Board of Trustees Meeting

VILLAGE OF HOMEWOOD BOARD OF TRUSTEES MEETING TUESDAY AUGUST 11, 2020 VILLAGE HALL BOARD ROOM and audio conferencing CALL TO ORDER: Village President Hofeld called the regular meeting of the Village Board to order at 7 p.m. The meeting was conducted by President Hofeld from the Boardroom. PLEDGE OF ALLEGIANCE: President Hofeld dispensed with the Pledge of Allegiance. ROLL CALL: Clerk Marilyn Thomas called the roll. Those present were Village President Richard Hofeld at Village Hall, with Trustee Barbara Dawkins, Trustee Lisa Purcell, Trustee Karen Washington, Trustee Lauren Roman, Trustee Jay Heiferman, Trustee Larry Burnson, and Clerk Thomas via audio conference. NOTE: D e he G e eme ge c de beca e f he COVID-19 pandemic and social distancing recommendations, and the Village President finding that, pursuant to Public Act 101-0640, an in-person meeting is not prudent, elected officials are permitted to participate via video/audio. The public was invited to listen into the meeting live via audio. The public was invited to submit comments by email before the meeting. All elected officials were able to hear one another as well as all discussion. INTRODUCTION OF STAFF: Village President Hofeld was at Village Hall with Village Manager Jim Marino. Village Attorney Christopher Cummings and Director of Public Works John Schaefer linked remotely. Assistant Village Manager Napoleon Haney was present and assisted with the Zoom link-up. MINUTES: The minutes of the General Board Meeting of July 28, 2020, were reviewed. There were no comments or corrections. A motion was made by Trustee Burnson and seconded by Trustee Heiferman to accept the minutes as presented. Roll Call: AYES—Trustees Dawkins, Purcell, Washington, Roman, Heiferman and Burnson. NAYS –None. Motion carried. CLAIMS LIST: The Claims List in the amount of $531,421.28 was reviewed. There were no questions from the Trustees. A motion was made by Trustee Purcell and seconded by Trustee Washington to approve the Claims List as presented. President Hofeld said two items were the majority of the Claims List: $60,933.57 to Thorn Creek Basin Sanitary District and $232,480.21 for the August payment for employee health insurance. Roll Call: AYES—Trustees Dawkins, Purcell, Washington, Roman, Heiferman and Burnson. NAYS –None. Motion carried. HEAR FROM THE AUDIENCE: Clerk Thomas read four letters submitted electronically to the board. Two letters were received from Jennifer Kellogg commenting on the needed efforts to reduce speeding on 183rd Street. President Hofeld said Manager Marino will receive the letters and will address the issues. OMNIBUS AGENDA: Clerk Thomas presented the Omnibus Agenda: RESOLUTION R-3060/COOK COUNTY CARES ACT FUNDING/ INTERGOVERNMENTAL AGREEMENT AND SUBRECIPIENTY AGREEMENT: This resolution authorizes the Village President to enter into an Intergovernmental and Subrecipient Agreement with Cook County to access $436,731.52 in funding through the federal Coronavirus Aid, Relief, and Economic Security Act (CARES Act) funding. Cook County serves as the pass-through for the federal dollars and set aside this amount for the Village. The dollars will help the village cover current and future expenses due to the COVID-19 pandemic. Village Manager Marino said it will help cover overtime expenses and purchases of Personal Protective Equipment. A motion was made by Trustee Burnson and seconded by Trustee Roman to approve Resolution 3060, the Intergovernmental Agreement and Subrecipient Agreement with Cook County. Roll Call: AYES—Trustees Dawkins, Purcell, Washington, Roman, Heiferman and Burnson. NAYS –None. Motion carried. General Board Discussion: Trustees thanked Public Works and the Police Department for their quick action to shut down Halsted Street shopping area Monday, August 10, in response to looting in Chicago and a threat of criminal activity in the suburbs. Trustee Dawkins also thanked Public Works for their actions to help eliminate the traffic issues on 183rd Street at Center. The staff has installed barriers to eliminate left turns at the intersection. She also mentioned the Keep Homewood Healthy campaign that School District 153 and the H-F Park District are working on. The effort is to remind everyone to stay healthy so students can be healthy and well so schools can remain in session. Public Works Director Schaefer also made a comment of thanks to Homewood Disposal for assisting Public Works in blocking off streets and entrances along the Halsted Street shopping corridor on August 10. President Hofeld said Homewood Disposal is a good corporate partner with the Village. A motion was made by Trustee Roman and seconded by Trustee Washington to adjourn the regular meeting of the Board of Trustees.
