VILLAGE OF HOMEWOOD BOARD OF TRUSTEES MEETING TUESDAY MAY 10, 2022 VILLAGE HALL BOARD ROOM CALL TO ORDER: President Hofeld called the regular meeting of the Board of Trustees to order at 7 p.m. PLEDGE OF ALLEGIANCE: President Hofeld led trustees in the Pledge of Allegiance. ROLL CALL: Clerk Marilyn Thomas called the roll. Those present were Village President Richard Hofeld, Trustee Cece Belue, Trustee Karen Washington, Trustee Vivian Harris-Jones, Trustee Lauren Roman, and Trustee Jay Heiferman. Trustee Lisa Purcell was absent. President Hofeld introduced staff present: Village Manager Napoleon Haney, Attorney Christopher Cummings, Director of Public Works John Schaefer, Fire Chief Bob Grabowski and Police Chief Denise McGrath. MINUTES: The minutes of the meeting of April 26, 2022, were presented. There were no comments or corrections. A motion was made by Trustee Roman and seconded by Trustee Heiferman to approve the minutes as presented. Roll Call: AYES—Trustees Belue, Washington, Harris-Jones, Heiferman and Roman. NAYS –None. Motion carried. CLAIMS LIST: The Claims List in the amount of $659,569.52 was presented. There were no questions from the Trustees. A motion was made by Trustee Washington and seconded by Trustee Harris-Jones to approve the Claims List as presented. Roll Call: AYES—Trustees Purcell, Belue, Washington, Harris-Jones, Roman and Heiferman. NAYS –None. Motion carried. President Hofeld said three items totaled 67 percent of the Claims List: Payment to Thorn Creek Basin Sanitary District of $79,385.66; May employee insurance of $229,051.63; and E-COM quarterly payment of $136,167.77. HEAR FROM THE AUDIENCE: Clerk Thomas read a letter from Edward Allen regarding speeding on 187th Street and offered suggestions on how to reduce speeding. PRESENTATIONS: Clerk Thomas read a proclamation that recognized Von Mansfield for his 21 years with Homewood-Flossmoor School District 233 as he prepares to retire as superintendent. Clerk Thomas also read a proclamation recognizing the week of May 15-21 as Public Works Week. Public Works Director Schaefer invited the community to the Public Works Department open house from 9 a.m. to noon on May 21. The event is back on the calendar after two years postponement due to the COVID-19 pandemic. OATH OF OFFICE: Clerk Thomas administered the oath of office to Ryan Bischoff and Samantha Nissen who have joined the Police Department. Clerk Thomas also administered the oath to Martin Garcia, a new firefighter/paramedic with the Fire Department. GENERAL BOARD DISCUSSION: None. A motion was made by Trustee Washington and seconded by Trustee Belue to adjourn the regular meeting of the Board of Trustees. Roll Call: AYES—Trustees Belue, Washington, Harris-Jones, Roman and Heiferman. NAYS –None. Motion carried. Use caution when replying. If you are unsure please contact IT. The traffic on 187th Street only continues to worsen. There are not enough speed limit signs, there is no sidewalk and very little street lights, and it is very dangerous with the added excessive speeding. There is a speed tracking sign on Willow Road that operates during school hours. Can we get a few of these on 187 th Street that run 24/7? There are some residents that think this is a camera and are scared to drive over the speed limit when it is running. Alternatively, since the police cannot be everywhere, why not install speed cameras? Between Riegel Road and Dixie Highway on 187 th Street there is only one stop sign at Highland Ave., cars often seem to use this stretch to see how fast their car can go. Even school buses are regularly seen driving 40 miles an hour on 187 th Street. The speed limit is only 25 miles an hour and there is so much speeding and so little speed limit signs, some residents think it’s a 30 mile an hour zone. Additionally, most residents are afraid to park on the street when needed because of excessive speeding. Other residents fear for their life when they have to mow the grass close to the road, and when they shovel the end of their driveway. Could a dedicated line for parking along the side of the road be put down so that the street feels narrower and drivers might realize that this is a residential street and not a raceway to Halsted and a way to circumvent 183 rd Street? There are parts of Ridge Road that already have this, in addition to markings for bicycles, yet 187 th Street has none of these features. Sincerely, Edward Allen 1
