PRESENTATION - HOLMDEL GREEN TEAM ◦ The Green Team gave a presentation on Holmdel Township's community energy plan. 7. PRESENTATION - T&M ASSOCIATES - WILSON PARK ◦ Township Engineer Fran Mullan gave a presentation on the plans for improvements at Robert Wilson Park. Jay Yanello, Ladwood Drive- Mr. Yanello asked about fencing on the property. Ralph Blumenthal, Stoney Brook Road- Mr. Blumenthal commented on the original topogrophy of Crawford Hill. Karen Strickland, Heyward Hills Drive- Ms. Strickland asked if there would be bathrooms, a museum or a welcome center. Patrick Trischitta, Line Road- Mr. Trischitta stated the Horn Antenna and Building 3 are the only historically designated structures on the property. Kin Gee, Sage Street- Mr. Gee asked if there would be a fence around the horn antenna. Jennie Blumenthal, Stoney Brook Road- Ms. Blumenthal asked about fencing on the property. Peter Franco, Hop Brook Lane- Mr. Franco commented on environmental concerns on a neighboring property. Victoria Scotto-Lovina, Hidden Hollow Road- Ms. Scotto-Lovina asked that the residents have input on the plans for the park moving forward. 8. MAYOR'S STATE OF HOLMDEL PRESENTATION ◦ Mayor Impreveduto presented his State of Holmdel address. 9. INTRODUCTION OF ORDINANCES ◦ 2026-14 Ordinance of the Township of Holmdel, Monmouth County, State of New Jersey, to Exceed the 2026 Municipal Budge Appropriations Limits and to Establish A Cap Bank (N.J.S.A. 40A:4-45.14) Motion is to adopt on first reading, publish on the Holmdel Township Website and set public hearing for May 26, 2026. 2026-14 RESULT: CARRIED. Mayor Impreveduto requested a motion to adopt Resolution 2026-110 introducing the 2026 budget. RESULT: CARRIED. BOARDS/COMMITTEES ◦ Committeeman Buontempo provided a report from the Department of Information Technology. Committeeman Romano provided a report from the Holmdel Library, the Department of Community Development, and the Department of Public Works. Committeeman Vanderham provided a report from the Veterans Committee, and the Holmdel Heritage Committee. Deputy Mayor Foster provided a report from the Department of Public Safety, and the Board of Education. Mayor Impreveduto provided a report that included: Mayor's office hours have been scheduled for May 2nd 9AM -11 AM, Hornet Fest will be May 8th at Cross Farm Park 4 PM - 8 PM. 15. Commenters are asked to state his or her full name and address for the record before entering comments. ◦ Jay Yanello, Ladwood Drive- Mr. Yanello commented on political mailers that have been sent around Town. Karen Strickland, Heyward Hills Drive- Ms. Strickland read a statement on behalf of CILU. Kristen Celauro, Hop Brook Lane- Ms. Celauro commented that no one should be campaigning at meetings. Patrick Trischitta, Line Road- Mr. Trischitta stated that voters will decide who to elect in November. Peter Franco, Hop Brook Lane- Mr. Franco asked that the Township Committee adopt an Ordinance to prevent a data center from being built. Sarah Cho, Putnam Court- Ms. Cho commented on the former manager of T&M Associates. Matt Weisfeld, Riverside Lane- Mr. Weisfeld invited the candidates for Township Committee to the open forum being sponsored by CILU. Page 4 of 19 Roberta Kaufman, Chestnut Ridge Road- Ms. Kaufman commented on sewers being installed in southern Holmdel. Lance Lupi, Line Road- Mr. Lupi asked for a no turn on red sign at the intersection on Beers Street, and various budget items. Peter Franco Sr, Hop Brook Lane- Mr. Franco commented on tax payments and Hop Brook Farm. Ron Emma, Ladwood Drive- Mr. Emma stated that he has been voting republican for many years, and asked about the sewer installation for the former Vonage site. 16. Wendy L Patrovich, RMC/CMR Township Clerk 2026-100 Page 7 of 19 A RESOLUTION AUTHORIZING THE REFUND OF A COAH FEE OVERPAYMENT TO MKP HOME DESIGNS, LLC WHEREAS, the Township of Holmdel is authorized to collect development fees in accordance with its Affordable Housing Ordinance and the rules of the New Jersey Council on Affordable Housing (COAH); and WHEREAS, MKP Home Designs, LLC submitted payment of COAH development fees in connection with a development project within the Township; and WHEREAS, it has been determined by the Township’s Tax Assessor and/or appropriate administrative officials that an overpayment of COAH fees was made by MKP Home Designs, LLC; and WHEREAS, the amount of the overpayment has been calculated to be $3,250; and NOW, THEREFORE, BE IT RESOLVED by the Township Committee of the Township of Holmdel, County of Monmouth, State of New Jersey, as follows: The Chief Financial Officer is hereby authorized to refund the amount of $3,250 to MKP Home Designs, LLC, representing the overpayment of COAH development fees. The Township Clerk is hereby directed to forward a certified copy of this Resolution to the Chief Financial Officer and MKP Home Designs, LLC. BE IT FURTHER RESOLVED that this Resolution shall take effect immediately. CERTIFICATION I, Wendy L Patrovich, Township Clerk of the Township of Holmdel do hereby certify this to be a true copy of a Resolution adopted by the Township Committee