. The Special City Commission Meeting of the City of Hollywood, Florida, was called to
order by Mayor Levy on Monday, September 13, 2021 at 5:39 PM in the City Commission
Room, Room 219, 2600 Hollywood Blvd., Hollywood, Florida.

Present: Commissioner Caryl Shuham, Commissioner Linda Anderson,
Commissioner Traci Callari, Commissioner Adam Gruber,
Commissioner Kevin D. Biederman, Vice Mayor Linda Sherwood and
Mayor Josh Levy
3. P-2021-49 City Manager’s Recommended Budget Presentation.
Dr. Wazir Ishmael, City Manager, provided an introduction on the
recommended budget for FY22.
Laurette Jean, Director of Budget and Performance Management,
provided a presentation on the FY22 budget.
Adam Reichbach, Assistant City Manager for Budget and
Administration, provided a presentation on the FY22 budget.
Discussion ensued among staff and members of the Commission.
Pete Bieniek, Director of Public Works, provided additional information.

Chris O'Brien, Police Chief, responded to concerns raised.

4. R-2021-219 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Relating To The Provision Of Fire Rescue Services, Facilities And
Programs In The City Of Hollywood, Florida; Reimposing Fire Rescue
Assessments Against Assessed Property Located Within The City Of
Hollywood, Florida For The Fiscal Year Beginning October 1, 2021;
Approving The Rate Of Assessment; Approving The Assessment Roll.
The Mayor announced the resolution was advertised in conformance with
Florida Statutes and City Codes. The public hearing was opened; there
being no one present who wished to speak, the public hearing was
declared closed.

Discussion ensued among members of the Commission.
Dan Booker, Fire Chief, responded to concerns raised.
ACTION: Motion was made by Commissioner Callari, which was
seconded by Commissioner Anderson, to adopt the Resolution.
On a voice vote the motion passed unanimously. (7-0)
5. R-2021-220 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Relating To The Provision Of Fire Inspection Services, Facilities And
Programs In The City Of Hollywood, Florida; Reimposing Fire Inspection
Assessments Against Assessed Property Located Within The City Of
Hollywood, Florida For The Fiscal Year Beginning October 1, 2021;
Approving The Rate Of Assessment; Approving The Assessment Roll.

Florida Statutes and City Codes. The public hearing was opened; there
being no one present who wished to speak, the public hearing was

6. R-2021-221 A Resolution Of The City Commission Of the City of Hollywood, Florida,
Relating To The Levying And Collecting Of Non-Ad Valorem
Assessments For The Costs Of Abating Nuisances Occurring On Real
Property In The City That Are Prohibited Under The City’s Code Of
Ordinances; Imposing Nuisance Abatement Assessments For The Fiscal
Year Beginning October 1, 2021 Against The Effected Properties Where
The City Had Work Performed To Remedy The Nuisances; Approving
The Assessment Amounts; Approving The Assessment Roll.
The Mayor announced the resoluton was advertised in conformance with
Florida Statutes and City Codes. The public hearing was opened; there
being no one present who wished to speak, the public hearing was
declared closed.
ACTION: Motion was made by Vice Mayor Sherwood, which was
seconded by Commissioner Callari, to adopt the Resolution. On a
voice vote the motion passed unanimously. (7-0)
7. R-2021-222 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Tentatively Fixing The Amount And Rate Of Taxation For The Fiscal Year

Commencing October 1, 2021, And Making The Tax Levy For The Year
2021.
Mayor Levy read the title of the Resolution as follows: "A Resolution Of
The City Commission Of The City Of Hollywood, Florida, Tentatively
Fixing The Amount And Rate Of Taxation For The Fiscal Year
Commencing October 1, 2021, And Making The Tax Levy For The Year
2021."
Mayor Levy stated "The proposed not to exceed millage rate set by the
City Commission of the City of Hollywood on July 7, 2021 is 7.4810 mills.
At this time, the City Manager is proposing that the millage rate be
tentatively set at 7.4810, which is estimated to generate general fund net
revenues of one hundred thirty-four million, seven hundred and
twenty-nine thousand, four hundred and one dollars ($134,729,401.00).
This millage rate represents a 4.39% increase over the rolled-back rate
of 7.1663 mills."
The Mayor announced the resolution was advertised in conformance with
Florida Statutes and City Codes. The public hearing was opened; there
being no one present who wished to speak, the public hearing was
declared closed.

Adam Reichbach, Assistant City Manager for Finance and
Administration, provided additional information.

ACTION: Motion was made by Commissioner Biederman, which
was seconded by Vice Mayor Sherwood, to adopt the Resolution
with 7.4665 operating mills. On a voice vote the motion failed 1-6.
Vice Mayor Sherwood, Commissioner Shuham, Commissioner
Anderson, Commissioner Callari, Commissioner Gruber and
Commissioner Biederman were opposed.
ACTION: Motion was made by Commissioner Callari, which was
seconded by Commissioner Anderson, to adopt the Resolution
with 7.4810 operating mills. On a voice vote the motion passed 6-1.
Mayor Levy was opposed.

8. P-2021-50 Adoption Of Motion To Concur With The Separate Adoption Of The
Community Redevelopment Agency Budgets By The CRA Board In
Accordance With The State Statute Regulating Special Districts.
ACTION: Motion was made by Vice Mayor Sherwood, which was
seconded by Commissioner Shuham, to concur with the separate
adoption of the CRA budgets by the CRA Board. On a voice vote
the motion passed unanimously. (7-0)
9. R-2021-223 A Resolution Of The City Commission Of The City Of Hollywood, Florida,
Tentatively Making Appropriations For Fiscal Year 2022 Based On The
Operating And Capital Budget Estimate Of Revenues And Expenditures
For Each Of The City’s Operating Funds As Submitted By The City
Manager.
The Mayor announced the resolution was advertised in conformance with
Florida Statutes and City Codes. The public hearing was opened; there
being no one present who wished to speak, the public hearing was
declared closed.
ACTION: Motion was made by Commissioner Shuham, which was
seconded by Vice Mayor Sherwood, to adopt the Resolution. On a
voice vote the motion passed unanimously. (7-0)

MEETING AND PUBLIC COMMENT PROCEDURE
The City of Hollywood, Florida will be conducting a Special City Commission meeting at 5:30 PM on
Monday, September 13, 2021 in Room 219. Due to limited public access to Hollywood City Hall, 2600
Hollywood Blvd, Room 219, because of the risk to public health, the City is offering a number of options
for members of the public to view and participate in the meeting.

The opportunity for public comments is available on all agenda items to be voted on by the
Commission and under Citizen Comments. The opportunity for public comments is not available on
Proclamations and Presentations. Public comments are limited to 3 minutes per person and time
cannot be transferred. Registrations to participate in the meeting virtually or must be received by 12:00
PM on Monday, prior to the City Commission Meeting.
Due to capacity limitations and social distancing requirements, in-person participation requires:
• Facial covering at all times when inside City Hall
• Temperature check upon entering City Hall
Staff will direct the public to the designated seating area where they will be able to listen to the meeting .
Once the meeting begins and maximum indoor capacity is reached, no other members of the public
will be allowed in the designated seating area. The City Clerk will call out the names of those wishing
to address the City Commission in-person, at which time they will approach the lectern and address
the Commission members. In-person participants commenting on multiple items may return to the
designated seating area and wait for their name to be called again.
