CITY COUNCIL – REGULAR MEETING MONDAY, APRIL 03, 2023, AT 6:00 PM HOOVER CITY HALL, 100 MUNICIPAL LANE, HOOVER, AL 35216 MINUTES The City Council of the City of Hoover met in regular session on this date at 6:00 PM, in the Council Chambers at the Hoover City Hall, following publication and posting pursuant to Alabama Law. Council President Lyda called the meeting to order. Members Present: John B. Lyda, Council President Sam Swiney, Council Member Khristi Driver, Council Member Derrick Murphy, Council Member Casey Middlebrooks, Council Member Steve McClinton, Council Member Members Absent: Curt Posey, Council Pro-Tempore Other Officials Present: Frank V. Resolution Number 6916-23 - A Resolution Approving An Alcohol License For Jx Enterprise, LLC D/B/A Mr. Chens Authentic Chinese Cooking, Jianxin Zhu, Executive(S) For 040 - Retail Beer (On or Off Premises) and 060 - Retail Table Wine (On or Off Premises) 10. Resolution Number 6917-23 - A Resolution To Establish A Public Safety Pay Scale For Certain Employees In The Fire, Police, And 911 Departments 11. Resolution Number 6918-23 - A Resolution Amending The Budget For The Fiscal Year Ending September 30, 2023 For Non-Personnel Items And Personnel Items 12. Resolution Number 6919-23 - A Resolution Authorizing The Voting Delegate For The City Of Hoover, Alabama For The Alabama League Of Municipalities Annual Business Meeting Mr. Lyda asked if anyone from the Council would like an item removed from the Consent Agenda. Mr. Lyda asked if anyone from the audience would like an item removed from the Consent Agenda. Mr. Corley read the summary of the Consent Agenda Items/Resolutions. Motion for the approval of the Consent Agenda Items/Resolutions was made by Dr. Middlebrooks, seconded by Mr. Murphy. Resolution Number 6920-23 - A Resolution Approving A Bid For Truck Mounted LED Video Screen Rental For The City Of Hoover, Alabama Mr. Corley read the summary of the Resolution. Motion for the approval of the resolution was made by Dr. Middlebrooks, seconded by Mr. Murphy. Mrs. Erin Colbaugh, Parks and Recreation Director, explained the aspects of the bid. Mr. Lyda opened the floor and asked if the Council had any questions or comments. Mr. Lyda asked if the public had any questions or comments. There being no questions or comments from the public, the floor was closed for discussion.  Mr. Lyda called for the question with a voice vote and the motion carried approving Resolution Number 6920-23. 14. Ordinance Number 23-2598 – An Ordinance To Amend The ICC A117.-2017 – Standard For Accessible And Usable Buildings And Facilities To Incorporate Additional Universal Design Standards To Further Promote Universal Design In The City Of Hoover, Alabama And To Encourage A More Accessible Environment For All - Public Hearing Mr. Corley read the summary of the Ordinance. Motion for the adoption of the Ordinance was made by Dr. Middlebrooks, seconded by Mr. Murphy. Mr. Lyda opened the floor and asked if the Council had any questions or comments. Mr. Lyda asked if the public had any questions or comments. There being no questions or comments, the floor was closed for discussion. Mr. Lyda called for the question with a roll call vote, as follows: Mr. Swiney – yes Ms. Driver – yes Mr. Murphy – yes Dr. Middlebrooks – yes Mr. McClinton – yes Mr. Lyda – yes The motion carried adopting Ordinance Number 23-2598. 15. Ordinance Number 23-2599 – An Ordinance Of The City Of Hoover To Modify The Municipal Code Of The City Of Hoover, Alabama, Related To International Code Amendments - Public Hearing Mr. Corley read the summary of the Ordinance. Motion for the adoption of the Ordinance was made by Dr. Middlebrooks, seconded by Mr. Murphy. Mr. Lyda opened the floor and asked if the Council had any questions or comments.
