CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was
held on Tuesday, June 7, 2022 at 6: 33 p. m. in the Council Chambers at City Hall, 1010
1 S' Street South.
Mayor Pro Tempore Hunke called the meeting to order with Council Members Balan,
Beck and Garrido attending. Mayor Hanlon was absent. Others attending included City
Manager Mornson, Management Analyst Imihy Bean, City Clerk Domeier, Finance
Director
Bishop, Director of Planning and Development Elverum, Housing Director
Mohamed and City Attorney Riggs.

PUBLIC HEARING
V. I. Public Hearing on the Approval of a Housing Program for a Multifamily Housing
Development and the Issuance of Multifamily Housing Revenue Bonds for the
Benefit of Alatus Hopkins LIHTC I LLC; Bishop
Finance Director Bishop provided a summary of City Council Report 2022- 057. Alatus
has applied for and received authorization from Minnesota Management and Budget to
issue up to $ 24, 927, 542. 75
of tax- exempt housing revenue bonds for the purpose of
acquiring, constructing and equipping a 116- unit multifamily rental housing facility located
at 325 Blake Road for individuals and families of low and moderate income. A public
notice for this amount has been published in accordance with the Act. Alatus determined
that, due to increased costs, the principal amount of the bonds will need to be increased
by approximately $ 5, 000, 000. Any amount over $ 24, 927, 542. 75 will be issued on a
taxable basis. The new amount is a significant change from the public notice and will
require a new notice to be published and public hearing to be held on June 20th.
Mayor Pro Tempore Hunke opened the Public Hearing at 6: 53 p. m.

Libby Kantner with Kennedy & Graven talked about the income requirements for issuing
the tax-exempt housing revenue bonds.

Approval of Appointments and Reappointments to Boards and Commissions
Proposed Action. Staff recommends adoption of the following motion: Motion to:
Reappoint Whitney Terrill to the Planning & Zoning Commission for a two-year term
ending June 30, 2024;
Appoint Ben Goodlund, James Green and Abyan Nur to the Planning & Zoning
Commission for a two-year term ending June 30, 2024;
Reappoint Dre Jefferson and Anna Pohmer to the Park Board for a two-year term ending
June 30, 2024; and
Appoint Kristin Hanneman to the Park Board for a two-year term ending June 30, 2024.
The City Clerk will issue the oaths to the new members present after the motion is made.
Overview:
The City Council has reviewed the applications from residents interested in filling the vacancies
on the Park Board and Planning and Zoning Commission. The City Council conducted
interviews on May 17. Based upon the recommendation of the City Council, staff is requesting
approval of the above-motions.
Primary Issues to Consider:
City Code establishes that the appointments shall be made by the Mayor with the approval
of the City Council.

Subject: Proclamation Commemorating Juneteenth

Background
On January 1, 1863 the emancipation proclamation was signed by Abraham Lincoln
abolishing slavery in the United States, however this news did not make it to many parts
of the south and southwest for another two and a half years. The first known celebration
of this news occurred in Galveston, Texas following the arrival of the Union Army on
June 19, 1865 and has been celebrated by African Americans for the last 150 years.
The holiday has is also known as Freedom Day, Jubilee Day or Emancipation Day and
is continued to be celebrated throughout the country.
In alignment with the vision of Hopkins which is, “Creating a spirit of community where
all people feel safe and respected, and diversity is celebrated” we recognize and
celebrate this day to honor our African American residents and to encourage all
residents to learn more about this important historical event.
Next Steps
Staff recommends that the City Council adopt a proclamation recognizing June 19, 2022
as Juneteenth.
A Proclamation Commemorating Juneteenth
WHEREAS, The United States of America is a nation founded on the principles of liberty
and justice for all, and the Civil War was fought to ensure that freedom would be shared
by all; and
WHEREAS, On January 1, 1863, Abraham Lincoln signed the Emancipation
Proclamation, which abolished slavery; and
WHEREAS, word about the signing of the Emancipation Proclamation was delayed two-
and one-half years in reaching authorities and African Americans in the South and
Southwestern United States; and
WHEREAS, this news of freedom reached Galveston, Texas on June 19, 1865 and is the
site of the first celebration of Juneteenth; and
WHEREAS, June 19th has a special meaning to African-Americans, and is called
JUNETEENTH, combining the words June and Nineteenth, and has been celebrated by
the African-American community for over 150 years;

Subject: Proclamation for Pride Month

Background
Pride month is an affirmation of equality, dignity, and visibility of lesbian, gay, bisexual,
transgender, queer, intersex and asexual (LGBTQIA) people. June has been chosen to
celebrate Pride each year in recognition of the 1969 Stonewall Riots where the New
York City queer community stood up against discrimination. This event was the catalyst
for increased visibility and activism of the LGBTQIA movement.
Today, Pride month marks an important celebration of the LGBTQIA community
members who call Hopkins home and of our LGBTQIA staff in the City of Hopkins who
ensure our mission of making people feel safe and respected, and diversity is
celebrated, shows up through their work.
Finally, Pride month recognizes that while the country has made great strides in
accepting LGBTQIA people, there is continued need for education and awareness to
fully end discrimination and prejudice.
Next Steps
Staff recommends that the City Council adopt a proclamation recognizing June as Pride
Month.

