SUBJECT: 2022 Hopkins Community Image Awards

Each year the City of Hopkins recognizes certain properties for their contribution toward the
positive image of the community. Awards are grouped in three categories—
Commercial/Industrial/ Office, Multi-Family Residential, and Single-Family Residential.
Nominations are sought from the public through August and a review committee determines
which nominated properties receive awards. Each property that receives at least four of the five
review committee votes receives an award. There is no limit to the number of properties that
can be awarded, but winners from the last 10 years are not considered.
This year the review committee consisted of business representative Danny McDonald from
State Farm, residents Rosetta Muhammad and Jodie Arfmann, and City staff members Garrett
Grniet and Muse Mohamed.
The following three properties were selected by the committee:

CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was
held on Tuesday, November 14, 2022 at 6:30 p.m. in the Council Chambers at City Hall,
1010 1st Street South.
Mayor Hanlon called the meeting to order with Council Members Balan, Beck, Garrido
and Hunke attending. Others attending included City Manager Mornson City Clerk
Domeier, Assistant City Manager Lenz, City Planner Krzos, Police Chief Johnson,
Finance Director Bishop, Community Development Coordinator Youngquist, Director of
Planning and Development Elverum and City Attorney Riggs.

OLD BUSINESS
VI.1. Authorize Spending of American Rescue Plan Act (ARPA) Funds; Bishop
Finance Director Bishop summarized Council Report 2022-108. During 2021, the City of
Hopkins was allocated $2,018,224 in federal grant aid through ARPA. The City has until
the end of 2024 to spend the funds on eligible costs.
Police Chief Johnson shared more information about the Police Department technology
advancement requests. Further discussion was held about the policy for license plate
readers, compliance audit, mobile cameras, and data retention.

The City Council supported the funds being allocated to the Art Center deficit and
marketing initiatives.

III.1. Minneapolis Regional Chamber Advocacy Work Presentation; Hanna Zinn
Hanna Zinn, Public Policy Manager for the Minneapolis Regional Chamber will provide a
presentation on the Chamber’s advocacy work in the West Metro.
NEW BUSINESS
VII.1. Planning & Zoning Commission 2023 Annual Work Plan; Krzos
City Planner Krzos provided a summary of the proposed 2023 work plan for the Planning
and Zoning Commission. Planning and Zoning Commission Chair White was part of the
discussion. Discussion was held about doing more outreach surrounding the new zoning
code.
VII.2. Park Board 2023 Annual Work Plan; Imihy Bean
Management Analyst Imihy Bean provided an update on the Parks Master Plan and a
summary of the proposed 2023 work plan for the Park Board. Park Board Chair Slindee
was part of the discussion. Discussion was held about the stakeholders included in the
master plan and opportunities with the Three Rivers Park District.
ANNOUNCEMENTS
Mayor Hanlon provided the upcoming meeting schedule. Mayor Hanlon also recognized
the loss of Assistant Fire Chief Scanlon and his service to Hopkins. Council Member Beck
thanked the election judges and staff that worked the General Election.

CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was
held on Tuesday, November 30, 2022 at 6:30 p.m. in the Council Chambers at City Hall,
1010 1st Street South.
Mayor Hanlon called the meeting to order with Council Members Balan, Garrido and
attending. Council Member Beck participated via interactive technology pursuant to Minn.
Stat. Section 133.02.Council Member Hunke was absent. Others attending included City
Manager Mornson City Clerk Domeier, Assistant City Manager Lenz and Finance Director
Bishop.

PUBLIC HEARING
III.1. 2023 Budget Meeting, 2023 Tax Levy, 2023 HRA/EDA Levy and General and
Special Revenue Fund Budgets; Bishop
Finance Director Bishop provided a summary of Council Report 2022-109. The budget in
its current form recommends spending in the general fund at $17,188,440 and a total tax
levy of $18,766,224. In addition, a proposed HRA/EDA levy of $451,531 is also being
recommended.
Mayor Hanlon opened the Public Hearing at 6:47 p.m.
Vic Harvath a Golden Valley resident who manages three rental units in Hopkins stated
he did not support the rental license fees or increase in taxes as the cost is passed on to
renters.
Motion by Hanlon. Second by Garrido.
Motion to Close the Public Hearing.
Ayes: Beck, Balan, Garrido, Hanlon
Nays: None. Absent: Hunke. Motion carried.
The City Council provided budget and tax discussion history. They also addressed the
rising inflation and how it affects the City operations, services and projects. Mayor Hanlon
requested an update on the façade improvement program funding. He questioned if
enough funding in place for the requests. Assistant City Manager stated there was
approximately $70,000 still needed to fund all the projects. Future discussion will be held
about the use of potential surplus funds.

