BOARD OF TRUSTEES MEETING
TUESDAY -OCTOBER 26, 2021
VILLAGE HALL BOARD ROOM
CALL TO ORDER: President Hofeld called the regular meeting of the Board of Trustees to order at 7
p.m.
PLEDGE OF ALLEGIANCE: President Hofeld led the audience in the Pledge of Allegiance.
ROLL CALL: Clerk Marilyn Thomas called the roll. Those present were Village President Richard
Hofeld, Trustee Lisa Purcell, Trustee Karen Washington, Trustee Vivian Harris-Jones, Trustee Lauren
Roman, and Trustee Jay Heiferman.
President Hofeld introduced staff: Village Manager Jim Marino, Attorney Christopher Cummings,
Director of Finance Dennis Bubenik, and Fire Chief Bob Grabowski.
MINUTES: The minutes of the meeting of October 12, 2021 were presented. There were no comments
or corrections.
A motion was made by Trustee Purcell and seconded by Trustee Harris-Jones to approve the minutes
as presented.
Roll Call: AYES—Trustees Purcell, Washington, Harris-Jones, Heiferman and Roman. NAYS –
None. Motion carried.
CLAIMS LIST: The Claims List in the amount of $388,630.75 was presented. There were no questions
from the Trustees.
A motion was made by Trustee Washington and seconded by Trustee Purcell to approve the Claims
List as presented.
Roll Call: AYES—Trustees Purcell, Washington, Harris-Jones, Roman and Heiferman. NAYS –
None. Motion carried.
HEAR FROM THE AUDIENCE: Resident Danielle Nolan-Ragland addressed the board on the
speeding cars and asked the board to develop a plan to increase traffic enforcement activities. She
said Homewood needs to be known as a place that is not friendly to speeders. Too many people
have had close calls when driving.
NEW BUSINESS: Consideration of an ordinance authorizing a contract for sale of village-owned real
estate at 18225 Dixie Highway was deferred to the November 9, 2021 meeting to allow for further
legal review.
AUDIT: Ann Fields of Lauterbach & Amen presented the annual audit report. She said Homewood
received an unmodified opinion, the highest award for an annual audit. Finance Director Dennis
Bubenik reported that the audit reflects cuts the Village made in anticipation of depleted revenues
due to the COVID-19 pandemic, and that sales tax receipts exceeded projections, primarily because
of increased sales at several big box stores.
A motion was made by Trustee Purcell and seconded by Trustee Roman to accept the audit report
as presented.
President Hofeld and trustees thanked Mr. Bubenik and Amy Zukowski, assistant finance director,
for their continued good work.
Roll Call: AYES—Trustees Purcell, Washington, Harris-Jones, Roman and Heiferman. NAYS –
None. Motion carried.
GENERAL BOARD DISCUSSION: Trustee Roman wished everyone a Happy Halloween and urged
caution when out for the holiday.
ADJOURN: A motion was made by Trustee Purcell and seconded by Trustee Washington to adjourn
the regular meeting of the Board of Trustees.
Roll Call: AYES—Trustees Purcell, Washington, Harris-Jones, Roman and Heiferman. NAYS –
None. Motion carried.
The meeting adjourned at 7:12 p.m.

A. M-2199/Purchase and Sale Agreement/Homewood Brewing, LLC: Consider a motion to
approve ordinance M-2199 approving a contract to sell the real estate at 18225 Dixie Highway
to Homewood Brewing, LLC, contingent upon the parties negotiating a redevelopment
agreement for the property.
B. Acceptance/Audit Presentation: Consider a motion to accept the Village of Homewood
Annual Financial Report for the fiscal year ending April 30, 2021.

10. Executive Session: Consider a motion to enter into executive session under 5 ILCS 120/2(c)5 to
discuss the purchase or lease of real property.
