CITY OF HORICON COMMITTEE OF WHOLE NOVEMBER 12, 2013 The Committee of Whole of the City of Horicon met in regular session on November 12, 2013. The meeting was called to order by Mayor Neitzel at 6:00 p.m. Alderpersons present: Hady, Marschke, Pahl, Miller, Plautz, and Wieneke. Alderpersons absent: None. Mayor Neitzel led the Pledge of Allegiance. Public Appearances: None. Motion by Plautz, second by Wieneke, to take item #11, Nominal Payment Parcel Report – Lake Street Bridge, out of order. All voting AYE. Motion carried. Discussion was held in regard to the City obtaining Temporary Limited Easements as part of the Lake Street Bridge replacement. Dave Magnussen, Public Works/Utility Supervisor, presented the Committee a Nominal Payment Parcel Report containing figures for the Temporary Limited Easements. Motion by Marschke, second by Miller, to recommend the Council meet in closed session to negotiate a price for the necessary Temporary Limited Easements relating to the Lake Street Bridge replacement. All voting AYE. Motion carried. A drafted ordinance pertaining to the Keeping of Chickens Within The City Limits was reviewed and discussed. Motion by Wieneke, second by Miller, to recommend to Council the drafted ordinance Keeping of Chickens Within The City Limits. Voting AYE: Wieneke, Miller, Plautz. Voting NAY: Hady, Marschke, Pahl. Mayor Neitzel voting AYE, this item will appear at the next Council meeting. The 2014 Stray Animal Contract with the Dodge County Humane Society, Inc. was reviewed and discussed. It was noted the contract is for $2000 and includes 10 animals, additional dogs will be $100/each and additional cats will be $90/each. Currently the City has paid for an additional 4 animals beyond the included 10 in 2013. Motion by Hady, second by Plautz, to approve the 2014 Stray Animal Contract from Dodge County Humane Society, Inc. All voting AYE. Motion carried. Motion by Hady, second by Pahl, to approve the contract with Bowmar Appraisal, Inc. in the amount of $9,000 for assessor services in 2014. All voting AYE. Motion carried. CITY OF HORICON COMMITTEE OF WHOLE NOVEMBER 12, 2013 Motion by Hady, second by Miller, to approve Oakhill Cemetery’s request for funds in the amount of $7,000. All voting AYE. Motion carried. Motion by Miller, second by Pahl, to approve the Consent Request for Improvements from US Cellular for equipment located on Eagle Hill Water Tower. All voting AYE. Motion carried. Motion by Wieneke, second by Hady, to approve the HVAC Maintenance Agreement with Sure- Fire, Inc. for the Municipal Building in the amount of $1,811. All voting AYE. Motion carried. Motion by Miller, second by Plautz, to donate $3,000 to the Dodge County Executive Law Enforcement Agency for the Dodge County Law Enforcement Memorial. Voting AYE: Miller, Plautz, Wieneke, Hady. Voting NAY: Marschke, Pahl. Motion carried. Motion Marschke, second by Plautz, to donate $10,000 to the Friends of Horicon Marsh International Education Center towards a new exhibit at the Horicon Marsh Education & Visitor Center. Voting AYE: Marschke, Miller, Plautz. Voting NAY: Pahl, Wieneke, Hady. Mayor Neitzel voting AYE, this item will appear at the next Council meeting. Non-Action Discussion: Joseph Adamson, Police Chief, announced Jason Roy would be back to work next week. Adamson also announced the Horicon Police Department will nominate Mark Westendorf for Citizen of the Year Award for his assistance in apprehending the individual responsible for robbing U.S. Bank. Alexandra Harvancik, Librarian, announced the Library will soon be holding a Food For Fines Program. Kristen Jacobson, Clerk-Treasurer, announced City e-mail addresses and login information had been distributed and she is still waiting for 3 members to access their account. Jacobson stated she has received 2 Change Orders for the roof project at the Safety Building and would be presenting them at the next Council meeting.
