. The Special City Commission Meeting of the City of Hollywood, Florida, was called to
order by Mayor Levy on Thursday, September 12, 2019 at 5:36 PM in the City
Commission Room, Room 219, Joseph W. Watson Circle, Hollywood, Florida.
1. Pledge of Allegiance

Present: Commissioner Caryl Shuham, Commissioner Peter Hernandez, Vice
Mayor Traci Callari, Commissioner Richard Blattner, Commissioner
Kevin D. Biederman, Commissioner Linda Sherwood and Mayor Josh
Levy
3. P-2019-63 City Manager’s Recommended Budget Presentation.
Dr. Wazir Ishmael, City Manager, provided an overview of the
recommended proposed budget.
Adam Reichbach, Assistant City Manager for Budget and Finance,
provided a detailed presentation on the FY2020 proposed budget.
4. R-2019-260 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Relating To The Provision Of Fire Rescue Services, Facilities And
Programs In The City Of Hollywood, Florida; Reimposing Fire Rescue
Assessments Against Assessed Property Located Within The City Of
Hollywood For The Fiscal Year Beginning October 1, 2019; Approving
The Rate Of Assessment; Approving The Assessment Roll.
The Mayor announced the resolution was advertised in conformance with
Florida Statutes and City Codes. The public hearing was opened and
Roger Brillion, 4200 Hillcrest Drive, expressed personal
opinions/concerns. Being there was no one further who wished to speak,
the public hearing was declared closed.
Adam Reichbach, Assistant City Manager for Finance and
Administration, responded to questions raised by the Commission.
Rudy Jurado, Fire Chief, responded to questions raised by the
Commission.
Dr. Wazir Ishmael, City Manager, provided additional information.
Discussion ensued among staff and members of the Commission.

ACTION: Motion was made by Commissioner Blattner, which was
seconded by Commissioner Sherwood, to adopt the Resolution.
On a voice vote the motion passed 6-1. Commissioner Hernandez
was opposed.
5. R-2019-261 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Relating To The Provision Of Fire Inspection Services, Facilities And
Programs In The City Of Hollywood, Florida; Reimposing Fire Inspection
Assessments Against Assessed Property Located Within The City Of
Hollywood For The Fiscal Year Beginning October 1, 2019; Approving
The Rate Of Assessment; Approving The Assessment Roll.
The Mayor announced the resolution was advertised in conformance with
Florida Statutes and City Codes. The public hearing was opened; there
being no one present who wished to speak, the public hearing was
declared closed.
ACTION: Motion was made by Commissioner Blattner, which was
seconded by Vice Mayor Callari, to adopt the Resolution. On a
voice vote the motion passed unanimously. (7-0)
6. R-2019-262 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Relating To The Levying And Collecting Of A Non-Ad Valorem
Assessment For The Costs Of Abating Nuisances Occurring On Real
Property In The City That Are Prohibited Under The City’s Code Of
Ordinances; Imposing Nuisance Abatement Assessments For The Fiscal
Year Beginning October 1, 2019 Against The Effected Property Owners
Who Have Had Remedial Work Performed To Remedy The Nuisances:
Approving The Assessment Amounts; Approving The Assessment Roll.
Cintya Ramos, Director of Financial Services, explained the intent of the
resolution.
The Mayor announced the resolution was advertised in conformance with
Florida Statutes and City Codes. The public hearing was opened and
Ann Ralston, 326 S 14th Avenue, expressed personal opinions/concerns.
Being there was no one further who wished to speak, the public hearing
was declared closed.
Discussion ensued among staff and members of the Commission.
ACTION: Motion was made by Commissioner Hernandez, which
was seconded by Commissioner Shuham, to adopt the
Resolution. On a voice vote the motion passed unanimously. (7-0)
7. R-2019-263 A Resolution Of The City Commission Of The City Of Hollywood, Florida,

Tentatively Fixing The Amount And Rate Of Taxation For The Fiscal Year
Commencing October 1, 2019, And Making The Tax Levy For The Year
2019.
The Mayor read the title of the resolution as follows: "A Resolution of the
City Commission of the City of Hollywood, Florida, Tenatively Fixing the
Amount and Rate of Taxation for the Fiscal Year Commencing October
1, 2019, and Making the Tax Levy For The Year 2019."
The Mayor stated "The proposed not-to-exceed millage rate set by the
City Commission of the City of Hollywood on July 3, 2019 is 7.4665 mills.
At this time, the City Manager is proposing that the millage rate be
tentatively set at 7.4665, which is estimated to generate general fund net
revenues of one hundred twenty-four million, nine hundred and fifty-six
thousand, three hundred and fifty-one dollars ($124,956,351.00). This
millage rate represents a 3.45% increase over the rolled-back rate of
7.2173 mills."
The Mayor announced the resolution was advertised in conformance with
Florida Statutes and City Codes. The public hearing was opened, and
the following individuals expressed personal opinions/concerns:

Dr. Wazir Ishmael, City Manager, provided additional information.
Commissioner Blattner left the meeting at 6:21 PM and returned at 6:22
PM.

seconded by Commissioner Sherwood, to adopt the Resolution.

8. R-2019-264 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Tentatively Making Appropriations For Fiscal Year 2020 Based On The

Operating And Capital Budget Estimate Of Revenues And Expenditures
For Each Of The City’s Operating Funds As Submitted By The City
Manager.
The Mayor read the title of the resolution as follows: "A Resolution of the
City Commision of the City of Hollywood, Florida, Tentatively Making
Appropriations for Fiscal Year 2020 Based on the Operating and Capital
Budget Estimate of Revenues and Expenditures for each of the City's
Operating Funds as Submitted by the City Manager."
The Mayor announced the resolution was advertised in conformance with
Florida Statutes and City Codes and opened the public hearing. Ann
Ralston, 326 S 14th Avenue, expressed personal opinions/concerns.
There being no one further who wished to speak, the public hearing was
declared closed.
Discussion ensued among members of the Commission.
Commissioner Sherwood suggested to increase the Art and Culture
Center allocation an additional $75,000.00. Commissioner Hernandez
supported the request.

Adam Reichbach, Assistant City Manager for Finance and
Administration, responded to concerns raised by the Commission.

Gus Zambrano, Assistant City Mananger for Sustainable Development,
responded to questions raised by the Commission.
Discussion ensued among staff and members of the Commission.
ACTION: Motion was made by Vice Mayor Callari, which was
seconded by Commissioner Sherwood, to adopt the Resolution.
On a voice vote the motion passed 5-2. Commissioner Shuham
and Commissioner Blattner were opposed.
Mayor Levy announced the date of the second budget hearing on
Thursday, September 26. 2019 at 5:30 PM.

Executive Session
Douglas Gonzales, City Attorney, announced pursuant to Florida Statutes
286.011(8)(a), an executive session would be held on September 16,
2019 at 4:30 PM regarding Broward County vs. City of Hollywood
litigation. Attending the session will be the Mayor, Commissioners, City
Manager, City Attorney, and outside counsel, Steven Zelkowitz and John
Herin.
9. The meeting adjourned at 7:10 PM.
