Minutes of the Reorganization and Regular Meeting
Wednesday, January 15, 2025
OPENING STATEMENT: “I hereby announce, pursuant to Section 5 of the Open Public Meetings
Act, that adequate notice of this meeting has been provided on January 10, 2025, to the Asbury Park
Press and the Two River Times. Notice has also been posted in the entrance of Town Hall, filed in the
Clerk’s Office, and posted on the Township’s website, www.holmdeltownship.com, all pursuant to
Section 13 of the Open Public Meetings Act.”

Draft Meeting Minutes – December 11, 2024 Minutes approved
The Regional Watershed Forum scheduled for January 23rd. Speakers at the meeting will
be Christopher Obropta of the NJ Water Resources Research Institute and Alena Brayshaw of
the Rutgers Extension Water Resources Program. The goal of the meeting is to discuss the
watershed plan component of the MS4 Permitting process and how neighboring towns can
work together.
Land Conservancy – Natural Resources Inventor y The HEC discussed that Holmdel needs
a policy for regularly updating the NRI which includes who is responsible and how often this
will be updated. "The NRIs submitted for Sustainable Jersey points shall include information
and mapping (to the greatest extent possible) for the following: Geology;
Geography/Topography; Climate; Air; Hydrology; Soils; Wetlands; Vegetation; Wildlife
(including Threatened and Endangered Species habitat); Existing Land Use and
Transportation maps; and address regional relationships."
The New Jersey State Development and Redevelopment Plan (SDRP), or State Plan
The HEC reviewed the SDRP and discussed some of the following goals:
Promote Economic Growth that Benefits all Residents of New Jersey
Provide an Adequate Supply of Housing For Residents of All Ages and Incomes in
Communities of Their Choosing That Meet Their Needs and Offer Ready Access to the Full
Range of Supportive Goods and Services
Economic Opportunity Through nation-leading Infrastructure
Revitalize and Recenter the State’s Underutilized Developed Areas
Effectively Address the Adverse Impacts of Global Climate Change
Protect, Maintain, and Restore the State’s Natural and Water Resources and Ecosystems
Protect the Environment; Prevent and Clean Up Pollution
Protect, Enhance, and Improve Access to Areas with Exceptional Archeological, Historic,
Cultural, Scenic, Open Space, and Recreational Value
Implement Equitable Planning Practices to Promote Thriving Communities for all New
Jerseyans
Foster Sound and Integrated Planning and Implementation at all Levels Statewide
Draft – Tree Ordinance – The HEC discussed the enforcement and administration of the tree
ordinance. As noted by Jay Delaney this will most likely be the responsibility of Code
Enforcement and/or Zoning offices.
Community Energy Planning Grant meeting at Bell Works Jan uary 28 th – The kick-off
meeting is scheduled for Tuesday 1/28 at 6:30. The Holmdel Green Team will discuss the
Sustainable Jersey grant and how to work towards the Sustainable Jersey certification. As per
the website there is a 2025 New Jersey Sustainability Summit which will be held on Friday,
May 9th at Bell Works in Holmdel, NJ.
3 Brook Lane, Sinikka Massa, Block # 20, Lot # 5.16 – flooding issues
The HEC reviewed the images presented about the flooding from the stream at Mrs. Massa's
home. Based on the images there were questions about erosion, but it was noted that not
much could be done.