Resolution Designating Polling Places
Staff recommends approval of the following motion: Move to approve Resolution 2022-082
Designating Polling Places.
Overview
According to State law, municipalities must designate polling places for each election precinct for
the following calendar year. This must be done by December 31. A polling place must be located
within the boundaries of the precinct or within one mile of those boundaries.
There are currently five voting precincts in Hopkins and no polling location changes are proposed at
this time.
Primary Issues to Consider
Law requires the designation of polling places.
Staff is not recommending any changes to the current polling locations.

RESOLUTION 2022-082
A RESOLUTION DESIGNATING POLLING PLACES
WHEREAS, Minnesota Statutes 204B.16, subd. 1 requires the City Council, by ordinance or
resolution, to designate polling locations for the upcoming year; and
WHEREAS, polling places shall be located within the boundaries of the precinct or within one mile
of one of those boundaries; and
WHEREAS, changes to the polling locations may be made at least 90 days before the next election
if one or more of the authorized polling places becomes unavailable for use; and
WHEREAS, changes to the polling locations may be made in the case of an emergency when it is
necessary to ensure a safe and secure location for voting.
THEREFORE, NOW BE IT RESOLVED by the City Council of the City Hopkins hereby
designates the following polling places for elections conducted in the City in 2023:
Precinct 1: Alice Smith Elementary School, 801 Minnetonka Mills Rd
Precinct 2: Zion Lutheran Church, 241 5th Ave. N.
Precinct 3: Hopkins Pavilion, 11000 Excelsior Boulevard

RENEWAL OF GENERAL LIABILITY AND PROPERTY INSURANCE AND
AUTHORIZE NOT WAIVING OF THE STATUTORY TORT LIABILITY
ON THE LEAGUE OF MINNESOTA CITIES INSURANCE TRUST POLICY
Proposed Action
Staff recommends adoption of the following: Move to approve renewal of the LMCIT Insurance Policy and to not
waive the statutory tort liability limits to the extent of the coverage purchased.
Adoption of this motion will result in staff moving forward with the proposed LMCIT insurance coverage
including not waiving the statutory tort liability limits. Staff will also obtain a quote for optional no fault sewer
backup and water main break coverage. The staff recommendation to not waive the statutory tort liability limits is
based on liability exposure to the city in the form of higher premiums.
Overview
The LMCIT notified its members of 2023 coverage rates on in November of 2022. They indicated that insurance rates
will increase by an average of 5% in the property/casualty programs. Auto physical damage and scheduled mobile
equipment rates will also see an average rate increase of 5%. The overall rate changes may not necessarily correspond
with a specific City’s insurance premiums. Actual premiums are also affected by changes in city expenditures,
property values, payrolls, experience rating and other exposure measures. Property/Casualty insurance premiums were
$233,685 in 2022. The 2022 budgeted amount was set at 251,211. We anticipate that insurance premiums overall for
Hopkins will be within the budgeted amounts for 2023.
Finance continues to recommend the deductible amount of $20,000/$40,000 with $1,000 per occurrence after reaching
the maximum of $40,000. The current amount available in the insurance risk fund to cover deductible costs is
$213,478. In addition we will be sharing in a $10 Million LMCIT dividend this year. LMCIT has consistently paid
out dividends since 1987, totaling approximately $347 million. The dividend will add to our insurance reserves for
potential claims and deductibles.

LIABILITY COVERAGE – WAIVER FORM
Members who obtain liability coverage through the League of Minnesota Cities Insurance Trust
(LMCIT) must complete and return this form to LMCIT before the member’s effective date of
coverage. Return completed form to your underwriter or email to pstech@lmc.org.
The decision to waive or not waive the statutory tort limits must be made annually by the
member’s governing body, in consultation with its attorney if necessary.
Members who obtain liability coverage from LMCIT must decide whether to waive the statutory tort
liability limits to the extent of the coverage purchased. The decision has the following effects:
• If the member does not waive the statutory tort limits, an individual claimant could recover no more
than $500,000 on any claim to which the statutory tort limits apply. The total all claimants could
recover for a single occurrence to which the statutory tort limits apply would be limited to $1,500,000.
These statutory tort limits would apply regardless of whether the member purchases the optional
LMCIT excess liability coverage.
• If the member waives the statutory tort limits and does not purchase excess liability coverage, a single
claimant could recover up to $2,000,000 for a single occurrence (under the waive option, the tort cap
liability limits are only waived to the extent of the member’s liability coverage limits, and the LMCIT
per occurrence limit is $2,000,000). The total all claimants could recover for a single occurrence to
which the statutory tort limits apply would also be limited to $2,000,000, regardless of the number of
claimants.
• If the member waives the statutory tort limits and purchases excess liability coverage, a single claimant
could potentially recover an amount up to the limit of the coverage purchased. The total all claimants
could recover for a single occurrence to which the statutory tort limits apply would also be limited to
the amount of coverage purchased, regardless of the number of claimants.
Claims to which the statutory municipal tort limits do not apply are not affected by this decision.
