HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JANUARY 16, 2018 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, January 16, 2018 at 7: 07 p. m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Mornson, Director of Planning and Development Elverum, Assistant City Manager Lenz and Public Works Director Stadler. ADOPT AGENDA Mayor Cummings commented on changes to the Agenda. Per the request of the applicant, the New Business item regarding the off-sale liquor license request by SPMG Holding, Inc. will be pulled from the Agenda and moved to the February 5 Council Meeting. Both New Business items for the Pavilion project related to the bids and assignment of contracts have been pulled from the Agenda by staff and have been moved to the February 5 Council Meeting. HIGHWAY169MOBILITYSTUDYUPDATE Director ofPublic Works Stadler introduced Adele Hall from SRF Consulting. Ms.Hall provided anupdated ontheHighway 169Mobility Project sharing information specifically related toevaluating thepotential forBusRapid Transit andMnPASS Express Lanes intheSouthwest Metro. Twoalternative routes were discussed, withoneonI- 394andoneonHighway 55.Both alternatives would stop indowntown Hopkins. Thetwoalternatives were evaluated in themobility study onthefollowing criteria: improve access, mobility, ridership, return on investment, supportive conditions and environment. Both alternatives satisfied thegoals butHighway 55accomplished them slightly better. CENTRALPARKPRELIMINARYMASTERPLAN Director ofPublic Works Stadler introduced JeffFeulner from WSB & Associates. Together theyprovided information about theCentral Park Master Plan, including elements oftheplan, costestimates, project funding andpublic input. Public Works Director Stadler stated thegoal istofund theproject withthePark Improvement Fund andthat theproject iscurrently notintheCapital Improvement Plan. Theproject would nottakeplace untilatleast 2021, withfunding being thekeyfactor. Theonlyportion oftheproject happening in2018 isthepickleball courts. Mayor Cummings asked about theportion oftheproperty owned bytheschool district. Mayor Cummings suggested thatthefitness nodes andinteractive artcould beincluded intheCity’s Wishbook. FINANCIALMANAGEMENTPLAN (FMP)UPDATE Finance Director Bishop provided apresentation ofthechanges made totheFMP during the2018 budget cycle, aswellasnewinitiatives andadditions being considered. Key changes areupdating theequipment fund, updating salary and benefit projections, andadding CityHallandCentral Park. Health care rateincreases were discussed. Council asked about nextsteps withCityHall. Assistant CityManager Lenz stated the nextstepwould beschematic design which would need tobedone regardless ofthe timeline oftheproject ifwewere toproceed. Thecostofschematic design isestimated at $22,500. Council would liketoproceed with theschematic design process forCity Hall. Staff willreturn withanupdate thisspring. Overview January l, 2018 Hennepin County raised the disposal fees for mattresses, hide- a- beds and box springs. At the current rate at which the City of Hopkins charges its customers for these items, set forth in City Code Section 1020. 13, this increase is unsustainable to the refuse budget. Resolution 2018- 008 revises the following: Increases and itemizes the bulk pick-up service fees for mattresses, hide- a- beds and box springs. Removes the itemizations for air conditioners and appliances, as they are charged the standard 25. 00 per large item. The fees proposed, if adopted, will better transfer the actual costs of disposal to the customer. Molly Cummings, Mayor ATTEST: Amy Domeier, City Clerk January 16, 2018 Council Report 2018- 010 APPROVE COOPERATIVE AGREEMENT HENNEPIN COUNTY BIKEWAY COST PARTICIPATION POLICY Proposed Action Staff recommends the following motion: Adopt Resolution 2018- 007, Approving Cooperative Agreement No. PW 21-01-17 with Hennepin County. Overview As a part of the 2017 Street and Utility Improvements a new trail extension was constructed from the Nine Mile Creek trailhead to 11th Avenue South. The trail extends along 9th Avenue South from Westbrooke Way to 7th Street South, and then along 7th Street South to 11th Avenue South, see the attached exhibit. This extension completed a connection that the Three Rivers Park District has been planning since construction of the Nine Mile Creek Regional Trailway began in 2012. To help with trail construction costs, city staff applied for funds available through Hennepin County’ s bikeway cost participation policy. The application was approved and the city has become eligible for $100,000. The attached cooperative agreement specifies the terms and conditions for receiving the funding; this agreement has been reviewed by the City Attorney and City Engineer. Stadler, Public Works Director D ate : January 11, 2018 Subject: Pavilion Project Contract Awards/Assignment to RJM Construction Overview id opening vva held on 1" ue day, Jan 9 at 2 pr. aNe had very cornpetitive bidding in virtually all 15 bid categories. We opened over 90 separate bids. The construction manager, RJM Construction, is reviewing all the apparent low bids and will be providing their recommendation as soon as possible. A City Council report will be provided as soon as the CM completes their bids analysis and provides their award recommendations, likely late Friday or Monday morning. The anticipated City Council actions will be to adopt a resolution awarding 15 contracts and then a motion to approve an agreement assigning these contracts to the City' s Construction Manager, RJM Construction. Project Costs/ Budget Update When we consider the construction low bids and quotes, and all other project costs, our total project cost is at $ 5, 839, 888 — see attached report. Our project budget is 5, 700, 000. Having said that, there are a few factors to point out: 1) the cost includes a construction contingency of only $ 135, 207, but there are also unassigned allowances built into many of the bids to be used at the CM' s discretion, these total $ 130, 000; 2) there are two bids received by one contractor ( categories: select demolition and site earthwork/ utilities) wherein all four addendums were not acknowledged with their bids and their combined bids are $ 126, 240 below the second low bidders — the above project cost assumes we' ll have to award to the second low bidder; 3) unanticipated poor load bearing capacity soils resulted in having to specify specialized foundation methods, increasing the cost by $ 94, 000. There are two bid alternates not included in the above project cost that staff are considering: an outdoor assist refrigeration upgrade and folding glass partition walls. The costs for these bid alternates are $ 41, 800 and $ 18, 985, respectively. The City Council report will include a recommendation on these alternates.
