HOLMDEL ENVIRONMENTAL COMMISSION Minutes of the Regular Meeting Wednesday, October 9, 2024 OPENING STATEMENT: “I hereby announce, pursuant to Section 5 of the Open Public Meetings Act, that adequate notice of this meeting has been provided on January 12, 2024, to the Asbury Park Press and the Two River Times. Notice has also been posted in the entrance of Town Hall, filed in the Clerk’s Office, and posted on the Township’s website, www.holmdeltownship.com, all pursuant to Section 13 of the Open Public Meetings Act.” Roll Call Present: Karen Strickland Ralph Blumenthal Wes Fagan Tony Salerno Jill Perez Janet Jackel David Wolff Loretta Coscia Absent: Randy Rauscher Gary Vanderham Pledge of Allegiance Moment of Silence to Honor Military and Police Who Have Been Wounded or Killed in Action Environment al Commission Business  Draft Meeting Minutes – August 14, 2024 Motion by David seconded by Janet to approve the minutes. Motion carried on voice vote by eligible members.  ERI – 1990 Natural Resources Inventory – Update Webex meeting scheduled for October 16 at 11:00 a.m. Green Team taking the lead on this. Ralph spoke with Land Conservancy Group. They have their own Google drive with some of the documents. Working on ensuring that the list is as complete and updated as possible. Some newer properties were not on it and what the County acquired on Route 34 and further north.  Environmental Forum – Update Karen sent out a save the date for October 24th. Forum topics are MS4 permitting and watershed planning.  Sustainable Jersey Energy Plan Grant – Janet said there would be an intake meeting on October 28th. An energy audit is planned for Township buildings.  Storm drains – Wes brought up a letter he had written to Jay Delaney regarding storm drains, and was told to wait to address after the street paving was done. Karen will follow up with Jay Delaney about storm drains on the corner or Beverly and East Brook. HEC meeting minutes – October 9, 2024  David stated that the proposed development of Woodland Estates had cleared all of the trees. Karen asked where the town stands with the new tree ordinance. Ralph said it was state mandated. Karen to check with Jay Delaney on whether the town adopted an ordinance.  Ralph will follow-up with the Clerk on the Stormwater ordinance.  Wes participated in Adopt-a-Storm Drain presentation. It was very comprehensive.  Ralph – list top priorities; Crawford Corner flooding $300K - $500K repair; Middle Road Bridge-build berm around house $15K (Karen will ask Jay Delaney about this). Wes: pave road, upgrade storm drains. Planning Board 38 Line Road, Block 28, Lot 22, Preliminary/Final Major Subdivision Applicant proposes to subdivide the existing 21.19-acre into three lots. The existing dwelling, a flag lot in the R40-B Zone will remain. The site is predominantly wooded with moderate to severe slopes. It is bordered on its southern boundary by residential properties zoned R-40A and R-40B. Flag lots are permitted in the R40-A Zone but not in the R40-B Zone. HEC needs additional information. Adjournment There being no further business for the evening, motion by Tony seconded by Dave to adjourn at 8:05 p.m. Motion carried on voice vote.
