The Special City Commission Meeting of the City of Hollywood, Florida, was called to order by Mayor Levy on Wednesday, June 19, 2019 at 9:11 AM in the City Commission Room, Room 219, Joseph W. Watson Circle, Hollywood, Florida. 1. Pledge of Allegiance 2. Roll Call Present: Commissioner Caryl Shuham, Commissioner Peter Hernandez, Vice Mayor Traci Callari, Commissioner Richard Blattner, Commissioner Kevin D. Biederman, Commissioner Linda Sherwood and Mayor Josh Levy 3. R-2019-164 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Approving And Authorizing The Appropriate City Officials To Execute The Second Amendment To The Solid Waste Disposal Agreement With Waste Connections Of Florida, Inc. For An Estimated Annual Amount Of $1,867,800.00. Dr. Wazir Ishmael, City Manager, announced Silvia Glazer's impending retirement and thanked her for her service. Commissioner Sherwood arrived at the meeting at 9:15 AM. Commissioner Hernandez left the meeting at 9:16 AM and returned at 9:18 AM. Sylvia Glazer, Director of Public Works, stated items 3 and 4 will be presented together. Sylvia Glazer, Director of Public Works, provided a detailed presentation on the intent of the resolutions. Mitch Kessler, Kessler Consulting, provided a detailed presentation on the collection and contract options. Charles Lassiter, Assistant Director of Public Works, reviewed the impact on customer rates. The following individuals expressed personal opinions/concerns: 1. Dave Fletcher, 2006 N 38 Avenue 2. Tom Lander, 3186 Roosevelt Street Extensive discussion ensued among staff and members of the Commission. John Heinemanh, Waste Connections, provided additional information on recycling and the recycling market. Extensive discussion ensued among staff and members of the Commission. Mitch Kessler, Kessler Consulting, responded to questions raised by the Commission. Extensive discussion ensued among staff and members of the Commission. Russell Mackie, Regional Vice President Waste Pro, responded to questions raised by the Commission. Douglas Gonzales, City Attorney, provided additional information. Commissioner Hernandez left the meeting at 10:46 AM and returned at 10:48 AM. Dr. Wazir Ishmael, City Manager, responded to concerns raised by the Commission. Extensive discussion ensued among staff and members of the Commission. Commissioner Blattner left the meeting at 11:22 AM and returned at 11:24 AM. Commissioner Shuham left the meeting at 11:26 AM and returned at 11:28 AM. Discussion ensued among staff and members of the Commission. Commissioner Sherwood left the meeting at 11:29 AM and returned at 11:30 AM. Commissioner Sherwood left the meeting at 11:31 AM and returned at 11:35 AM. Discussion ensued among staff and members of the Commission. Commissioner Biederman left the meeting at 11:39 AM. This item was temporarily passed and will be taken up later in the meeting. 5. R-2019-166 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Approving And Authorizing The Appropriate City Officials To Execute An Agreement With Waste Pro Of Florida, Inc. For Solid Waste Collection, Recyclables Collection, Yard Waste/Bulk Waste Collection And Yard Waste/Bulk Waste Disposal For An Estimated Annual Amount Of $11,548,722.04. Commissioner Biederman returned to the meeting at 11:40 AM. ACTION: Motion was made by Commissioner Blattner, which was seconded by Commissioner Shuham, to adopted the Resolution with an amendment to grant permission to the City Manager to allow continued negotiations. On a voice vote the motion passed unanimously. (7-0) 3. R-2019-164 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Approving And Authorizing The Appropriate City Officials To Execute The Second Amendment To The Solid Waste Disposal Agreement With Waste Connections Of Florida, Inc. For An Estimated Annual Amount Of $1,867,800.00. ACTION: Motion was made by Commissioner Shuham, which was seconded by Commissioner Sherwood, to adopt the Resolution. On a voice vote the motion passed unanimously. (7-0) 4. R-2019-165 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Approving And Authorizing The Appropriate City Officials To Execute A Second Amendment To The Agreement With Waste Connections Of Florida, Inc. For Recyclables Processing Services In An Estimated Annual Amount Of $430,000.00. ACTION: Motion was made by Commissioner Shuham, which was seconded by Commissioner Sherwood, to adopt the Resolution. On a voice vote the motion passed unanimously. (7-0) City of Hollywood Page 3 Special City Commission Meeting Meeting Minutes - Final June 19, 2019 6. R-2019-167 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Revising The Monthly Sanitation Fee For Collection And Disposal Services Provided By The Environmental Services Division Of The Public Works Department. ACTION: Motion was made by Commissioner Shuham, which was seconded by Commissioner Sherwood, to adopt the Resolution subject to any discount received or negotiated. ACTION: Motion was made by Commissioner Blattner, which was seconded by Commissioner Hernandez, to continue the Resolution until the July 3, 2019 Regular Commission meeting.
