda Pagan in the Driftwood category; Silvius Sfera in the 441 Corridor category; and Samual Bentolila in the Northwest Central category. On a voice vote the motion passed unanimously. (7-0) Discussion ensued among members of the Commission. David Strauss, Assistant Chief of Police, responded to questions raised by the Commission. ACTION: Motion was made by Commissioner Callari, which was seconded by Commissioner Hernandez, to reconsider the Resolution. On a voice vote the motion passed unanimously. (7-0) ACTION: Motion was made by Commissioner Hernandez, which was seconded by Vice Mayor Case, to adopt the Resolution appoinitng Linda Anderson in the Northeast Central category; Jacqueline Carrero in the Southeast Central; Brian Gordon in the South Lake category; William Treece in the Hollywood Beach category; Glenda Pagan in the Driftwood category; Silvius Sfera in the 441 Corridor category; and Samual Bentolila in the Northwest Central category. On a voice vote the motion passed unanimously. (7-0) 17. R-2018-176 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Amending Resolution No. R-2015-262 To Decrease The Number Of Regular Members From Ten To Nine; And Appointing Seven Members To The Education Advisory Committee. Clay Milan, Community Development Manager, Staff Liason, explained the intent of the resolution. Mayor Levy passed the gavel to Vice Mayor Case and left the meeting at 6:43 PM. On a voice vote the motion passed 6-0. Mayor Levy was absent. 18. Alissa Alfonso, 1452 Van Buren Street ACTION: Motion was made by Commissioner Hernandez, which was seconded by Commissioner Callari, to adopt the Resolution appointing Rochelle Lessner in the category of representative from performing arts field; Harry Grunberg in the category of representative from extensive art and culture background; Alissa Alfonso in the category of representative from arts community at large; Jacqueline Carrero in the category of representative from Broward County School System; and David Harris in the category of citizen-at-large.