of the Township of Holmdel at a meeting held on April 28, 2026. Wendy L Patrovich, RMC/CMR Township Clerk 2026-101 Page 8 of 19 RESOLUTION AUTHORIZING THE DEFERRAL OF LOCAL SCHOOL DISTRICT TAXES PURSUANT TO N.J.S.A. 54:4-75 WHEREAS, regulations of the State of New Jersey provide for the deferral of school taxes in an amount not to exceed fifty percent of the annual school tax levy when such taxes are raised on a fiscal year basis; and WHEREAS, said taxes subject to deferral have not been requisitioned by or paid to the school district; and WHEREAS, it is the desire and intent of the Township Committee of the Township of Holmdel, County of Monmouth, to avail the Township of deferral as permitted by regulations promulgated by the Local Finance Board, Division of Local Government Services, New Department of Community Affairs; and WHEREAS, fifty percent of the school tax levy for the Holmdel Township School District is $33,884,184; and NOW, THEREFORE, BE IT RESOLVED by the Township Committee of the Holmdel Township, County of Monmouth County, State of New Jersey, hereby authorize the Chief Financial Officer defer an additional $1,585,000 in school taxes for a total of $26,732,113 effective December 31, 2025. BE IT FURTHER RESOLVED that a certified copy of this resolution be forwarded to the Chief Financial Officer, the Municipal Clerk, and the Director of the Division of Local Government Services, New Jersey Department of Community Affairs. MICKENBERG AS HOLMDEL TOWNSHIP FIRE FIGHTER WHEREAS, the Township Committee of the Township of Holmdel has the authority to supervise the Township’s volunteer fire department in accordance with N.J.S.A. 40A:14-68; and WHEREAS, pursuant to Holmdel Ordinance 2-29.5, the Township Committee shall approve all fire department members; and WHEREAS, Matthew C. Mickenberg has applied to become a Holmdel Township Firefighter and has satisfied all applicable requirements. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Township Committee of the Township of Holmdel that Matthew C. Mickenberg is hereby appointed as a Holmdel Township Firefighter. Patrovich, RMC/CMR Township Clerk 2026-104 Page 11 of 19 RESOLUTION APPOINTING POLICE OFFICERS TOWNSHIP OF HOLMDEL WHEREAS, due to retirement and resignation there are vacancies in the Holmdel Police Department; and WHEREAS, the Chief of Police has recommended the appointment of two (2) Police Officers to the Holmdel Police Department; and WHEREAS, the Chief has further recommended the appointment of Joesph Martelli and Emily Walsh as Police Officers pursuant to N.J.S.A. 11:4-1.3 and Holmdel Ordinance§ 2- 26.4, which authorizes the appointment of individuals provided they have successfully completed a full Basic Course for Police Officers Training at a school approved by the New Jersey Training Commission and exempts the individuals from the Civil Service requirement to take an examination for an entry-level law enforcement position. NOW, THEREFORE, BE IT RESOLVED by the Township Committee of the Township of Holmdel, in the County of Monmouth, that Joseph Martelli and Emily Walsh are hereby appointed as Holmdel Township Police Officers, effective on or about May 1, 2026, at an annual base salary of $54,824.00 and subsequently governed by collective bargaining agreement, subject to approval by the New Jersey Civil Service Commission. Wendy L Patrovich, RMC/CMR Township Clerk 2026-105 Page 12 of 19 TOWNSHIP OF HOLMDEL COUNTY OF MONMOUTH WHEREAS, procurements completed by the Township of Holmdel (“Township”) are typically governed by the provisions of the Local Public Contracts Law (“LPCL”), N.J.S.A. 40A:11-1 et seq.; and WHEREAS, notwithstanding the provisions of the LPCL, N.J.S.A. 52:34-6.2(b)(3) authorizes the Township to “make purchases and contract for services through the use of a nationally-recognized and accepted cooperative purchasing agreement that has been developed utilizing a competitive bidding process; and WHEREAS, pursuant to this authority, the Township is a member of Omnia Partner COOP Program membership #1153313, which satisfies the foregoing statutory criteria; and WHEREAS, the Township seeks to complete Township procurement through Omnia Partner COOP Program with Demco, Inc., for the provision of Book Return Box for Library in the amount of $8,259.57, as set forth in the proposal attached hereto as Exhibit A and incorporated by reference; and WHEREAS, the Township has determined that the use of the cooperative purchasing agreement with Omnia Partner COOP Program for this procurement, “shall result in cost savings, after all factor, including charges for service, material, and delivery, have been considered,” as required by N.J.S.A. 52:34-6.2(b)(3); and WHEREAS, to the extent required by the provisions of N.J.S.A. 19:44A-20.4 et seq., Demco, Inc. shall complete and submit a Business Entity Disclosure Certification which certifies that they have not made any reportable contributions to a political or candidate committee in the Township of Holmdel in the previous one year, and that the contract will prohibit same from making any reportable contributions through the term of