Gonzales, City Attorney Patricia A. Cerny, City Clerk Special City Commission Meeting Meeting Minutes - Final September 26, 2019 . The Special City Commission Meeting of the City of Hollywood, Florida, was called to order by Mayor Levy on Thursday, September 26, 2019 at 5:34 PM in the City Commission Room, Room 219, Joseph W. Watson Circle, Hollywood, Florida. 1. Pledge of Allegiance 2. Roll Call Present: Commissioner Caryl Shuham, Commissioner Peter Hernandez, Vice Mayor Traci Callari, Commissioner Richard Blattner, Commissioner Kevin D. Biederman and Mayor Josh Levy Absent: Commissioner Linda Sherwood 3. P-2019-67 City Manager’s Recommended Budget Presentation. Dr. Wazir Ishmael, City Manager, explained the additions requested by the City Commission to the budget from the last public hearing to add swimming lessons at Attucks Middle Schools and funding for the Art and Culture Center funding have been made. Adam Reichbach, Assistant City Manager for Finance and Administration, provided a presentation on the FY 2020 proposed budget. 4. R-2019-282 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Fixing The Amount And Rate Of Taxation For The Fiscal Year Commencing October 1, 2019, And Making The Tax Levy For The Year 2019. Discussion ensued among members of the Commission. Gus Zambrano, Assistant City Manager for Sustainable Development, responded to questions raised by the Commission. Mayor Levy read the title of the resolution, "A Resolution of the City Commission of the City of Hollywood, Florida, Fixing the Amount and Rate of Taxation for the Fiscal year commencing October 1, 2019 and making the Tax Levy for the Year 2019". The Mayor stated "The proposed Millage rate set by the City Commission of the City of Hollywood on September 12, 2019 is 7.4665 Mills, which is estimated to generate general Fund Net Revenues of $124,956,351.00. This Millage rate represents a 3.45% increase over the rolled-back rate of 7.2173 mills." Ann Ralston, 326 S 14th Avenue, expressed personal opinions/concerns. There being no one further who wished to speak, the public hearing was declared closed. ACTION: Motion was made by Vice Mayor Callari, which was seconded by Commissioner Biederman, to adopt the Resolution. On a voice vote the motion passed 6-0. Commissioner Sherwood was absent. 5. P-2019-68 Adoption Of Motion To Concur With The Separate Adoption Of The Community Redevelopment Agency Budgets By The CRA Board In Accordance With The State Statute Regulating Special Districts. ACTION: Motion was made by Vice Mayor Callari, which was seconded by Commissioner Hernandez, to concur with the seperate adoption of the Community Redevelopment Agency budgets by the CRA board. On a voice vote the motion passed 6-0. Commissioner Sherwood was absent. 6. R-2019-283 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Making Appropriations For Fiscal Year 2020 Based On The Operating And Capital Budget Estimate Of Revenues And Expenditures For Each Of The City’s Operating Funds As Submitted By The City Manager. The Mayor read the title of the resolution "A Resolution of the City Commission of the City of Hollywood, Florida, Making appropriations for the Fiscal year 2020 based on the operating and capital budget estimate of revenues and Expenditures for each of the City's Operating Funds as Submitted by the City Mananger." The Mayor announced the public hearing was advertised in conformance with Florida Statutes and City Ordinances. The public hearing was opened and Ann Ralston, 326 S 14 Avenue, expressed personal opinions/concerns. Being there was no one further who wished to speak, the public hearing was declared closed. Discussion ensued among members of the Commission. Dr. Wazir Ishmael, City Manager, responded to questions raised by the Commission. ACTION: Motion was made by Vice Mayor Callari, which was seconded by Commissioner Hernandez, to adopt the Resolution. On a voice vote the motion passed 6-0. Commissioner Sherwood was absent. 7. R-2019-284 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Approving The Five-Year FY 2020-2024 Capital Improvement Program For Projects Funded From Pay As You Go Funding, Parking Enterprise Fund, Water And Sewer Renewal, Replacement And Improvement Reserve, Stormwater Enterprise Fund, State Revolving Fund Loans, And Other Sources. Ann Ralston, 326 S 14th Avenue, expressed personal opinions/concerns. ACTION: Motion was made by Vice Mayor Callari, which was seconded by Commissioner Hernandez, to adopt the Resolution. On a voice vote the motion passed 6-0. Commissioner Sherwood was absent. 8. R-2019-285 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Establishing The Number And Type Of Authorized Positions For Each Department And Office For The Fiscal Year 2020. ACTION: Motion was made by Vice Mayor Callari, which was seconded by Commissioner Biederman, to adopt the Resolution. On a voice vote the motion passed 6-0. Commissioner Sherwood was absent. 9.