CALL TO ORDER
Pursuant to due call and notice thereof a special meeting of the Hopkins City Council was
held on Tuesday, May 17, 2022 at 4:30 p.m. in the Involve Room at City Hall, 1010 1st
Street South.
Mayor Hanlon called the meeting to order with Council Members Balan, Beck and Garrido
attending. Council Member Hunke participated via Zoom. Others attending included
Assistant City Manager Lenz.
The purpose of the meeting was to interview Board and Commission applicants. Based
on the interviews, the City Council made the following recommendations:
Appoint Kristin Hanneman to the Park Board.
Appoint M. Bridget Boyle to the Planning Commission.
Appoint James Green to the Planning Commission.
Appoint Abyan Nur to the Planning Commission.
All recommended appointments are for two-year terms starting on July 1. New members
will be sworn in on June 7, 2022. Planning Commission Alternatives include Ben
Goodlund and Nathan Miller.

VII.1. Order Feasibility Report for the 2023 Street and Utility Improvements, City
Project 2022-010; Klingbeil
City Engineer Klingbeil and Nick Amatuccio with Bolton and Menk provided a summary
of City Council Report 2022-048. Staff has selected a qualified consultant to undertake

topographic survey work, geotechnical evaluation, a benefit appraisal report, and the
preliminary engineering report. Final design and construction observation services will be
negotiated separately after the feasibility report phase and the Council’s ordering of the
improvement project. Mr. Klingbeil provided the factors that are used in determining the
timing of projects including the lifespan of utilities.

Motion to Adopt Resolution 2021-036 ordering the preparation of a feasibility
report for the 2023 Street and Utility Improvements and authorizing Mayor and City
Manager to enter into an agreement with Bolton & Menk, Inc. to prepare the report.

PUBLIC COMMENT
Larry Hiscock, 302 7th Street South, Hopkins provided comments on the Hopkins Zoning
Code including tenant rights, equity impact assessments and form based incentives. He
requested support from City Council for Hopkins Park Plaza redevelopment tenants.
Comments were read on behalf of Martha Magruder, 10 5th Avenue South, Apartment 3,
Hopkins, about concerns for the Hopkins Park Plaza redevelopment.

Proposed Action
Staff recommends adoption of the following motion: Move to approve the submitted list of
Business License renewals for the term of July 1, 2022 through June 30, 2023 subject to
licensees returning required application materials and fees.
Overview
Applications for renewal of business licenses are required for the attached listing of
establishments. Most application materials and fees have been submitted and are ready for
renewal. The remaining license applicants will need to submit all necessary paperwork in
accordance with the City’s licensing ordinances and pay their required license fees to receive
their license.

Approval of Temporary On-Sale Liquor License for JCI Hopkins
Proposed Action
Staff recommends adoption of the following motion: Approve the Issuance of a Temporary On-
Sale Liquor Licenses to JCI Hopkins.
Passage of this motion will result in the ability of the organization to serve alcoholic beverages
at Hopkins Raspberry Festival Street Dances.
Overview
JCI Hopkins has submitted an application for a temporary on-sale liquor license at the Raspberry
Festival Street Dance events. The events will take place on July 15 from 8 p.m. to 1 a.m. and
July 16 from 12 p.m. to 1 a.m. Uniformed officers will be present during the time that alcohol
sales are permitted.
The applicant is required to follow all other regulations set forth in Policy 4-C Temporary Liquor
Licenses and Policy 5-D Special Event Policy, specifically Section 5.22. Temporary on-sale
liquor licenses must be approved by the State of Minnesota, Alcohol & Gambling Enforcement
Division.
Primary Issues to Consider
• The applicant meets the requirements set forth by State Statute to obtain a temporary on-sale
liquor license.
• As required by State Statute, the application must be approved the City before submitting to
the State of Minnesota, Alcohol & Gambling Enforcement Division.

Designate Pershing Wealth Solution BNY Mellon as Depository of City Funds
Proposed Action.
Staff recommends adoption of the following motion: Approve Resolution 2022-039 Approving
Pershing Wealth Solutions BNY Mellon as an Official Depository for City Funds in 2022.
Overview:
MN Statute 118A.02 requires that the City Council annually designate banks and financial
institutions as official depositories for City Funds. The recommended resolution will approve
Pershing Wealth Solutions BNY Mellon as an additional depository in 2022. City Council
previously authorized Wells Fargo Bank, N.A., Wells Fargo Securities LLC, TD Ameritrade
Inc., Morgan Stanley Smith Barney and RBC Capital Markets, LLC as official depositories of
City funds for 2022.
Primary Issues to Consider:
The City works with Ehlers Investment Partners to manage investments held from bond
proceeds. Ehlers will switch from TD Ameritrade to Pershing Wealth Solutions as the custodian
for all client assets. Pershing Wealth Solutions can provide a high level of service and reduce
costs.