the contracts, pursuant to N.J.S.A. 19:44A-20.5 et seq., which shall remain on file for 10 days prior to entering into any contract with entities; and WHEREAS, the Chief Financial Officer certifies that funds are available. BE IT FURTHER RESOLVED that a copy of this Resolution certified by the Township Clerk to be a true copy be forwarded to P&A Construction and all other vendors indicated above and the Township’s Qualified Purchasing Agent. NOW THEREFORE BE IT RESOLVED, the Holmdel Township Committee authorizes Chris Cherbini, Township Administrator to execute a grant agreement with the Stat in the amount up to that awarded for the proposed project, and the seal the grant agreement. Introduced and passed April 28, 2026 Ayes:______________ Noes:______________ Absent:_____________ Approved: ____________________________________ Rocco, Impreveduto, Mayor Attested ____________________________________ Wendy L Patrovich, Township Clerk 2026-109 Page 16 of 19 RESOLUTION TOWNSHIP OF HOLMDEL COUNTY OF MONMOUTH RESOLUTION APPROVING PERFORMANCE BOND RELEASE AND ACCEPTANCE OF MAINTENANCE BOND WHEREAS, relative to the Reserve at Holmdel Single Family Homes Phase 2 and Phase 3, Block 11 Lots 38, 38.02, 73.01, 73.03, and 73.04, the applicant has requested the release of its performance guarantee, which is a performance bond in the amount of $917,370.00 and cash bond in the amount of $33,529.65 for Phase 2 and a performance bond in the amount of $1,127.034 and cash bond in the amount of $49,268.63 for Phase 3; and WHEREAS, the Township Engineer has approved this request contingent upon the applicant posting a two-year maintenance guarantee in the amount of $144,882.30 for Phase 2 and posting a two-year maintenance guarantee in the amount of $$187,839.00 for Phase 3, as further set forth in the review letter attached hereto and incorporated by reference; and WHEREAS, the Township has received a copy of the requested maintenance bond, and it has been reviewed as to form by the Township Engineer and Township Attorney. NOW, THEREFORE BE IT RESOLVED that the Township Committee of the Township of Holmdel hereby approves the release of the performance guarantee and acceptance of the maintenance bond relating to the Reserve at Holmdel Single Family Homes – Phase 2 and Phase 3, consistent with the foregoing. Wendy L Patrovich, RMC/CMR Township Clerk 2026-10 Page 17 of 19 ORDINANCE 2026-14 AN ORDINANCE OF THE TOWNSHIP OF HOLMDEL MONMOUTH COUNTY, STATE OF NEW JERSEY, TO EXCEED THE 2026 MUNICIPAL BUDGET APPROPRIATIONS LIMITS AND TO ESTABLISH A CAP BANK (N.J.S.A. 40A: 4-45.14) WHEREAS, the Local Government Cap Law, N.J.S. 40A: 4-45.1 et seq., provides that in the preparation of its annual budget, a municipality shall limit any increase in said budget to 2.5% unless authorized by ordinance to increase it to 3.5% over the previous year’s final appropriations, subject to certain exceptions; and, WHEREAS, N.J.S.A. 40A: 4-45.15a provides that a municipality may, when authorized by ordinance, appropriate the difference between the amount of its actual final appropriation and the 3.5% percentage rate as an exception to its final appropriations in either of the next two succeeding years; and, WHEREAS, the Township Committee of the Township of Holmdel in the County of Monmouth finds it advisable and necessary to increase its 2026 budget by up to 3.5% over the previous year’s final appropriations, in the interest of promoting the health, safety and welfare of the citizens; and, WHEREAS, the Township Committee hereby determines that a 3.5% increase in the budget for said year, amounting to $381,410.44 in excess of the increase in final appropriations otherwise permitted by the Local Government Cap Law, is advisable and necessary; and, WHEREAS, the Township Committee hereby determines that any amount authorized hereinabove that is not appropriated as part of the final budget shall be retained as an exception to final appropriation in either of the next two succeeding years. NOW THEREFORE BE IT ORDAINED, by the Township Committee of the Township of Holmdel, in the County of Monmouth, a majority of the full authorized membership of this governing body affirmatively concurring, that, in the 2026 budget year, the final appropriations of the Township of Holmdel shall, in accordance with this ordinance and N.J.S.A. 40A: 4-45.14, be increased by 3.5%, amounting to $381,410.44, and that the 2026 municipal budget for the Township of Holmdel be approved and adopted in accordance with this ordinance; and, BE IT FURTHER ORDAINED, that any that any amount authorized hereinabove that is not appropriated as part of the final budget shall be retained as an exception to final appropriation in either of the next two succeeding years; and, BE IT FURTHER ORDAINED, that a certified copy of this ordinance as introduced be filed with the Director of the Division of Local Government Services within 5 days of introduction; and, Page 18 of 19 BE IT FURTHER ORDAINED, that a certified copy of this ordinance upon adoption, with the recorded vote included thereon, be filed with said Director within 5 days after such adoption.
