BOARD OF TRUSTEES MEETING
TUESDAY—MARCH 10, 2020
VILLAGE HALL BOARD ROOM
CALL TO ORDER: Village President Hofeld called the regular meeting to order at 7
p.m. There were three members of the public and one press representative present.
PLEDGE OF ALLEGIANCE: Village President Hofeld led trustees in the Pledge of
Allegiance.
ROLL CALL: Clerk Marilyn Thomas called the roll. Those present were Village
President Richard Hofeld, Trustee Barbara Dawkins, Trustee Lisa Purcell, Trustee
Karen Washington, Trustee Lauren Roman, Trustee Jay Heiferman and Trustee
Larry Burnson.
INTRODUCTION OF STAFF: Village President Hofeld introduced staff members in
attendance: Village Manager Jim Marino, Village Attorney Christopher Cummings,
Director of Finance Dennis Bubenik and Assistant Village Manager Napoleon Haney.
MINUTES: The minutes of the meeting of February 25, 2020, were presented. There
were no comments or corrections.
A motion was made by Trustee Purcell and seconded by Trustee Burnson to
approve the minutes as presented.
Roll Call: AYES—Trustees Dawkins, Purcell, Washington, Roman, Heiferman and
Burnson. NAYS –None. Motion carried.
CLAIMS LIST: The Claims List in the amount of $766,127.78 was reviewed. There
were no questions from the Trustees.
A motion was made by Trustee Purcell and seconded by Trustee Roman to approve
the Claims List as presented.
Roll Call: AYES—Trustees Dawkins, Purcell, Washington, Roman, Heiferman and
Burnson. NAYS –None. Motion carried.
President Hofeld reported two items -- $299,914.05 to the City of Harvey for Lake
Michigan water and $214,778.18 for March employees’ health insurance – totaled
more than two-thirds of the Claims List.
APPOINTMENT: President Hofeld asked the board to approve a motion to appoint
Kim Luytgaarden to the Beautification Committee for a term ending March 10, 2025
and the reappointment of Brandon Svec to the Economic Development Committee
serving through March 10, 2023.
A motion was made by Trustee Purcell and seconded by Trustee Roman to accept
the appointment of Kim Luytgaarden and reappointment of Brandon Svec.
Roll Call: AYES—Trustees Dawkins, Purcell, Washington, Roman, Heiferman and
Burnson. NAYS –None. Motion carried.
Clerk Thomas administered the oath of office to Ms. Luytgaarden.
HEAR FROM THE AUDIENCE: President Hofeld invited anyone in the audience to
offer comments on any subject not on the agenda. No comments were offered.
OMNIBUS REPORT: Clerk Thomas presented the Omnibus Agenda. President Hofeld
noted that Item B was being deferred.
A. RESOLUTION R-3049/CLASS 8 PROPERTY TAX DESIGNATION RENEWAL/17531
ASHLAND AVENUE: Pass a resolution supporting the renewal of Class 8
status pursuant to the Cook County Real Property Assessment
Classification Ordinance for real estate located at 17531 Ashland Avenue,
Homewood, Cook County, Illinois, owned by Star Investments LLC.
B. RESOLUTION R-3050/ APPROVAL OF EXECUTIVE SESSION
MINUTES: Pass a resolution approving Executive Session minutes from
July 2019 to December 2019.
C. ORDINANCE MC-1033/AMENDING MOTOR FUEL TAX: Pass an
ordinance amending Chapter 102 of the Homewood Municipal Code
establishing a municipal motor fuel tax.
D. BID AWARD/2020 MOTOR FUEL TAX STREET RESURFACING: Award
the bid for the 2020 Motor Fuel Tax (MFT) Street Resurfacing Program to
Gallagher Asphalt Corporation of Thornton, IL, the lowest responsible
bidder, for a total not to exceed $678,783.75.
E. MASTER POLE LICENSE SUPPLEMENTAL AGREEMENT/ SMALL
WIRELESS FACILITIES: Authorize the Village President to enter into an
agreement with New Cingular Wireless PCS, LLC designated as AT&T and
the Village of Homewood, Cook County, Illinois for the small cell site to be
located at 1963 Ridge Road.
A motion was made by Trustee Burnson and seconded by Trustee Heiferman to accept
the Omnibus Report as amended.
Roll Call: AYES—Trustees Dawkins, Purcell, Washington, Roman, Heiferman and
Burnson. NAYS –None. Motion carried.
GENERAL BOARD DISCUSSION: Trustee Purcell invited the community to the St.
Joseph Athletic Association’s annual Friday Fish Fry from 4:30 to 8 p.m. at the parish
hall.
A motion was made by Trustee Purcell and seconded by Trustee Washington to adjourn
the regular meeting of the Board of Trustees.
Roll Call: AYES—Trustees Dawkins, Purcell, Washington, Roman, Heiferman and
Burnson. NAYS –None. Motion carried.
The meeting adjourned at 7:10 p.m.