A RESOLUTION APPROVING PERSHING WEALTH SOLUTION BNY MELLON
AS OFFICIAL DEPOSITORY FOR CITY FUNDS IN 2022
WHEREAS, the City of Hopkins is required by law to designate depositories and financial
institutions for City Funds.
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Hopkins
designates Pershing Wealth Solutions BNY Mellon as depository and financial institution for
City funds for all authorized and suitable investments covered under the City’s Investment
Policy, Legislative Policy 6-B.

PUBLIC HEARING ON THE APPROVAL OF A HOUSING PROGRAM FOR A MULTI FAMILY
HOUSING DEVELOPMENT AND THE ISSUANCE OF MULTIFAMLY HOUSING REVENUE
BONDS FOR THE BENEFIT OF ALATUS HOPKINS LIHTC I LLC
Proposed Action
Open and Continue Public Hearing on the Approval of a Housing Program for a Multifamily Housing Development
and the Issuance of Multifamily Housing Revenue Bonds for the Benefit of Alatus Hopkins LIHTC I LLC
Overview
Pursuant to Minnesota Statutes, Sections 462C, as amended (the “Act”), a City is authorized to issue revenue bonds to
provide financing for multifamily rental housing developments. City Council is required to conduct a public hearing
on the issuance of the bonds.
Alatus has applied for and received authorization from Minnesota Management and Budget to issue up to
$24,927,542.75 of tax-exempt housing revenue bonds for the purpose of acquiring, constructing and equipping a 116-
unit multifamily rental housing facility located at 325 Blake Road for individuals and families of low and moderate
income. A public notice for this amount has been published in accordance with the Act. Alatus determined that, due to
increased costs, the principal amount of the bonds will need to be increased by approximately $5,000,000. Any amount
over $24,927,542.75 will be issued on a taxable basis. The new amount is a significant change from the public notice
and will require a new notice to be published and public hearing to be held on June 20th.
Following the public hearing on June 20th, City Council will be asked to approve a resolution which approves the
issuance of approximately $30 million of tax-exempt and taxable bonds, adopts a housing program and authorizes the
execution of loan documents.
The Bonds will not be an obligation of the City. They will not be secured by or payable from any property, assets or
taxing power of the city. They are secured solely by the revenues and other security provided by Alatus Hopkins
LIHTC I LLC. The bonds are not subject to any debt limitations imposed on the City and will not have any adverse
impact on the City’s credit rating, even in the event of financial difficulties of Alatus Hopkins LIHTC I LLC.
Julie Eddington from Kennedy & Graven, the City’s bond counsel and a representative from Alatus will be present on
June 7th for any questions.

Dear Nick,
Alatus Hopkins LIHTC I LLC, a Minnesota limited liability company (the “Borrower”), has proposed to
acquire, construct, and equip an approximately 116-unit multifamily rental housing facility and facilities
functionally related and subordinate thereto located at 325 Blake Road in the City of Hopkins (the “City”)
for occupancy by individuals and families of low and moderate income (the “Project”), which will be
owned and operated by the Borrower. To provide financing for the Project, the Borrower has requested
that the City issue one or more series of taxable and tax-exempt revenue obligations (the “Bonds”) and
loan the proceeds thereof to the Borrower.
The public hearing required by the Internal Revenue Code of 1986, as amended (the “Code”), and
Minnesota Statutes, Chapter 462C, as amended (the “Housing Act”), was originally scheduled to occur
during the City Council’s meeting on Tuesday, June 7, 2022, and notice was published in accordance with
the requirements of the Code and the Housing Act. The housing program prepared in accordance with the
requirements of the Housing Act was also submitted to Metropolitan Council for review and comment.
The public hearing notice and housing program indicated that the Bonds would be issued in an estimated
principal amount not to exceed $24,927,542.75, which is the amount of bonding authority that the City
was awarded by the State of Minnesota earlier this year.
However, the Borrower and the lender have determined that, due to increased expected costs of the
Project, the principal amount of the Bonds will need to be increased by approximately $5,000,000. The
additional principal amount of the Bonds must be issued on a taxable basis. The significant increase in
principal amount of the Bonds requires the parties to publish a new public hearing notice, and notice must
be published in newspaper of general circulation in the City at least 15 days prior to the date of the public
hearing. The Borrower has requested that the City Council conduct a public hearing on
Monday, June 20, 2022, to approve the issuance of taxable Bonds.
To simplify the process, the parties have proposed that the City Council open the public hearing originally
scheduled for Tuesday, June 7, 2022, and continue the public hearing until Monday, June 20, 2022. At
that time, the City Council will conduct one public hearing and consider a resolution approving the
issuance of the Bonds (both the taxable bonds and tax-exempt bonds) in the aggregate principal amount
estimated not to exceed $30,000,000 and adopting a housing program to satisfy the requirements of the
Housing Act.
